OBJECTIVE
The world is fast heading towards a single market. In this globally competitive environment,
quality and reliability are the key issues in attaining market leadership. This competitive
advantage through quality and reliability in the market place is possible through the development
of knowledge bases and easy access to structured databases on systems, processes and
technology in general. This theme on Quality, Reliability and IT is most appropriate in the
current context as well as in the future. Issues in Information-Communication Technology in the
current perspective include communication over high performance networks, reliable and
secured flow of information. Reliability issues are also of prime importance in the development
of high quality software, design of systems and processes and their maintenance. Life Cycle Cost
and Effectiveness are the buzzwords in industry to provide a cutting edge in the commercial
sector including industries such as the defense, automation and aerospace and the power utilities.
The Conference will not only take stock of trends and developments at the turn of the
millennium, but will also provide future directions. Besides, it will help in sharing of experience
and exchange of ideas, which will foster National/International collaboration.
The first ICQRIT was held in the year 2000, which was an overwhelming success. During the
valedictory function of the Conference the delegates called upon the organizers to hold the event
every three years, consequently the second ICQRIT was held in 2003. Now we are holding the
third ICQRIT . The topics of the Conference would include but not restricted to :

Reliability and IT.
CONFERENCE PROCEEDINGS
The refereed proceedings of the conference will be brought out after the conference. Registered
delegates will be entitled for a copy of the proceedings. Three copies of the full paper are to be
submitted preferably by October 31, 2006.
Accepted papers are eligible for publication in the Conference Proceedings subject to a page
limitation. Authors need not submit complete papers if they are not interested in including their
papers in the Conference Proceedings.

REGISTRATION FEE
The registration fee includes Conference kit, lunches, tea/coffee and conference dinner. The
registration fee is to be made by account payee demand draft in favour of ICQRIT and made
payable at Delhi/New Delhi.
Delegates accompanied by their spouses shall pay an additional amount of US$200 only in addition
to their registration fee. The spouses will be entitled to all conference facilities except conference kit.
For Indian delegates this amount is Rs.2000.
US$30 or Rs. 500 may be added to the registration fee as late fee, if it is paid after October 31, 2006,
for foreign or Indian delegates respectively. Individual letters of invitation, which can be useful for
obtaining grants, will be sent on request.
VENUE
The venue of the conference is Indian National Science Academy (INSA), Bahadurshah Zafar Marg,
New Delhi-110002. New Delhi, the capital and the third largest city of India is a fusion of the
ancient and the modern. Comprising of two contrasting yet harmonious parts, the Old Delhi and
New Delhi, the city is a travel hub of Northern India.INSA has excellent conference facilities with
auditoriums and convention centers. It is centrally located with easy access to airports, railway
terminals and prime commercial centers of the city. Details about local transportation will be mailed
to the participants before the conference.
CLIMATE
Delhi is situated on the banks of river Yamuna in the northern part of India. It is a land locked city
with type of continental climate. Delhi, the capital of India, is 239 meters above sea level. Weather
will be pleasant in December. Temperature ranges between 6 to 25 degree Celsius in this season.
Standing along the West End of Gangetic Plain, Delhi, unwinds a picture rich with monuments,
museums, galleries, gardens and exotic shows.
