The Bacchus Marsh Strawberries and
Cherries Festival was a sell out over the
weekend with around 20,000 people turning
up to get their hands on fresh fruit.
Bacchus Marsh Tourism Association
President, David Durham said it was the
biggest year yet, with growers along the
Avenue of Honour selling out of their famous
fruit by Sunday afternoon.
More and more people are hearing about
the festival and it just tends to grow every
year. There were a few new farms and

businesses that came on board this year,


which has helped to bring new people to the
festival, he said.
Its obviously good and bad that the
weekend was a sell out, we do advertise to
people that the farms can sell out and if so,
they will close, but this is just the start of the
season so there is a lot more to come.
In its ninth year, the festival celebrated the
start of the produce season with pick-yourown-trails, farm-gate markets, buskers,
fireworks and strawberry and cherry
inspired treats.

The Avenue was obviously really busy
with locals and out-of-towners gathering
to pick and purchase fruit, but the Main
Street was also really fired up with great
entertainment, he said.
The economic benefit to Bacchus Marsh is
just phenomenal but it is also a great way of
promoting the town.

I saw a lot of locals, but there were definitely


more out-of-towners which is just so great to
see. There was a really happy festive feel in
the place, she said.
I definitely felt the change in the marketing
campaign this year. Because my business is
situated more towards the Gisborne Road
end of town we never really saw the festival
goers in previous years because it was up
the other end, but this year the Tourism
Association really focused on making sure
everyone was involved which was really
good.

Whilst predominately a very successful weekend, some have
taken to social media to vent their frustrations about traffic congestion that saw cars banked up in the east bound lanes of the
Western Freeway for around five-kilometres.
Comments included So furious, took us two hours to get here
[sic] and Its taken us half an hour from Hopetoun Park to get to
the Avenue of Honour awesome.
Mr Durham said whilst he understood why people were upset, it
was a situation that was hard to get around.
There are just so many people coming into the town, we do provide hop on and hop off shuttle buses on both days but the roads
were just flat out. Its only one or two weeks of the year though
and it just shows how many people came down for the festival,
he said.
Next year we will work with Vic Roads and Council to provide
better traffic management.
Mr Durham encouraged people to continue to visit local growers
even after the conclusion of the festival, with the cherry season
running until December and strawberries until April.

Milk is cream of the nation

Inglenook Dairy has been
named in the top three of the
nations best.

Owned by Rachael and


Troy Peterken, the Dunnstown business is one of three
finalists in the 2016 Australian Grand Dairy Awards.
Now in its 17th year, the
prestigious awards recognise and reward excellence
and quality in Australian
dairy produce.
Rachael Peterken said she
was absolutely blown away.

To be part of such a prestigious competition, let

Dad has been a dairy farmer all of his life so I suppose
this business is just in my
blood.

on flavour, aroma, texture,
body and appearance, in
order to reveal 60 finalists

Mrs Peterken said to be


eligible for the contest, businesses had to have won a
gold medal in a previous
competition.

We received a gold in the


Royal Melbourne Fine Food
awards and the Dairy Industry Australia Awards, which
made us eligible to enter this
competition, but we never
expected to get down to the
final three.
At the age of just four-yearsold, Inglenook Dairy manages the complete process of
their milk, which guarantees
a fresh, natural and additive
free product.
There was always a difference in the taste of the
milk that I had enjoyed as a
child compared to the taste
of what was in the store, so I
wanted people to have milk
as good as what we grew up
with, Mrs Peterken said.

We dont do anything to
our milk. We dont take
anything out, we simply just
pasteurise and homogenise.
So I guess its what we dont
do to our product that makes
it so good.

A dash for a splash

The Moorabool Shire Council is gearing up for summer with the


announcement of its pool opening times for the season.
The opening times will be dependent on the temperature, allowing for better
use of Belgravia Leisure Services staffing and resources.
Moorabool Shire has two pools, located in Bacchus Marsh (55 Grant Street)
and Ballan (1 Mill Park Street), which will open on Saturday, December 5.
Moorabool Shire Mayor Allan Comrie said with summer just around the
corner and kids gearing up for holidays, we encourage residents to safely

The Ballan Red Cross will
celebrate the end of spring
with true flower power.
The local branch will host
their annual Luncheon and
Flower Show at the Ballan
Mechanics Hall this Friday,
November 27.
The towns first flower show,
titled The Red Cross Rose
Show and Garden Fete was
held in 1966, with six classes
and 23 sections.
In 1974, a Diamond Jubilee
Celebration was held in the
Uniting Church Hall in the
form of a luncheon, flower
show and fete. It was here
that the show changed to
its present format The Red
Cross Luncheon and Flower
Show.
Ballan Red Cross volunteer Mary Williams said the
event was the most popular
for the year.
It is our major fundraising event but its also quite
a popular community function. Each time we have had
different speakers or something of that nature and we
have a perpetual trophy

