Partners for Transparency issues the report of the second phase of the" Our Voices

Against Your Money" initiative


Lack of transparency is the behavior of the vast majority of the candidates in the
observed constituencies
Personal resources is the funding sources of the vast majority of the candidates'
campaigns and the poor abstains
The candidates of Shark constituency in Port Saied are the most responsive to the
observer, while Cairo and Maadi's flinched
Partners for Transparency PFT issued its initial report to assess the election funding
and spending in the targeted constituencies, in the second phase of the Egyptian
parliamentary elections, which addressed a quantitative analysis for the results of the
field observing carried out by the team of " Our Voices Against Your Money"
initiative, in three constituencies in Port Saied governorate, Cairo, and Dakahliya, and
these constituencies are: east of Port Saied, Bandr Al Mansura in Dakahliya governorate,
Maadi in Cairo governorate.
The report addressed a number of violations that were observed over the electoral
campaigning period, the most prominent of these violations focused on the exploitation
of government facilities in electoral campaigning, addition to, cases of providing
financial and in-kind bribes. The report also included a quantitative analysis for the
performance of the vast majority candidates related to election funding and spending.
The report revealed the persistence of a number of negative practices that have been
observed during the first phase, the most prominent of them are: lack of transparency
and disclosure to the overwhelming majority of the candidates- With rare exceptionsthey did not care to declare the size of their electoral spending or sources of funding
their electoral campaigns, although that is an inherent right to the voter.

Regarding the sources of funding the electoral campaigns, the results have shown
that the personal resources was the main source of the vast majority of candidates,
what indicates that the wealthy were the ones most registered for candidacy, while
the poor who do not have financial resources enable them to spend on their
campaigns, their opportunities were decreased, especially in the light of the
diminishing the opportunities to access to support through parties or legal
donations.
The results also revealed that the candidate of Shark in Port Saied, were the most
responsive with the observing team, while the candidates of maadi constituency in
Cairo, and El Mansura in constituency Dakahliya were less responsive, and the
majority of them refused to make statements to the observing group.
Partners for Transparency PFT was started in conducting its initiative to
observe election funding and spending in a number of constituencies, the initiative
titled"Our Voices Against Your Money", since September,2015, till
Desember,2015, in order to contribute to the development mechanisms of
observe, control, and regulate the use of money in the electoral process.
