6/18 verified violation. spoke with zola. She informed me they notified all tenants they must provide their own water
and provided copy of notice and contract. contract states they may change the terms of providing service was in
question and was forwarded to Lance Kennix. He concluded owner must provide water and charge to tenant or follow
through with lawfully removing the tenant and providing proof of steps taken. NoV 6/22/15/ follow up 7/23/15

called tenant and left a message. showed at property for inspection and left a card. will schedule a monitor for next
month if no answer will close case as directed by e.labayog
6/22/15 left Joanna a message and emailed zola the NOV. 7/24/15 Tenant called to schedule follow up. Noted no
running water t of fixtures. All shut off valves were open, even main valve on the outside of the building. After
inspection I Walked over to the office to see Zola but they were closed. I called Zola and Joanna and left them an
urgent message. 7/28 E. Labayog Attempted to contact all parties. To begin fee charges application.
Inspection fee form and re-inspection notice submitted to e.labayog for review. to be sent out 7/29/15

Summary: Lack of water verified at first and follow up inspection. Tenant Claims water bill is owners responsibility.
Lease agreement shows Landlord is responsible on page 3. Zola, the property manager indicated that in page 12 of
lease, Landlord may change responsibility of utilities and provided a letter sent out to tenant indicating changes to
lease. Lance Kennix reviewed lease and concluded it is still the Landlord responsibility to provide water and they
might need to then charge tenant even if the contract specifies tenant is responsible. Notified Zola and have had no
response since from her or Joanne. Case reviewed by E.Labayog and S.Smith. Concluded violation is lack of water
and Landlord is ultimately responsible. Submitted Re-inspection notice and fee processing form to Ed. Ed will handle
case from now forward. He has contacted tenant and referred her to Housing Assistance. And is attempting to contact
owners and management.

Ed is requesting I follow up with the tenant again to make sure she has an open case with the housing board. Monitor

Spoke with tenant she indicated no progress, lack of water still exists. Spoke Rich about declaring unit an eminent
hazard, further discussion to come. Spoke with Zola informed here of case status and details. She stated she is not
authorized to turn on the water for the tenant but that Joanne is. I mentioned I have tried to contact her numerous
times and that I either leave a message or her mailbox is full. She claims she has forwarded all conversations
information and emails to Joanna she referred me to corporate to speak to Laurie Koester Joanne's supervisor. I
called Joanne' and her mailbox was full. Called corporate Asked to speak Lauri but Karie informed me she was
unavailable but that Joanne would contact me tomorrow during my office hours. I gave Karrie a very detailed
massage of our attempts to contact them and gain progress and the status of the case.
Called corporate to speak with Joanne or Laurie. Carrie informed me Laurie will not return until Tuesday. And Joanne
is running late. I requested Joanne's email, Carrie indicated she is not allowed to give out he email without her
consent. I provided R.Fielding's contact info and asked he to included in the message the severity of declaring a
building and eminent hazard and that they must provide the service immediately to avoid the process from beginning.
Also, Zola emailed me this morning for which I responded with providing the same information and requesting direct
contact info for Joanne and Laurie.
Spoke with Joanna Ascencio of CBH Property Management; Property Mangers for 2700 ALVINGROOM CT, LLP: Has
had trouble with Serving Utility (EBMUD) for transferring account from tenant to tenant to CBH. Has offered present
tenant, Sharon Cellender transfer to other unit available. Joana has not had response from Cellender. Joanna is
willing to provide employees to assist in the physical move to new unit. Joanna is well aware of the urgency for
resolution and the existing violation. CBH will reach out again to EBMUD this afternoon (has had conference call with
tenant and EBMUD in past) to try again to reach upper level decision makers. I offered my help if EBMUD needs City
contact. Will monitor with Ivan, and on site manager Zola Waterman on Monday, 8/24 for progress. CBH is optimistic
that resolution will come within days.
Called Mrs. Callander to inform her of the result of Rich's conversation with Joanne. She was having phone trouble
and poor reception. She claimed she couldn't hear me and I was doing a poor job communicating with her. I spent
almost a half hour struggling with poor reception and Mrs, Callanders frustration, constant repeating and explaining.
Mrs Callender was rude and kept interrupting me while I tried to explain to complain about me not explaining things
properly to her. Never had any communication issues with her in the past. She asked to speak to R.Fielding
Zola informed me water service has been turned back on. Tenant confirmed but said threats were made to cut it off
again. Advised Zola to keep water running and pursue re-imbursement lawfully.