The replacement of an aged water main in the Bacchus


Marsh Avenue of Honour has begun.
Western Water commenced the project this week and
expected the construction to take around four months.
General Manager of Customer and Community Relations,
Graham Holt said the existing water main was very old and
had frequent main breaks that needed complex repairs.
It needs to be replaced so we can provide quality water
services to around 70 customers in the area, which include
some of Bacchus Marshs popular food producers.
Mr Holt said Western Water, who were acutely aware of the
cultural and environmental significance of the avenue and
its trees, were working hard to ensure the lowest possible
impact.
We have been working closely with the RSL, Moorabool
Shire Council, Heritage Victoria and other stakeholders
during the panning stage of this project, he said.
We have had an aborist survey the trees to advise on
protective measures and we will be closely monitoring the
project to avoid damage to the trees.
The water main will be replaced within the roadway to keep
work as far away as possible from the trees, resulting in some
traffic lane closures.
Mr Holt apologised on behalf of Western Water for the
inconvenience, however asked local residents to bear with
them during the completion of the important project.

State Government has put land
in Connor Street on the market
for sale. This land was owned
by the Bacchus Marsh Council
who gave it to the Government
to build a primary school about
20 years ago. I reckon any proceeds from the sales should be
given back to the Community.

School site sell-off

Land earmarked for construction of a school in
Bacchus Marsh will instead be sold by the State
Government, which is rumoured to be onced
owned by the previous Bacchus Marsh Shire.
And Moorabool Shire Council Mayor Allan
Comrie is not happy about it.

The vacant parcel of land in Connor St is owned


by the State Government and with further
housing developments planned in Maddingley
the site was always planned for a primary school
to cater for the needs of the young families
moving into the area.

Council received a notice from the Department


of Treasury and Finance stating that the
department is selling the land and Council has
less than 60 days to advise if it wants first option
on the land, Mayor Comrie said.
We are at a loss to explain why they would want
to sell off this land, when it is an ideal location for
a school that is desperately needed.
Mayor Comrie said that council was also told
in writing by Education Minister James Merlino
that the Department would meet with Council
and work with local stakeholders to find a
solution to schooling in Bacchus Marsh - but it
has not occurred.

So I am now calling on Premier Daniel


Andrews and Local Member for Melton Don
Nardella to intervene on this matter and ensure
the Education Minister knows how important
and necessary a school is going to be to the local
community.
Both council and departmental analysis shows
a future primary school is required so we are
unsure why the Government is now refusing to
even meet with us to plan for one.
We are very frustrated and hoping we can get
the message through to the State Government so
our families arent left having to fight the already
high volume of traffic to get their children to a
school.

COMMUNITY DEVELOPMENT FUND IS NOW OPEN


Council is inviting Expressions of Interest from community groups/committees, community
networks, progress groups and development associations for seed funding (and leverage for
external funding opportunities) toward community infrastructure projects that have a signicant
impact on community development, liveability and wellbeing in the Shire.
Funding is available for up to $25,000 with preference given to those that demonstrate:
A contribution toward the cost of the project by cash or in-kind support,
The leveraging of funds to support external funding opportunities,
A strategic basis - the project is detailed in a community plan, master plan or strategic plan.
Groups, committees and organisations are encouraged to read the Community Development
Fund Guidelines carefully before making a submission. The Guidelines outline the specic
eligibility and assessment criteria.
Program Guidelines, Expression of Interest forms and further information are available on

Watt gun dogs! Get involved


in domestic
violence

For dog trainer Rod Watt its


all about positivity.
The Rowsley Valley resident
lives on a 100-acre property
and is one of Australias top
English springer spaniel
gundog trainers.
Mr Watt was the first person in Australia to train a
Springer Spaniel to become
both a National Field Trial
Champion and Australian
Retrieving Trial Champion.
He was also the first Victorian to receive Companion
Dog Excellence at Obedience
Trials and the only person to
have trained a father and son
to a field trial championship.
All my life, my ultimate
goal was to be able to train
dogs properly and effectively, Mr Watt said.
For 30 years I have trained
them to hunt and eradicate
rabbits. The farmers love it
because this is a popular
home for rabbits and this
particular training really
helps to clean them up.
Mr Watt said his training
method was unique and
relied solely on positive
guidance.
Its about training dogs in a
positive way and never punishing them. The harshest
thing I do is change my tone
of voice or growl at them,
he said.

age the dogs are taught the
right things so that there is
no reason for them to be in

trouble. Its all about positivity and it relies on praising
them and saying yes youre
doing it right.
Mr Watt educates dog owners in order to train their
pets to chase out rabbits before they are humanely shot
by experienced and licensed
gun operators.
After chasing the rabbit
down, the dog sits up and
waits; when the rabbit moves
we shoot it and the dog then
retrieves it on command.
We train the dogs to work
up, down and across wind
and they are trained to work
to voice, whistles and hand
signals.
The whistles, which emit
a high pitch noise, are imported from the United
Kingdom.

