1. O bj e ct i ve
The objective of this procedure is to define the criteria for Education, Training, and Information (E/T/I) of the
human resources in order to:
1. define the competencies needed to safely deal with each single task and / or specific activities of
the organisation,
2. inform, train and instruct the human resources in order to:


ensure the identification of the information, training and instruction needed with regard to
Health, Safety and Management Systems;

plan and manage information, training and instruction activities;

verify the learning and evaluate the effectiveness of the activities carried out.

2. A p pl i c a t i on F i e l d
This procedure is applied to the whole organisation for all the tasks and / or activities carried out.

3. O pe r at i n g p ro c ed ure s
The information is a process in which news and concepts and communicated / received, while training
concerns the teaching / learning of knowledge useful to carry out a specific activity; in particular:

when we talk about information we refer to the transfer of structured contents in an organic way
(COMMUNICATION) from the sender to the receiver. The content of the communication is called
MESSAGE, conveyed through SIGNS, that are the means of communication and may be different
(words, images, sounds, colours, etc.);

when we talk about training we refer to the promotion, development, refreshment through
mechanisms of conscious learning of three types KNOW (knowledge), BE ABLE TO DO (skills), and
BE ABLE TO BE (facilitating approaches), to plan, create, carry out a performance (professional
competence). In terms of prevention, training can be defined as the adoption of cognitive,
operating and behavioural competencies to stimulate new methods of thinking and act in terms of
safety, modifying scales of values, cognitive maps and behavioural habits, implementing rules and
principles regarding health, safety and work hygiene; the objective is to recognise dangers and
potential conditions that can cause undesirable events, as well as be able to prevent risks and face
emergencies;

when we talk about instruction we refer to the increase of operating competencies to carry out a
specific activity or to use appropriate tools; instruction is usually complementary to the information
and training activities and foresees a practical part.

3.1

Definition of Competencies, Identification and Planning of E/T/I Needs

The identification of the Education, Training and Information needs, as well as the planning of these
activities, is based on company strategies and need / cost-effectiveness criteria; in particular:

specific hazards and risks for the health, safety and environment linked to the activities to carry out
at work;

main processes / working activities of the different tasks and of the related sub-processes;

definition of the competencies needed to perform the activities within the tasks, analysing personal
factors of professionalism;

continuous adaptation to the rules and regulations relevant to the activities carried out;

training needs arising from innovation processes (management systems, new production activities,
new technologies, etc.);

New Product Introduction (NPI);

lower efficiency of workers ;

training needs highlighted by the analysis of work methodologies, investigation of incidents, audit
EHS, claims by workers;

need to increase awareness of the importance to follow best practices (both in terms of behaviour
and procedures) in the field of Health and Safety;

training needs that arise from the introduction of new members into a Committee or from the
creation of a new committee (in this case training concerns the roles and responsibilities of the
person involved and the mission of the Committee).

The staff of GE Oil&Gas is divided into uniform groups according to the task.
The competencies concerning Health and Safety are defined, for each task, on the basis of risk analysis;
additional competencies are required for specific tasks (e.g. if an employee is part of the teams responding
to emergencies, working on platforms, etc.).
Once competencies have been defined, they are entered by EHS into the Training Tracker (tool of Gensuite);
the Training Tracker draws on the HR database (Human Resources) the names of the technicians and
matches them with the training requirements arising from the competencies defined for each uniform
group by EHS/SER.
Where applicable, with regard to the Field Service Engineers (FSE), the specific E/T/I requirements (see
previous paragraphs) are entered into Artemis, so that, before the assignment phase on site, the Service
Manager knows the minimum training requirements and is able to make sure the human resource meets
these requirements.
At least once a year the Steering Committee gathers and defines the E/T/I needs that are recorded onto the
Training Matrix.
The Training matrix is defined in order to meet GE H&S Framework Scorecard.
The Training matrix ca be revised during the year in case new E/T/I needs are highlighted, in particular in
case of:
changes of roles/tasks that require different competencies;
changes in the legislation in force;
changes in risk analysis;
incidents and / or NearMiss.

