MOTION FOR A RESOLUTION OF PARLIAMENT URGING GOVERNMENT TO DEVELOP.
A POLICY ON NATIONAL YOUTH SERVICE AND INTERNSHIP PROGRAMME
(Moved under rule 47 of the rules of procedure)
WHEREAS the youth unemployment is one o the major challenges in the
employment sector and in the development of the Country's economy as a
whole;
AND WHEREAS a recent report launched by the International Labour
Organization and Uganda Bureau of Statistics indicates that young people
represent more than half of the unemployed in Uganda and many of those
employed are in low quality jobs;
APPRECIATING THAT the Youth MPs working through the Uganda Parliamentary
Forum. on Youth Affairs, in close partnership with the
National Youth Council have been promofing a youth intemship and service
program as one means of addressing youth unemployment and ‘supporting
Kampala Capital City Authority (CCA) and the International Youth Foundation
to pilot such @ programme which will Act as an example of successful youth
internship programs;
NOTING THAT one of the commitments of the declaration of the Special Summit
of the International Conference on the Great Lakes Region Heads of
Government on ‘The Fight against Youth Unemployment through Infrastructure
Development and Investment Promotion’ which was signed by the President,
was fo the effect ihat-
‘To introduce mandatory National Youth Service and Internship Programmes in
Member States focusing on short-term modules in technical skills, civic
competencies and patriotism’;
AWARE THAT the Parliamentary Committee on Gender Labour and Social
Development in its report on the Ministerial Policy Statement and Budget
nk* estimates for FY 2014/2015 recommended that Government should sugpart the
intemship programme initiated by the National Youth Council to prepare youth
$9 cope with the employment challenges:
COGNIZANT THAT a Nationa! Youth Service and Internship Programme would
offer structured work: like placements for young people designed to enhance
their employablily would further complement other government initiatives such
28 Youth Livetincod Programme.
NOW THEREFORE be it resotved by this Parliament that-
Government js urged io develop a policy on National Youth Service and
Internship Programme.