People often say to me,


where do you get those
magic whistles? But theyre
not magic, a lot of work goes
into these dogs and you have
to know how to educate
them through more than
just sound. My previous
dog, which was the greatest
dog Ive ever seen, was deaf
but I worked him to hand
signals.
Mr Watt said he was able to
train dogs of any age, as long
as their owner was willing
to learn.
Anyone can learn my
method as long as I can get
the message across to them
(owner) so that they can relay it to their dog, he said.
Im not here to train your
dog. Im here to teach you
how to train your dog.

prevention, and secondly,

domestic violence, he said.
We as a community should
do that, just not accept that
behaviour.
Its a case of just get involved; if you see something thats not right, get

Cr Tatchell got involved
when he was Mayor, attending a round table discussion
with other councils from
across Victoria as well as
state government ministers.
This year the state government spent $81 million, but
domestic violence costs the
broader community over $3
billion a year, and thats the
ministers figure.
We were talking about a
way forward, and trying to
measure how we can improve funding for the fight
against domestic violence
to get the best bang for our
buck.

Hundreds of women in
Moorabool are reporting incidents of domestic violence
to police each year and the
numbers are on the up.
White Ribbon Day, held on
Wednesday 25 November, is
a campaign against violence
perpetrated by men against
women with figures showing that more than one woman per week is killed by a
current or former partner in
Australia.
The postcode of 3340, which
covers Bacchus Marsh as
well as Darley, Maddingley, Long Forest, Glenmore,
Hopetoun Park, Rowsley,
Staughton Vale, Merrimu,
Parwan, Balliang and Coimadai, recorded a total of
1065 reports over a five-year
period.
There were 129 offences reported in the 2010/11 financial year, 176 in 2011/12, 249
in 2012/13, 236 in 2013/14,
and 275 in 2014/15.
Increases were also recorded for the postcode of 3342
that includes Ballan, Beremboke, Blakeville, Fiskville,
Colbrook, Bunding, Inglis-

ton and Mt Wallace, with a


total of 205 reports over the
same five-year period.
There were 22 reports in the
area in the 2010/11 financial
year, 18 in 2011/12, 52 in
2012/13, 45 in 2013/14, and 68
in 2014/15.
In the postcode 3345, which
covers the Gordon area, there
were a total of 53 reports
with 8 reports in 2010/11, 8
in 2011/12, 13 in 2012/13, 11
in 2013/14, and 13 in 2014/15.
The White Ribbon campaign
runs year long, culminating
on 25 November; throughout
the year and particularly in
November, White Ribbon
events are held across Australia to educate and raise
awareness about mens violence against women.

is making womens safety
a mans issue too; men are
standing up, speaking out

Rowsley in the loop

Construction has begun on


a new train-passing loop at
Rowsley.
The kilometre-long crossing
loop provides another point
for trains to pass each other,
which will help services recover from unexpected delays more quickly, boosting
reliability and punctuality.
As part of the project the
existing rail crossing at
Rowsley Station Road will
be upgraded.
Boom gates will be installed, which will bolster

the existing flashing lights,


making it safer for motorists, passengers and the local
community.
The Rowsley Crossing Loop
project is being delivered by
V/Line, on behalf of Public
Transport Victoria, with McConnell Dowell awarded the
construction contract.
However, Member for Buninyong Geoff Howard, who
attended the event, said the
credit should go to the Labor
party.
Im pleased that Labor is
getting on with this project,
which will improve services

for Ballarat line passengers,


Mr Howard said.
Mr Howard took the opportunity to speak about
the regional rail link, which
is still coming under heavy
criticism from commuters
who are still being forced
to stand on some journeys
from Melbourne to Ballarat.
Since June, the State Labor
Government has delivered
extra peak hour services
and eight new carriages to
the Ballarat line, providing
room for more than 900 extra passengers every day,
Mr Howard said.

Ice breakthrough

now access a new, specialised education program.
Breakthrough will provide
helpful ice education for
families that will help them
to recognise when a family
member has a problem with
ice, encourage the affected
person to get treatment and
support them through their
recovery.
The program is part of the
State Governments $45.5
million Ice Action Plan that
was announced in March
this year.
Minister for Mental Health
Martin Foley said too many
families were dealing with

the devastating effects of ice.


This innovative education
program will provide them
with the knowledge and
skills to look after themselves and support their
loved ones through treatment, he said.
We know that a strong,
supportive
family
can
make all the difference for
people struggling with ice
addiction.
Victorias Ice Action Plan is
investing $4.7 million to support families affected by ice,
which includes $1.48 million
for new family ice education and $3.2 million for 16
community health services
across Victoria.

Moorabool Shire apprentices will save more than


$300 on their car registration
under a new Labor plan.
The Andrews government
is reminding apprentices
that the half-price registration scheme, which aims to
assist low paid apprentices,
will commence on January 1
of next year.
Eligible apprentices paying
standard registration on a
light vehicle in regional Victoria will save $330.20 per

year, whilst those in metropolitan Melbourne will save


$385.90.
Almost 20,000 apprentices, including bricklayers,
carpenters, joiners, electricians and plumbers, will be
among those eligible for a
discount if their employers
can demonstrate that the use
of the vehicle is an essential
part of their work.

