Department of Survey and Mapping (JUPEM) is responsible for carrying out measurements for fine plots of

land and preparation of Certified Plan and land surveying activities based on Kanun Tanah Negara (KTN) in
1965. JUPEM is the sole government organization responsible for providing Cadastral maps, Geodetic data,
maps and Airborne Photos. There is five types of Data can be obtained from JUPEM which are cadastral data,
mapping, aerial photographs, orthographs and geodetic data.

1) Cadastral data

1.1 Cadastral Map


Cadastral Map prepared in accordance with the format and scale that has been set by the Department. It shows
the boundaries of lots of Certified Plan approved by the Director of Survey and Mapping State. Cadastral Map
is in the Cassini Soldner projection and offered in digital form and printed. Standard format for digital sheet
available in Shapefile format.

1.2 Digital lot


Digital lot from Pangkalan Data Ukur Kadaster (PDUK) is a digital database for measuring lots of land that has
been measured fine. Properties shown are lot, lot boundaries and boundary stones in the Cassini Soldner
projection. Format of the digital cadastre lot is offered in the Shapefile format.
1.3 Certified Plan
Certified Plan is prepared in the format prescribed by the Department. Certified Plan from Pangkalan Data Imej
Dokumen (SPID) is available in TIFF format.git.

1.4 Standard sheet


Standard sheet, also known as the Cadastral Map shows the boundaries of lots of Certified Plan approved by the
Director of Survey and Mapping State.

Standard sheet is in the Cassini Soldner projection and can be obtained in digital form and printed. Standard
format for digital sheet available in Shapefile format.
2) Mapping

2.1 Unrestricted Topographic Map


Unrestricted Topographic Map provides multi-purpose topographic mapping covering the whole of Malaysia.
Lithography colored map (printed) shows in detail the particulars in the land (land condition and land forms),
drainage (lakes and rivers), forest, administrative area, population areas, transportation routes and facilities
systems (road and railways) and details of man-made items. There are seven types of map products in this
category namely:

2.2 Restricted Topographic Map
Restricted Topographic Maps provide topographic mapping for the use of special security cover throughout
Malaysia. Apart from showing the coordinate grid and contour gaps 20 meters, colored map Lithography
(printed) This shows in detail the particulars in the land (state land and land forms), drainage (lakes and rivers),
forest, administrative areas, area’s population, transportation routes and facilities systems (roads and railways)
and details of man-made items. There are nine types of map products in this category namely:

2.3 Digital Terrain Model Data
JUPEM supplying digital terrain model data (DTM) consisting of elevation terrain to land on the horizon every
30 meters interval. Digital terrain products may be used in generating three-dimensional graphics displaying
terrain slope, slope direction (aspect) and terrain profiles between selected points.

2.4 Thematic Map


Thematic maps are maps designed to show certain features or maps showing the geographic information on the
subject or concept associated with the selected environment and are normally designed for specific applications.
It is also a map showing the data qualitative, quantitative and order .

Physical map with relief representation using layer tint, which contains features such as international boundary,
state boundary, roads, railway, river, town, village and annotation are shown using their respective symbols.

2.5 Miscellaneous Map

• Malaysia Territorial Water and Continental Shelf Map Rampaian 97 (Scale 1:1,500,000) - Series No

The map shows the Malaysian territorial water and Continental Shelf of Peninsular Malaysia, Sabah and
Sarawak.

Features such as water depth, coordinates of the continental shelf boundary, international boundaries, and
territorial water boundary are shown using their respective symbols and colours

3) Aerial Photograph
JUPEM has a collection of black and white and coloured vertical aerial photographs. Photographic air quality is
the key component in the mapping system, used for natural image and height purpose.

4) Orthophoto
JUPEM provides ortophoto mosaic, which have been combined or attached and then gathered based on an index
map. All digital ortophotos JUPEM supplied are in TIFF format without the compressed projections RSO.
5) Geodetic Data
Department of Survey and Mapping Malaysia (JUPEM) also provides Geodetic data, which are used in
geodesy, navigation and satellite navigation systems to translate positions indicated on their products to their
real position on earth.

