SUSPECT INTERVIEW

This is an interview of one Gregorio G. Fabros, 39 yrs of age,


currently residing in 16th Puyat Compound, Tambo, Paraaque City.
He is a suspect for the rape of one Ana Lou V. Dela Rama, and is
currently detained in Station Investigation Division(SID) located in
Barangay San Isidro, Sucat Paraaque City.
I made and appointment and went to the SID Station. I
presented my Employee Identification Card and introduced myself as
an employee of the City Government of Paraaque, currently working
in the Regional Trial Court, Branch 194; I also presented my Student
I.D. and told the Desk Officer of the SID, PO1 Reynaldo Bautista, that
I am a Law Student of Adamson; asking their good office permission
to interview one of their detainee in order to accomplish the task
given to us by our professor in the Elective/Practicum Subject. PO2
Bautista informed their SID warden SPO3 Sergio Brum Abengonza III
about my intention and was given permission to interview a detainee.
PO1 Bautista told me that I would be interviewing one Gregorio
Fabros, also known as George.
I as I entered the holding room observed the surroundings and
conditions of the people who are detained in the SID. The holding
area was habitable and clean and the detainees were seemed to be
treated humanely. A chair was provided for me if front of the holding
cell where Jonas and other detainee are being kept. I Introduced
myself to Jonas and told him of my purpose in visiting him; he
permitted to be interviewed.
He said he was detained for allegedly raping one Ana Lou V.
Dela Rama, 18 yrs old. He was detained in the SID since May 15,
2015 by virtue of a Warrant of Arrest. A formal Complaint was already
submitted to the Office of the City Prosecutor.
According to the Sinumpaang Salaysay of Ana Lou and the

narration of George; Ana Lou alleged that when she was 12 years
old, while she and her brother Jonas were playing outside their
house, George called her brother and asked him to go inside his
house. After some time that Jonas had not returned, she went to the
house of the accused where she saw Jonas playing a gameboy.
When George saw her, he asked Jonas to buy foods. When Jonas
left, George closed the door and let her inside his bedroom where he
removed her clothes and tried to insert his private organ into hers.
When she resisted, he covered her mouth to keep her quiet. When
he failed to insert his organ, he instead put his finger inside her
private part. He even gave her money which she tore apart. This
incident was repeated when she was 15, where accused asked her to
buy foods. When she was already inside the house, George did the
same thing to her. After sometime that George gave her a cellphone,
she did not see him anymore. Accused had his house rented.
After when she was then in 1st year college, she saw again the
accused while she was on her way to school waiting for a bus along
Bayview Drive. Accused offered her a ride; she was hesitant at first,
but he insisted. However, accused brought her to Queensland Motel
in Pasay and while inside the motel, accused after removing her
clothes, tried to insert his private part into hers but failed, thus, she
again inserted his finger into her vagina. This was repeated. At the
latter part of March, 2015, accused texted her however, her mother
who sensed that something went wrong to her, check her cellphone,
and there found the text messages of the accused and her mother
and eldest brother replied to the accused making it appear that she
was the one texting. Thereafter, she and her parents reported the
matter to the DSWD and to PGH for medical examination.
George denied the accusations against him, claiming that he
already changed his residence at the time of the incident; and that it
is impossible for him to be at the scene during the said incident; and
that the motivation for the filing of the complaint against him is to

extort money from him, as he was a lessor of an apartment a few


blocks from Ana Lous residence.
George is currently waiting for any update regarding his case.
Are the rights of the detainees violated? In appearance it
seems not, but I have my doubts. Are all procedures properly
followed? It appears yes, but I still have my doubt. It is most probable
that a detainee will not tell the whole story for the fear of retaliation
from the guards. One thing must be remembered; guilty or not, every
persons right is entitled for protection.