There were 80,000 reasons to celebrate the Ballan Community


Banks fourth birthday this month.
The local Bendigo Bank branch celebrated the milestone
on November 4 with free coffee, cake and insurance
comparisons.
Branch manager, Luke Calder said the bank had donated
over $80,000 back to the community over the past four years.
We supply vital funding to those who may at times be
struggling, we have assisted with great community projects
and sponsorships throughout the whole region from West
Moorabool to Myrniong and up to Warrenheip, he said.
On top of that, we provided a $50,000 commitment to the
Ballan and District Hospital for the 12-seater bus.
Mr Calder said the branch now had about 1,200 customers
and had employed five local staff members.

masterplan

One look at the Dunnstown
Recreation Reserve on a Saturday morning is enough to
show that as it stands, the
town is doing a pretty good
job of growing and taking
care of itself.
But a new masterplan cant
hurt when it comes to helping things along.
Adopted at the November
council meeting, the Dunnstown Recreation Reserve
Masterplan is the first of its
kind for the facility, and has
a focus on improving the
existing site to cater for increased usage in the future.
The main goal is to improve
the pavillion facilities, as
well as electrical infrastructure though electrical upgrades and netball lighting
are already being funded
as part of councils 2015/16
Capital
Improvements
Program.
As Committee Of Management President Garry Sheehan explains, council has
looked after them in terms

of funding but thats as it


should be.
Every project we take on
we get done on time and under budget, its not blowing
our own trumpet, but we get
things done, Mr Sheehan
said.
The reserve is a hub for the
community, with everyone
from local schools using
it, others holding display
events there, not to mention
it being the start and finish
point for the Mountain Of
Fun run next March.
Sporting clubs also call the
reserve home cricket teams
include Ballarat League seconds and District League
thirds teams, four or five
junior tennis teams on two
tennis courts, three junior
and two senior football
teams and just as many netball teams.
We cover Lal Lal, Yendon, Navigators, Elaine and
Warrenheip; we get good
support, its very busy on a
Saturday.
One of the main projects
planned for coming years

is to upgrade the umpire


change rooms to include
space for female umpires
of which Dunnstown already has a few.
We want to put in new umpire change rooms that cater
for male and female umpires
because these days we have
more female umpires and
we want them to have their
own change rooms and
showers.
Theyre mainly boundary
umpires at this stage, but
there will be a time when
theyll be central umpires
too I think.
We need to bring it up to
standard, make it more appealing to people when they
come.
The netball change rooms
are currently too busy to
also accommodate footy umpires though a female team
is also an idea floating on the
horizon.
If we do the umpires
rooms wed be able to play
a girls football match there;
it could easily be somebody
decides theyll get a girls

football team going, or if


they wanted a ground to
use, ours would be available
and up to standard.
This could take a couple of
years to get going though,
weve got to get grants and
so on.
Its all part of planning for
future growth in the area
and while construction of
houses in Dunnstown itself
has been restricted for many
years by water catchment
overlays, Dunnstown has
broadened the boundaries
of its population catchment
instead.
Theres not a lot of building going on in the Dunnstown area and thats why we
have to stretch out - theres a
fairly big population around
the Lal Lal area, and Warrenheips getting bigger.
Since the reserve was built
back in the fifties, and grown
to have tennis and footy and
cricket and netball Weve
always had good people
ready to make sport available to the town.

Are we being played


the phool?

There are many arguments


used by our government
and other governments as
to why they are not acting
more strongly on climate
change. One of the classic reasons often given, if
I remember correctly, by
former prime minister John
Howard was that we could
not tolerate any actions that
would threaten our way of
life. This government view
has been the gospel in all
governments since that time,
and even before. Because, it
was therefore assumed, our
way of life was great and
we were all happy and the
model of economics that was
the basis of this life was good
for us. If saving the environment meant altering this
then nope, nope and nope
to quote another former esteemed leader of our nation.

Our way of life or our living standard according to


this argument is sacrosanct
and if the environment has
to suffer so we can continue
this lifestyle then so be it.
However, what if this way
of life or living standard is
not all that is it cracked up to
be? What if we are all being
duped? What if the economy
is actually not so good for
us regardless of its terrible
impact on the planet? A new
book by George Akerlof and
Robert Shiller has a very
good argument to the effect
that indeed we are all being
duped by this economy.
The book is Phishing for
Phools: The Economics of
Manipulation and Deception (Princeton University
Press, 2015) by George Akerlof and Robert Shiller. And
the authors have some good

