Legal Affairs, Assistant Director of Information, Education & Communication, Assistant
Director of Procurement & Supplies, and Assistant Director of HR & Administration. The ED
also supervises Zonal Offices

ORGANIZATIONAL CONTEXT
The Higher Education Students Loans Board (HESLB) was established under Act No. 9 of
2004, (as amended) with the objective of assisting, on a loan basis, needy
Tanzanian students who secure admission in accredited Higher Learning Institutions,
but who have no financial ability to pay for the costs of their education.
The achievement of the HESLB in the last 10 years include; introduction of Means Testing
System, significant increase of the amount of annual disbursed loans from TZS 56.1b in
2005/2006 to TZS 473b in 2015/2016, increased cumulative loan beneficiaries from 42,729
in 2005/2006 to 325,134 in 2014/2015, improved cumulative loan collections from TZS
53M in 2006/2007 to TZS 82.6b in 2014/2015, implementation of end to end computer
software that includes Online Loan Application System, Loan Allocation Module, Loan
Disbursement Module and Loan Repayment module, and establishment of zonal offices
in Dodoma, Zanzibar, Mwanza and Arusha with plans to open other zonal offices in Mbeya
and Dar es Salaam.
Currently the HESLB is in the process of being transformed into a fully-fledged Higher
Education Financing Institution.
To realize the transformation agenda while providing excellent services, HESLB seeks to
recruit a resourceful and strategic leader with strong track record of excellent performance
and experience from leading an organization serving multiple stakeholders to fill the
position of the Executive Director.
JOB SUMMARY
Reporting to the Board of Directors, the Executive Director is responsible for the overall
management of the HESLB, as provided for under the Higher Education Students Loans
Board Act, Act No. 9 of 2004, (as amended). S/he provides support to the Board as it
carries out its governance functions. S/he serves as Chief Executive of the HESLB and, in
partnership with the Board, is responsible for the success of the HESLB. Together, the Board
and Executive Director assures HESLBs relevance to the community, the accomplishment
of HESLBs mission and vision, and the accountability of HESLB to its key stakeholders.
JOB KEY ACCOUNTABILITIES
Legal compliance assures full compliance with relevant laws and regulations
and guides the process of legal reforms in the interest of financing higher
education students.
Team leadership and delivery - leads, motivates staff and builds a high
performance team with capacity to deliver against set targets.
KEY JOB REQUIREMENTS:
Minimum of a Masters degree in any of the following fields: Accounting and
Finance, Banking and finance, Economics, Commerce, Engineering, Law or
Business Administration. Candidates in other fields with proven excellent track
record of managing reputable institutions will also be considered.
A Professional qualification CPA (T), ACCA will have an added advantage
At least eight (8) years work experience in a senior Leadership position in a
reputable institution with a proven track record of producing desired results.
Excellent computer application skills
Excellent spoken and written English and Kiswahili

JOB SUMMARY
The Executive Director serves as chief executive of the HESLB and, in partnership with
the Board, is responsible for the success of the HESLB. Together, the Board and Executive
Director assures HESLBs relevance to the community, the accomplishment of HESLBs
mission and vision, and the accountability of HESLB to its key stakeholders.
Reporting to the Board of Directors, the Executive Director is responsible for the overall
management of the HESLB, as provided for under the Higher Education Students
Loans Board Act, Act No. 9 of 2004, (as amended). The Board delegates responsibility
for management and day-to-day operations to the Executive Director, and s/he has the
authority to carry out these responsibilities, in accordance with the direction and policies
established by the Board. The Executive Director provides support to the Board as it carries
out its governance functions.

Financing
Promotes programs and services that are produced in a cost-effective manner,
while maintaining an acceptable level of quality.
b) Oversees the fiscal activities of the organization including budgeting, reporting
and audit.
c) Works with Board to ensure financing to support short- and long-term goals.
d) Formulates and drives innovative strategies of generating funds in order to
increase the financing capacity of the Board
e) Assures an effective fund mobilization strategy by serving as the chief fundmobilizing officer.
Helps guide and enable the Board, its fund mobilization committee(s)
and its individual Board members to participate actively in the fund
mobilization process.
Helps the Board and its fund mobilization committee design, implement
and monitor a viable fundraising plan, policies and procedures.
Participates actively in identifying, cultivating and soliciting donor
prospects.
Assures the availability of materials to support solicitation.
Assures the development and operation of gift management systems and
reports for quality decision-making.

ORGANIZATIONAL CONTEXT

and management of any loan funds, to award grants, bursaries and scholarships, to
administer and supervise the whole process of payment and repayment of loans,
to establish operational links with higher learning institutions and employers, to
recover all loan moneys owed by former student loan beneficiaries since 1994
and to conduct research on other local and external scholarships that may be
accessed by Tanzanian students in need of assistance for higher education. The
HESLB is currently guided by a five-year strategic plan.

DETAILED JOB ACCOUNTABILITIES
1.
Legal compliance
a) Assures the filing of all legal and regulatory documents and monitors compliance
with relevant laws and regulations
b) Guiding direction of legal reform, review and analysis to facilitate discussion on
review of relevant acts that impact on financing of higher education.
2. Strategy, policy and planning
a) Helps the Board determine the HESLBs values, mission, vision, and short and long
term goals
b) Helps the Board monitor and evaluate the HESLBs relevancy to the community, its
effectiveness, and its results.
c) Keeps the Board fully informed on the condition of the HESLB and on all the
important factors influencing it.
Identifies problems and opportunities and addresses them; brings those which
are appropriate to the Board and/or its committees; and, facilitate discussion
and deliberation)
Informs the Board and its committees about trends, issues, problems and
activities in order to facilitate policy-making.
d) Keeps informed of developments in higher education funding sector in the
country, government priorities and private sectors interest in supporting higher
education in the country.
e) Causes the review of organizations policies and strategies in line with national
policies
3. Management and administration
a) Provides general oversight of all the HESLB activities, manages the day-to-day
operations, and assures a smoothly functioning, efficient Board.
b)
Assures services quality and the Boards sustainability through development and
implementation of standards and controls, systems and procedures, and regular
evaluation.
c)
Effectively manages the human resources of the HESLB according to authorized
personnel policies and procedures that fully conform to current laws and
regulations.
d)
Assures a work environment that recruits, retains and supports quality staff.
Assures process for selecting, development, motivating, and evaluating staff.
e)
Determine the staff head count and cost of employment cost and submit to the
Board of Directors for approval.
f )
In accordance with Boards approved head count, recruits personnel, negotiates
professional contracts, and sees that appropriate salary structures are developed
and maintained.

Specifies accountabilities for management personnel and evaluates performance
regularly.

Governance
Facilitates the Board articulate its own role and accountabilities and that of its
committees and individual members, and helps evaluate performance.
Works with the Board Chairman to enable the Board to fulfill its governance
functions and facilitates the optimum performance by the Board, its committees
and individual Board members.
With the Board Chairman, focuses Board attention on long-range strategic
issues.
Manages the Boards due diligence process to assure timely attention to core
issues.
Works with the Board of Directors and Committee Chairmen to get the best
thinking and involvement of each Board Director and to stimulate each Board
Director to give his or her best.
Recommends resourceful professionals (co-opted) to participate in the Board
and its committees to supplement the skills set of the Board.
