TheSargentScheme,formallyknownastheReportoftheSargentCommissiononPostWar
EducationDevelopmentinIndia,wasa1944memorandumpreparedatthebehestoftheBritishrun
GovernmentofIndiathatoutlinedthefuturedevelopmentofracyandeducationinIndia.[1]

Universalliteracy
AcentralgoaloftheSargentSchemewastheeducationalreconstructionofIndia.[2]Itrecommendedthe
introductionoffreeandcompulsoryeducationforallIndianchildreninthe611yearsagegroup.[2]The
planaimedtobringaboutuniversalliteracyinIndiawithin40yearsofitsintroduction,i.e.by1984.[3]
Theschemewentasfollows:
1.Establishmentofelementaryschoolsandhighschool.
2.Highschoolsof2types:
A.Academic.
B.TechnicalandVocational

3.Intermediatecoursesweretobeabolished.
Althoughthe40yeartimeframewasderidedatthetimebyleadersoftheIndianindependence
movementasbeingtoolongaperiodtoachieveuniversalliteracy,[3]averageliteracylevelsinpost
independenceIndiahadonlyreachedabout65%in2008(64yearsaftertheschemewouldhavebeen
launched)andwereincreasingonly"sluggishly"at1.5%peryear.[4]