credentials. George A. Akerlof is a University Professor


at Georgetown University
and the winner of the 2001
Nobel Prize. Robert J. Shiller
is Sterling Professor of Economics at Yale University,
the winner of the 2013 Nobel
Prize.
The term phishing comes
from scam emails but Bob
and George, as these Nobel
laureates in economics style
themselves, define it more
broadly as businesses getting people to do things that
are in the interests of the
phishermen but not in the
interest of the target. It happens whenever there is an
opportunity to appeal to the
monkey on our shoulder
the part of our brains that
like nicotine, folksy-but-fake
politicians and 15 per cent

investment returns.
Ever since Adam Smith, the
central teaching of economics has been that free markets provide us with material well-being, as if by an
invisible hand. In Phishing
for Phools, George Akerlof
and Robert Shiller deliver
a fundamental challenge to
this insight, arguing that
markets harm as well as
help us. As long as there is
profit to be made, sellers will
systematically exploit our
psychological weaknesses
and our ignorance through
manipulation and deception. Rather than being essentially benign and always
creating the greater good,
markets are inherently filled
with tricks and traps and
will phish us as phools.
Phishing for Phools ex-

plores the central role of


manipulation and deception in fascinating detail in
all areas of our economy. It
thereby explains a paradox:
why, at a time when we are
better off than ever before
in history, all too many of
us are leading lives of quiet
desperation. At the same
time, the book tells stories of
individuals who have stood
against economic trickery
and how it can be reduced
through greater knowledge,
reform, and regulation.
As the authors say, Competitive markets by their
very nature spawn deception
and trickery. The Economic
models tend to assume that
people are informed about
the decisions they make; in
the jargon consumers have
perfect information. This

supposedly enables consumers to make markets


work to their advantage. But
Robert Shiller & George Akerlof argue instead that this
assumption is false. There
are plenty of market equilibria, the authors find, where
one party is being deceived,
or phished. You may think
you are doing well out of
markets; you may behave
quite rationally; but in fact
you are being taken for a
phool.
And by the way as I write
this piece the UK has announced that the 11 remaining UK coal power stations, which currently emit
around one sixth of the UKs
greenhouse gases, will close
by 2025. Now that, we hope,
is no Phishing.

race at the Australian Super
Cross Championships.

it runs an agenda. Rural
life has enough challenges
without dealing with political agendas and selective
funding.
I nearly fell off my hay
bale when I read the media
release from the Premier
called Getting on with it

Sunshine on December 5.
The race is the final leg
of the six-round national
series, which sees riders
compete on a field of jumps,
berms, whoops and rhythm
sections.
Mother, Michelle Zeestraten
said Bailey was accepted to
race at the event after he purchased a 50 KTM Motorbike.
The Super Cross is sponsored by the brand KTM,
and all the stores in Victoria
held a competition for anyone who bought a 50 KTM
this year. There could have
been 50 or more bikes sold,
but only 15 are chosen to
race, she said.
The store puts forth who
they believe should race
and KTM say yes or no. We
purchased Baileys bike
from Geelong and I think
the main reason they suggested him was because he
recently had a massive stack
in Portland about five weeks
ago where he broke both his
arms.
Ms Zeestraten said Baileys
casts had been removed on
November 9, and they had
since received medical clearance so that he could race.

The Parish of Gordon will host the mass on Sunday,
November 29 at 1:30pm.
Parish member, Joan Bourke said the event was an
opportunity for the Catholic Church to remember those who
were no longer here.
Each November we remember those who have died and
because of that we
thought we would
hold a mass down
at the cemetery so
that people could
pray for and commemorate those
who have died,
she said.

denomination is
welcome. People
could come to the
mass even if they
dont have people
who are buried
there, because we
will be remembering all of the
people who are no
longer here, not just those buried in Gordon.
Ms Bourke said whilst some chairs would be provided,
guests were encouraged to bring their own.

located on Cemetery Lane in Gordon.

Not getting on with it

in the Central Highlands


Region a play on the Getting on with it in Regional
Victoria; it would have been
more aptly titled Getting
out of it at Moorabool.
No mention of funding
for traffic issues in Bacchus
Marsh, no mention of funding for a new CFA Training
facility for Ballan, no mention of funding for a sewerage plan for the West of the
Shire; in fact the only new
infrastructure funding was
a pedestrian crossing with a
couple of signs and a tin of
white paint.
When you consider Steve
Bracks was Premier when
it was promised, and he
hasnt been around since
2007, Getting on with it
seems a slight exaggeration
or there has been some serious engineering issues with
the paint!
If you want to use Getting on with it as a theme
or slogan, there is a simple
solution called get on with
it! Lets get on with some
Perspective and highlight
what the Andrews Government is not getting on with!
The projects list for Moorabool is thinner than a super
model in a sauna, and about
as credible as rocking horse

The Education Minister and
Deputy Premier James Merlino promised $5 million to
Bacchus Marsh College; a
credible and much needed
investment in our education
system.
What he didnt mention
was the sale of land in Connor Street gifted by the old
Bacchus Marsh Council to
be put aside for a Primary
school; the asking price coincidently, yes you guessed it,
$5 million dollars!
When you consider the
growth pressures on Bacchus Marsh Primary School
is forcing the school to put
a portable classroom in the
carpark and drop off point.
Our local Member claims
that there is a plan to buy
land at Stonehill for a new
school, he probably needs to
tell the Department of Education, because they know
nothing about it!
Another highlight in the six
point Moorabool Getting
on with it plan is the localised wastewater solution for
Blackwood; keep in mind
that over a decade ago, the
good people of Blackwood
were promised a sewerage
system worth over $20 million in todays money.