3.1.1 Specific Training EHS Specialist


The EHS Specialists that are parte of EHS/SER team are trained according to the legislation in force. On the
basis of the specific needs, the training programme may include:
1) Management procedures of SGSS, including the Gensuite tools (EHS Scorecards)
2) Fundamentals of Gensuite;
3) Incidents Analysis;
4) EHS Audit Skills;

5) Ergonomic analysis and management of consequent measures;


6) Method for Hazard Identification/Risk Assessment (ref. Risk Assessment Procedure);
These requirements are taken into account to fill in the Training Matrix.

3.1.2 Specific Training for staff Exposed to BBP (Blood Borne Pathogens)
The workers that are potentially exposed to the risk of Blood Borne Pathogens annually receive training on
the protection against this risk and the use of PPE.

3.1.3 LOTO Training


The FSEs receive training on the Lockout/Tagout procedure (LOTO) and awareness of the importance of this
activity before starting the proper work.
The staff responsible for the application of the LOTO procedure receives specific training on the methods to
carry out the procedure, within the course on EHS Fundamentals; during the course a practical part is
organised and compulsory for the people involved in order to show they are able to complete the activities
included in the procedure.

3.1.4 Ergonomics
The GE Oil&Gas staff receive at least annually appropriate training on the awareness of the importance to
manage problems related to ergonomics.
The staff receive specific training on the problems related to ergonomics.

3.2

Evaluation and Verification of Learning


3.2.1 Implementation

According to the E/T/I Plan, EHS/SER enters the courses into Training Calendar. EHS/SER is automatically
informed about the deadlines of course and a remainder is sent automatically to the employee involved,
EHS/SER makes sure the courses are carried out correctly, both in the classroom and online, collects and
manages data related to the presence and evaluates data related to learning verifications.
These data are presented in the meetings of the Steering Committee.
The E/T/I activities addressing Operation Managers (Service Managers, Field Coordinator, Project Manager,
Contract Performance Manager, Installation Manager) include:
Specific Safety policies and requirements of the GE Health and Safety Framework Work Plan,
Procedures of SGSS,
Fundamentals of safety management,
Performance expectations and measurements,
Roles and responsibilities,
Specific requirements for the site,
Training requirements of staff,
Other issues as identified in the needs analysis.

The courses can be held both by internal and external staff. In any case, the trainers are allowed to hold
the courses after they have been qualified as trainers; the responsibility for this activity is assigned to EHS
Specialist, on the basis of experience and curricula.
The EHS Trainer certification is made via the Energy EHS Trainer Qualification Process, that foresees both
technical updates of Trainers on specific topics (Lock out/Tag out, Electrical Risks, etc), and train-the-trainer
dedicated sessions.

3.2.2 Learning Verifications


The learning verifications are carried out for the courses on health and safety, through final written tests;
this practice is often applied to the courses on environment, management systems, etc.
The evaluation on effectiveness is applied to all training / instruction courses that involve the assignation of
a new competence.
In case the learning verification does not have a positive out come, EHS/SER agrees with HR and
Operations Managers upon possible integration measures.

3.2.3 Records
EHS/SER keeps the archive of E/T/I courses that includes plans, recording of participants, teaching and
learning material, learning evaluations for each course.
The documents are kept by EHS.

3.2.4 Assessment of I/T/I Effectiveness


The evaluation of E/T/I effectiveness is carried out by EHS/SER, HR and Site Manager, also by
communicating with the staff involved directly.
The information collected is evaluated by the EHR/SER for a possible re-evaluation of the contents of the
courses.

4. A n n u al a s s e s sm e n t of t h e p ro c ed ure
The effectiveness of the procedure is assessed every year and whenever necessary.
The procedure is discussed every year at the EHS Committee meetings that analyze the points of strength
and weakness of the procedure as well as the results of the Corrective and Preventive actions, also taken in
the case of Non-conformities. The needs resulting from the assessment will be considered as the starting
point for a revision of the health and safety objectives.
The results of the annual assessment are used to update the procedure.
Any non-conformities are entered into the online system Gensuite and monitored until they are closed.
