domestically and abroad. These initiatives are
a coordination of industry resources along
with the investigative resources provided by
cyber crime task forces comprised of federal,
state, and local law enforcement agencies.
The success of these initiatives is directly
attributable to the inclusion of the industry

AN INVESTIGATIVE LOOK INTO THE IC3

Searching the IC3 Database:

The mission of the Internet Crime Complaint

Center (IC3) is to provide the public with a
reliable and convenient reporting mechanism
to submit information to the Federal Bureau of
Investigation concerning suspected
Internet-facilitated criminal activity and to
develop effective alliances with industry
partners. Information is processed for
investigative and intelligence purposes for
law enforcement and public awareness.

As technology evolves, so do the many methods

used to exploit technology for criminal purposes.
Nearly all crime that once was committed in person,
by mail, or over the telephone can be committed
over the Internet. The criminal element is
empowered by the perceived anonymity of the
Internet and the ease of access to potential victims.
Criminals use social engineering to prey on their
victims sympathy, generosity, or vulnerability. The
IC3 was designed to help address all types of cyber
crime through its complaint system.

The IC3 recently expanded the remote search

capabilities of the IC3 database making it
available to all sworn law enforcement and FBI
personnel through the Law Enforcement
Enterprise Portal (LEEP). Users can connect
directly to the IC3 Complaint Search after
authenticating through LEEP from the users
Identity Provider (IDP) or through the users
Law Enforcement Online membership at
www.leo.gov. Users may also contact the IC3
for analytical assistance. While developing a
case in the database, Management and
Program Analysts compile similar complaints,
collect relevant case information from both
open-and-closed source public information
databases and confer with federal, state, local
and international law enforcement personnel.
The IC3 complies this information into reports
that are available to all law enforcement.

The IC3 Alliances:

The IC3 Unit is part of the Cyber Divisions
Cyber Operations Section V within the FBI.
The IC3 Unit is staffed by FBI agents and
professional staff employees with expertise in
the prevention, detection, and investigation of
cyber crime.
The IC3 has formed additional alliances with
industry representatives (e.g. online retailers,
financial institutions, Internet service
providers, and parcel delivery providers) that
have exponentially increased the flow of the
IC3s most valuable commodity INFORMATION. Working with federal, state,
local, and international law enforcement, as
well as regulatory agencies, IC3 analysts
receive, develop, and subsequently refer
information for investigative and prosecutive
attention.

IC3 Complaints:
The complaints submitted to the IC3 cover an array
of cyber crime including theft of intellectual
property rights, computer intrusion, economic
espionage, online extortion, and international
money laundering. Numerous fraud schemes such
as identity theft, phishing, spam, reshipping,
auction fraud, payment fraud, counterfeit goods,
romance scams, and non-delivery of goods are
reported to the IC3.

Public Service Announcements:

The IC3 prepares public service
announcements on the latest cyber trends to
alert consumers on Internet fraud. These
announcements are posted on the following

David Pflumm and Brett Stabley are have said to have identified themselves as hacking my computer; breaking and entering
into my home and confiscating legal files.

I am in the midst of filing the following in the U.S. Eastern District Court in Philadelphia and yesterday I could not even print
mailing labels from USPS. I was hacked all day and they even hacked my us.gov.pacer account to access pertinent court
filings. I have sent by USPS priority mail 4 flat rate envelopes to the following parties at the Weis Market USPS substation
(June 21, 2015): Lisa Michelle Lambert; U.S. Attorney General; Ibrahim Jeremy Attorney; and PA Atty Gen Kathleen Kane.

Yesterday the "Hackers" gave me a "crypto" virus and I had to purchase a new laptop. The Geek Squad at Best Buy now
has my old laptop and are trying to fix it, of course this is the second time for that virus. The last time I had lost all data files. I
have a document from the Geek Squad that states "Unite boots to black screen. Found service labeled "crypto" in task
manager, suspect virus infection, possibly crytowall/locker -CLB". Detective Zahm of the Lancaster County District Attorney's
Office promised me (meeting in the District Attorney's Office) that if I got a private company to first scan my computer, he would
"investigate" my computer hacking. That was a month ago and ever since he has been on vacation everytime I visit his office
to follow up.
Attached is my Medical file from when I was committed to the psychiatric hospital for a "health and welfare" warrant. Did
you know the Lancaster City Police used a ram (I took pictures) to break my door down to serve the warrant and take me in?
Did you also know that the reason the warrant was issued was because they said that I wanted to "hack" their computers?
The attached PRIVATE CRIMINAL COMPLAINT was served on Friday, July 31st to the Office of the District Attorney by me

personally. Sorry, but the file is suddenly missing! I think the Lancaster City Police are hacking me! If you want a copy,
please email me and come by my home. Oh, they also stole the United States Post Office Priority Mail receipt from my car!
Today I'm going swimming at my brother's new home in Carlysle. Dr. Phil Caterbone is now available for appointments if
anyone needs a new primary care physician. First on the agenda for me is an MRI for my back and groin! After 5 years since
LGH filed a no trespass notice for all of thier facilities, I now again have a primary care physician.

I have been complaining of death threats and threats of physical violence to Detective Clark Bearinger and other Lancaster
City Police for a week regarding the residents of 1252 Fremont Street. They fail to do anything about it. Then they hack my

I have made similar complaint to you between 2005-2010. I have remained quiet and safe until May 12, 2015. The CIA may
be involved in this in that I am a victim of U.S. Sponsored Mind Control. I am collecting SS Disability for the same since 2008.
They declared me disabled in 2005 when I became full/time telepathic/synthetic telepathy.