The watered down solution, pardon the pun, doesnt


build a sewerage system,
in fact it doesnt build anything. But you do get specialised planning advice on
the legislation that caused
the problem in the first place.
In consideration that your
local Council does the planning, and the punters have
to pay for whatever system
they put in the ground, one
can only assume that the
Government is simply providing the sewerage!
The gifts just keep on coming. Whilst we know the last
Government took away the
$38 million traffic plan to
build a tunnel in Melbourne
and the current Government
took away the $38 million
not to build a tunnel, all is
not lost.
Bacchus Marsh gets a $2
million investment in Bridge
strengthening on the Western Highway for freight
efficiency; whilst the investment doesnt actually have
anything to do with Bacchus
Marsh, it looks good in a media release.
Under the Headline Bridge

and Ballarat for high productivity freight vehicles.

Bacchus Marsh got another
mention in the Getting on
with it, Hospital beds rescue fund; the $200 million
fund had me more excited
than a fox terrier on heat, until I read the fine print.
It turns out that the money
is shared between all hospitals in the Regional Victoria;
so it sounds like we are getting a couple of bed pans
and a hospital tray; were
not exactly the flavour of
the month in terms of health
care.
And the final gift in Moorabools bag of Getting on
with it goodies, we get a
Parliamentary Inquiry into
Fiskville. No mention of
the new training facility as
promised by the Minister;
no mention of funding the
clean-up of the site, and no
mention of regional investment to provide jobs for the
71 families left unemployed.
What we did get was a 7.2
per cent increase in the Fire
Service Levy; this means
land owners will be slugged
with a FSL increase which
is four times the CPI (Consumer Price Index) or infla-

tion rate.
When you consider that the
Levy is a tax by valuation,
the Peri-urban region where
Moorabool sits will end up
paying twice the States average per household, and
three times the average in
our farm sector.
So, lets recap on Moorabools bounty from the $500
million Getting on with it
fund. We lose a potential
primary school to pay for an
election promise on another;
we get a waste water solution for a problem caused by
the people that created the
solution.
We get a bridge upgrade to
service freight links between
Melton and Ballarat, that the
truckies already pay for and
doesnt come into Bacchus
Marsh; we get a couple of
bed pans from State wide
hospital fund.
We get an increase in the
Fire Services Levy to pay
for an Inquiry ran by the
Government to investigate
a facility ran by the Government, and we get a couple of
tins of paint and a couple of
flashing lights to stop people
getting run over in the main
street of Ballan!
Theyre Getting on with
something, just not here!

Dear Editor,
This is part of a letter we have sent off to all councillors in
regard to the Special Meeting of Council tomorrow night
(Wed 25 Nov) at the Bacchus Marsh Public Hall, 6pm in
regard to the proposed Bunnings Warehouse planning
permit.
I write on behalf of a number of Bacchus Marsh
and Ballan businesses to request that you abandon
the proposed Bunnings Warehouse planning scheme
amendment at 101 Gisborne Road and refuse to grant the
associated planning permit.
Should you choose to abandon this planning scheme
amendment, there are no appeal rights against Councils
decision and our advice is that it is highly unlikely the
Minister of Planning would use his powers to call this
matter in.
The future of Bacchus Marsh as a liveable community
with a strong retail core is in your hands.
Please take note of the 200 submissions in opposition to
the proposal the majority of them residents that do not
want their neighbourhood character destroyed. You will
be aware that the State Government introduced section
60(1B) into the Planning and Environment Act 1987 which
states ...the responsible authority must (where appropriate)
have regard to the number of objectors in considering whether
the use or development may have a significant social effect.
The Bunnings proposal will create negative social and
traffic impacts as well as the potential loss of jobs through
a range of existing Moorabool businesses.
This application, rather than being a reasonable response
to a strategic investigation, is a site specific attempt to gain
market exposure in defiance of Councils adopted policies.
The proposal will fundamentally worsen the local
residents quiet enjoyment of their homes and negatively
affect pedestrians seeking to access local services such
as the childcare centre and create significant traffic and
safety problems.
I ask that Council resolve to abandon planning scheme
amendment C71 and consequently issue a notice of refusal
to grant a permit for planning application PA2013/187.

