RICHMOND POLICE ACTIVITY SHORT SUMMARY ‘August 1, 2015-October 30, 2015, ‘Attached to this short summary you will find print outs of activity for the Richmond Police Department from January 1, 2015-October 30, 2015. Because the current Spillman computer aided dispatch coding system does not capture all types of events | have added a short narrative of the items relative to this discussion, During the time period between August 1, 2015 and October 30, 2015 the Richmond Police Department has responded to seven overdose calls. Five of these calls involved the use af heroin, one which resulted in the death of an adult male. The other two overdose calls were a result of the person using opiate type of pls. ‘© August 4, 2015@03:33 hours we investigated a theft complaint from a vehicle parked on Dugway Road. Approximately $500 in cash was taken in this incident. ‘+ August 23, 2015@17:04 hours we investigated three separate theft complaints from vehicles parked on Dugway Road. Stolen in these cases were cell phones, wallets, cash, backpacks, clothing and assorted other items. ‘+ August 26, 2015@17:59 hours we responded as did Richmond Rescue to a business located on. Route 117 for an overdose. The suspect had overdosed on heroin and had to be administered Narcan to reverse the effects. ‘+ September 3, 2015@17:28 hours we responded to Gov. peck Road for another heroin overdose. A Richmond officer was first to respond to the unresponsive 54 year old male. The officer performed both CPR and rescue breathing until Richmond rescue arrived and Narcan was, administered to which revived the man who was transported to the emergency room. + September 15, 2015@17:42 hours we responded to a theft complaint from a vehicle parked on Railroad Street while the victim was in the store. A cell phone was stolen from the car. + September 21, 2015@19:30 hours we responded to Main Street along with rescue for a heroin overdose. The 34 year old unresponsive male had just been released fram jail earlier in the day, He was given Narcan numerous times to reverse the overdose. He was transported to the ‘emergency room. '* October 9, 2015@14:55 hours we were summoned to a home off of Wes White Hill for an unresponsive 42 year old male. Richmond Rescue attempted life saving measures for the heroin overdose which were unsuccessful. © October 15, 2015@07:47 hours we responded to a theft complaint from a Jonesville home where approximately $300 was stolen. October 15, 2015@12:45 hours we responded to a home break-in located on Jericho Road. A basement door was pried open, however the home owner could not determine if any missing. October 18, 2015@08:20 hours we responded to an overdose on Huntington Road. The female had taken a mixture of opiate pills and alcohol October 19, 2015@04:14 hours we responded to a burglary call at a business located on Route 147. Approximately $1,500 in merchandise was stolen. A suspect was later arrested for this crime who admitted that he has a heroin addiction. When arrested he had syringes and a small amount of heroin on him, October 19, 2015@12:10 hours we responded as well as Richmond Rescue to the Park & Ride located near exit 11 for an unresponsive 21 year old female. She had just purchased heroin in town and overdosed. Numerous doses of Narcan were administered at the scene as well as at the emergency room, We also discovered this was her second overdose in less than 1 week. At the time of incident she had her 13 month old child with her in the car. Based on information gathered in this case a search warrant was granted and executed in town with resulted in the arrest of three adults, 1 male and 2 females. October 29, 2015@19:36 hours we along with Richmond Rescue responded to a home on Kenyon Road for an unresponsive 52 year old female who had overdosed on opiate based pills Numerous doses of Narcan were administered and she was transported to the emergency room. It should be noted that a male companion was also located in the home that was under the influence of heroin, however he was not transported nor charged based on the Good Samaritan, Law, was ARRESTS/CHARGES: August 1, 2015-October 30, 2015 Operating under the influence: 11 False pretences (check): 1 False token: 2 Disorderly conduct: 2 Forgery (check): 1 Simple assault: 1 Unlawful mischief: 2 Arrest on warrant: 1 Violation of conditions of release: 2 Operating a motor vehicle while criminally suspended: 10, Uttering forged instrument (check): 4 Assault on law enforcement: 1 Identity theft: 1 ‘Attempting to elude law enforcement: 1 Resisting arrest: 2 Petit larceny: 1 Possession of marijuana (felony): 1 False information to law enforcement: 1 Possession of drugs {heroin): 2 Burglary: 1 Possession/sale of drugs: 2 Impeding law enforcement: 1 ‘TOTAL ARREST/CHARGES: 46 Richmond is a small town of approximately 4,100 people, yet we are experiencing the same type of crimes that the larger Chittenden County communities are also seeing. Drug {heroin} addiction is a major player in this problem, but is not the only problem. Mental health issues as well as alcohol dependency also place a significant part. It will be up to the peaple to determine if the State of Vermont is doing enough to combat these issues and to protect law abiding citizens from becoming victims of crime. SUBMITTED BY: Alan F.