 GPS Control Station


GPS Control Marks are marks for use as control in cadastral surveys, mapping, military, scientific studies and
etc. Presently there are 238 GPS Control Marks established as the Peninsular Malaysia Primary GPS Network
2000 (PMPGN2000) and 171 GPS Control Marks established as the East Malaysia Primary GPS Network 2000
(EMPGN2000). The price for purchasing of the service of each station is RM 10.00.

 Benchmark
There are two types of benchmarks, namely:

i. Standard Benchmark (SBM)


It is a ground planed monument built for stability to minimised the probability of disturbance. The SBM are
established within the precise leveling network to provide a stable benchmark system that will control the
leveling network. The marks are located along major road system at road junctions or at every 40 kilometers
intervals.

ii. Benchmark (BM)


It is built between standard benchmarks at every half (0.5) kilometer in developed area and at every one (1)
kilometer for the rest. Each benchmark has a plate and bolt, mounted on top of a concrete monument jutting out
from the ground surface and they are located near or within permanent structures such as milestones, bridges,
telecommunication poles and buildings (police station, school etc). The price for purchasing the service of each
station is RM 2.00.
 Gravity Database
Gravity Data are observed by DSMM mainly for two reasons:
i. To compute for the orthometric correction for the precise leveling network and
ii. To compute for the the local geoid undulation and produce the gravimetric geoid model. These data which
were observed on the Levelling Benchmark could be used as control for lower order gravity survey.

The First Order Gravity Network has an accuracy of 0.03 mGal. These data were surveyed along precise
leveling routes at an interval of 15 – 30 km with the use of high precision relative gravimeter and tie to the
University Malaya IGSN71 absolute gravity value.

The Second Order Gravity Network has an accuracy of 0.05 mGal. These data were surveyed along leveling
routes at an interval of 1 - 5 km with the use of high precision relative gravimeter and tie to First Order Gravity
Network.

The Third Order Gravity has an accuracy of 0.1 mGal. These data were surveyed by densifying from the Second
Order Network at a grid of 5 km.

The price for purchasing the service of each station is RM 10.00.

 Geoidal Height Computation

Malaysian Geoid Models, MyGEOID consists of two basic models namely WMGEOID04 in Peninsular
Malaysia and EMGEOID05 in Sabah and Sarawak. These geoid models are hybrid of gravimetric geoids with
GPS ellipsoid heights on leveled bench marks. Therefore, these values are suitable for use with GPS survey to
obtain mean sea level directly without further transformation.

MyGeoid2 is obtained from downward continued free-air gravity grid at zero level by spherical FFT, followed
by the restore of the spherical harmonic and RTM geoid effects. It uses the latest available terrestrial and
airborne data with a total of 960 x 1080 points in Peninsular Malaysia and 1080 x 1680 points in Sabah and
Sarawak.

WMGEOID04 and EMGEOID05 consist of a 1' by 1' grid (approximately 1.8km) of geoid-ellipsoid separations
(N Values) relative to the Local Mean Sea Level.

The Geoid Height Computation service is provided for user to key in the WGS84 coordinates of points
interactively for the geoid heights required. The service is rated RM 10.00 per point.

 Tidal Data

The establishment of the Tidal Observation Network (TON) in Malaysia commenced in 1983. By the end of
1995, altogether twenty-one (21) stations were established and in operation, in which twelve (12) were located
around the Peninsular and the rest in Sarawak and Sabah as in TABLE 4. These data can be obtained in
hardcopy or in digital PDF format. Price for the publication is rated RM 50.00 each copy.

i. Tidal Observation Record


The observed tidal data is published annually with information on the tidal station locations, tidal levels, MSL
and harmonic constants. It also contains detail information of each of the tide stations setup, leveling data and
sea level changes marigram.

ii. Tide Table


Annual tidal predictions are derived from the observed data and computed through the harmonic analysis. The
datum level adopted for the tidal predictions is the Indian Spring Low Water (ISLW). The Tide Table has the
following information:
 Harmonic Constants
 Table of Hourly Heights
 Table of Times and Heights of High and Low Waters.
 Tidal Marigram
The observed tidal data and other related values are published annually in two reports released by the JUPEM,
namely The Tidal Observation Record and The Tidal Prediction Table and The Tidal Prediction Table.

 Coordinate Transformation Parameters
Coordinate Transformation is the process of changing of coordinate system or datum from one system to
another for the purpose of its usage on different application and base map. DSMM has produced various sets of
transformation parameter to relate the different types of coordinate systems in Malaysia.