Dear Editor,
It is not a good look when
any information regarding
the progress being made on
the development of wind
farms in the Moorabool area
has to be read about in the local newspaper. The non-host
rural neighbours of these
industrial projects have been
waiting for seven years in
a state of uncertainty as to
the future of their lives and
properties. The Moorabool
project has been granted an
extension, after the first five
years had expired. There
appears to be no sunset
clause in the permit. How
much longer will we be left
in limbo? All the cards are
held by the Government and
the developer with no consideration for collateral damage done to people living too
close to turbines.
In Tom Kingstons Environmental Opinion piece
(MN 10 Nov, 2015) he used a
quote from one of the locals
in Queensland re the death
of George Bender who was
opposing coal seam gas:
This situation the government has created leaves the
process open for bullying,
intimidation and potential
corruption. All I want to see
regarding the wind projects
is consideration and fairness
to all parties. This includes
not putting turbines within
a harmful distance to humans. By the time I heard of
the project, all the hosts appeared to have been signed
up, all without my knowledge or consultation.

Evidence is out there that


in communities adjacent to
wind farms people are being
adversely affected, unable
to live in their homes. At a
recent Senate Committee
Enquiry, evidence was given
that even landholders who
had agreed to have turbines
on their properties were
very badly affected by noise
issues causing sleep deprivation, not good for ones
health.

Dear Editor,
The recently announced Regional Victoria Statement by
the Andrews Government is
not providing one new job
for regional Victoria.
It is a political statement
that reeks of political opportunism made at a time when
the state is facing severe
drought conditions.
Instead, Andrews Government Ministers have been
rejoicing on the reclamation
of more public holidays for
Victoria rather than seeing
what was happening out in
the regions.
It was only after I called
for a drought assistance
package in the last Parliament sitting week, and rising anger that the Andrews
Government had slashed
the popular Country Roads
and Bridges Program, the
Regional Growth Fund, underfunded the Murray Basin
Rail Project, and starved local government of funds to
repair local roads, did the

Premier realise regional Victoria was in trouble.


The Andrews Government
Regional Statement does
nothing to provide a long
term vision for Regional Victoria but just provides more
rhetoric and hyperbole.
The Andrews Government
needs to commit $2 billion
from the sale revenue of
the Port of Melbourne lease
to provide the urgent infrastructure Regional Victoria
needs to give its communities hope for jobs and a
standard of living consistent
with communities in metropolitan cities to show it is really committed to Regional
Victoria. That would be a
real Statement!

I write in reply to Robert
Jenkins letter (MN 10 Nov,
2015).
Im sure that most of the uneducated population would
agree that climate changes
and are also aware that;
Can Carbon Dioxide (CO2)
increase in the atmosphere
cause some global warming?
Yes it can and Ive yet to read
of anyone arguing this fact.
Is a doubling of CO2 in the
atmosphere, from 0.03% to
0.06%, likely to cause any serious temperature increase?
This question can only be
answered by knowing the
sensitivity (ECS) of the other
99.94% of the atmosphere to
this small increase in one

component. There are at


least 15 recently published,
& peer reviewed papers,
that suggest the sensitivity
in present climate models
is way too high (see various
discussions on Dr Judith
Currys site at climate etc).
These papers suggest warming of 1 to 1.5C, compared
to the IPCC models range of
1.5 to 4.5C.
CO2 is also necessary
for plant growth (plants
breathe in CO2 and
breathe out oxygen), hence
supporting life on earth. At
less than 0.02% plants will
die (See CO2Science web
site). Satellites are recording
around 14% more greening
of the planet with the CO2
increase, as well, the plants
are using less water to grow.
The IPCC climate models
have not been able to predict
what we actually observe
(see Climate Models Fail
by Bob Tisdale). They have
predicted more sea level
rise than has been observed,
more global warming than
has been observed (no
warming for 18+ years now
Satellite & Radiosonde balloons). The IPCC has been
exposed to be a political,
not scientific, organisation
by its own members on the
grounds that scientific conclusions are re-written by
politicians and presented to
the public as valid science.

state, savvy buyers can still
snap up a bargain.
Regional centres are increasingly attractive to first
home buyers with improved
public transport, roads and
new infrastructure providing the ideal combination of space, lifestyle and
affordability.
New REIV data shows the
most affordable homes are
located in the Latrobe Valley
in eastern Victoria.
In the year to September 30,
Morwell was the states most
affordable town with a median house price of $150,000.
Located just 130km from the
CBD, neighbouring Moe was
close behind with a median
of $155,500.
Other affordable towns
within the Latrobe Valley municipality include
Churchill, with a median
house price of $183,500, and
Newborough, with a median of $229,000.
With a median house price
of just $170,000, Myrtleford
in the states north east also
offers affordability to buyers. As does the Northern
Grampians town of Stawell,
which has a median house
price of $178,750.
Despite being one of the

states top 10 most affordable


towns, house prices in Red
Cliffs near Mildura rose 10.1
per cent over the year to a
median of $196,000, up from
$178,000 for the same period
last year.
Solid price growth was
also recorded for Horsham,
up more than 20 per cent in
the 12 months to September
30 to a median house price
of $226,000 another of
the states most affordable
towns.

towns making the list

Meanwhile, regional Victoria is also attractive to
investors. Investors look at
rental yields that is, the
propertys annual rental as
a percentage of the purchase
price - and some high rental
yields are on offer at present.
One-unit and two-bedroom
houses in regional Victoria
delivered the highest returns of any property type
in the 12 months to September 30, with yields of 5.4 and
5.2 per cent respectively.
Three-bedroom homes were
also popular, delivering a
gross rental yield of 4.8 per
cent.
These returns are significantly higher than returns
in the popular inner Melbourne suburbs of Balwyn
North and Malvern East,
which generated yields
of only 1.6 and 2 per cent
respectively for three-bedroom houses.

state of the farm located at Parwan, near Bacchus Marsh, west of

Division 3 v Learmonth
Learmonth walked away with victory as they defeated Ballan by
eightshots.
With the defeat, Ballan has now been
on the receiving end of three consecutive overall loses.
Manager Michael Conroy said it
would be important to shift attention
onto playing their opponent.
Theres no point in dwelling on the
loss, we know what we need to do
now in order to play more consist-

ently. Conroy said, If we win next


week against Victoria then the path
leading into the Christmas break is a
lot more forgiving.
Two rinks picked up wins on the
day, Dave Myers succeeded by fourshots and Neville Smith returned to
his winning form with a seven-shot
gain.
Scott McConnell, in his first game
as skip for the season, narrowly lost
by three-shots in a gallant effort and
Dave OHanlon was outplayed by
strong opposition in a 16-shot deficit.
Division 9 v Victoria
In a strong team effort Ballan captured their fifth straight
victory of the season as they
rolled past Victoria by 34-shots.
A great sign of strength and ability to
play united was enough to combat a
challenging synthetic green and an
early season test of skill.

Donna Robinson cruised to an emphatic 17-shot win, maintaining her


stellar record as a skip this season.
John McGregor returned to Division
Nine and displayed a great 11-shot
triumph.
In his debut match as a skip, Scot Nicholson managed to clinch a maiden
11-shot victory that allowed all 16
points to be awarded to Ballan.
Manager Eddy Pitcher said he
was impressed with how everyone
performed.
We had a feeling they would
put us on the synthetic green and
to be honest we were delighted to
take on that task. Pitcher said, It
is another win, but we arent getting ahead of ourselves, when everyone individually plays well on
the day then you reap the benefits.
Ballan will travel to City Oval this
Saturday in a Round Seven encounter.

forced the cancellation of the
meet.
A squad of athletes represented the Centre at the

The Mixed Sex Under 10
4x100m team, consisting of
Ryan Lister, Hayden Lloyd,
Danielle Ide and Taryn McMinn claimed Gold, with
the win ensuring them a
qualifying berth for the State
Relay Championships to be
held at Lakeside Stadium on
December 12.
The following teams won
silver medals - 4x200m
Mixed Sex Under 10 & Un-

der 15 teams. While the Girls


Under 15 4x200m, Mixed Sex
Under 13, Girls Under 15 and
Girls Under 10 in the 4x100m
events, all placed 3rd to
claim bronze. Although not
qualifying for State, all these
teams will hopefully earn
a progression for the State
Championships.
Next Saturday the Centre
Multi Event will be held at
Masons Lane starting at
8.30am. Athletes will compete in five events (hurdles,
sprint, distance, discus &
long jump) gaining points in
each event. ALL five events
must be competed in to have
completed the Multi Event.
Presentations will be made
at the following weeks
competition.

Elaine residents will no


longer have to travel out of
town in order to play on a
proper tennis court.
The local tennis club has resurfaced two of their courts
with blue acrylic, which
was funded by a Moorabool
Shire Council winter grant
and Tennis Australia.
The club also raised a large
portion of money from fundraisers and sponsorships.
Lifelong resident, Shane
Dunne said the courts were
originally resurfaced with
asphalt around two years
ago, however the new blue
acrylic surface made an even
bigger improvement.
There used to be a bit of a
swamp around the courts,
so when the asphalt was laid
the council also had to spend
a lot of money to dig the
courts out and fix it. However two years later they have
helped again and we have
now been able to fund an
actual tennis court, he said.
These country kids have

never had facilities this good


so they used to have to travel
to regional cities. It is really
great that they are now able
to stay local in order to get
the best facilities they can.
The total cost of the resurfacing came to a total of
$17,700, which Mr Dunne
said was funded by not only
two very generous organisations but also a lot of hard
work from the club itself.
I think that, in a way, this
wouldnt have come about
if it wasnt for the amount
of fundraising the club did.
We raised over $8,000 and
then we went to Council
and to Tennis Australia and
we said to them Its a lot
of money for a little club to
spend, can we have a bit of
a hand? and they said well
yes thats quite reasonable,
and then we submitted a
grant application.
Whilst Tennis Australia
donated a total of $4,425,
the Moorabool Shire Council provided a $5,000 winter
grant under the section of
Community Strengthening.