Coordinate transformation services for the following could be performed for clients:

ii. GDM2000 to EMGSN97
iii. GDM2000 to MRT48
iv. GDM2000 to BT68 (Sabah)

5.2 Geodetic Services

 MyRTKnet Data

MyRTKnet provides RTK and DGPS services with unmatched accuracy and coverage for positioning
applications across the country. As a wide-area satellite based service, the broadcast My RTKnet corrections
can be obtained anywhere in Malaysia using a custom-built MyRTKnet GPS receiver. MyRTKnet is provided
exclusively by JUPEM using the advanced GPS technologies of Trimble GPSnet and the latest in cellular
communications. The present coverage of MyRTKnet includes three dense networks that provide centimeter
accuracy around Lembah Klang, Pulau Pinang and Johor Bahru, (Diagram 1) and a sparse network covering the
whole nation. Other areas in the vicinity of 30 km radius from the permanent reference stations will also
provide centimeter accuracy.

MyRTKnet provides various levels data. Virtual Reference System (VRS) data, Single Base data and Network
Base DGPS data are meant for real time applications whereas Virtual RINEX and RINEX data are for post-
processed applications.

Virtual Reference System Data


In the usage of VRS data, the user must provide its approximate rover position to the control centre. This is
done via cellular modem using the standard NMEA GGA string. The control centre automatically receives this
positioning information, interpolates and applies corrections for ephemeris, tropospheric and ionospheric errors
and generates the virtual reference station for that individual rover. It then produces a set of standard format
correction messages as if they were coming from the virtual reference station and transmits them via cellular
modem back to the rover.

Single Base Data


This Single Base data is provided for areas within 30 km from any of the MyRTKnet single permanent
reference station. The rover will select the reference station required through cellular phone connection and the
corresponding differential data will be transmitted from the control centre to the rover.

Network Base DGPS Data


The Network base DGPS data is provided for the whole of Peninsular Malaysia and areas within 150 km radius
from Kota Kinabalu and Kuching. Any receiver that is capable of handling Real Time Corrections and cell
phone data service can be used to receive DGPS solutions Real Time RTCM corrections.
Virtual RINEX and RINEX
Virtual RINEX data are GPS RINEX format based on approximate coordinates provided by users. These data
are available for downloading through the website which will be used as a reference by users for baseline
computation. Similarly, the observed permanent reference station data in RINEX format are also available on
the website. Virtual RINEX Data ia rated RM 15.00 per minute while for RINEX Data is rated RM 10.00 per
hour.

 Geoidal Map
Malaysian Geoid Models, MyGEOID consists of two basic models namely WMGEOID04 in Peninsular
Malaysia and EMGEOID05 in Sabah and Sarawak. MyGEOID could be supplied in L7030 or T738 topographic
map size. These geoid models are hybrid of gravimetric geoids with GPS ellipsoid heights on leveled bench

file and show the geoid-ellipsoid separation to 3 decimal places.

Purchase Prices are as the following:


1. RM 20,000 for Peninsular Malaysia,
2. RM 10,000 for Sabah
3. RM 10,000 for Sarawak and
4. RM 20,000 for Sabah and Sarawak

6) Online Application for Permit


Online Application Service is provided by JUPEM for the purchasing or printing of Aerial Photograph and
Orthophoto, subscription of Real Time Kinematic Service, republish Data Surveys and Digital Mapping,
purchasing of Restricted Topographical data. There are three types of application can be made:

i) Application for Aerial Photographs permit, Aerial Photograph or plan printing and publishing and bringing
restricted data from JUPEM travelling overseas and purchasing of Restricted Topography Map.
Forms and documents are required to be filled online and to be submitted to the nearest JUPEM. For bring
restricted data topographic out of the country declaration letter must be attached hereunder before heading to
JUPEM’s service counter, which are
1) Letter Declarations Consultant (to consultant only)
2) Letter Declarations Students (to students only)

ii) Application for RTK service subscription and annual renewal of RTK service:
Forms are required to be fill online.

iii) Applications for License Copyright for purchasing and republishing of Survey Data and Digital Mapping
Buyers are required to obtain one License Data Digital to buy any digital data from JUPEM where it necessary
to be renew annually.
