2013-14
on D. Burton, a member of the Rotary Club of Norman, Oklahoma, USA, is the selection of the
Nominating Committee for President of Rotary International in 2013-14. Burton will become the
president-nominee on 1 October if there are no challenging candidates.
Burton retired as president of the University of Oklahoma Foundation Inc. in 2007. He is a member of the
American Bar Association, as well as the bar associations of Cleveland County and the state of Oklahoma. He is
admitted to practice in Oklahoma and before the U.S. Supreme Court.
"This is an exciting time to be a Rotarian," Burton says. "I believe we are well poised to capitalize on our
strengths as we embrace the [RI] Strategic Plan and the Future Vision Plan. My vision is to have every Rotarian
appreciate what it means to be a Rotarian. With these two tools, we can make that happen."
Active in his community, Burton is a founder and past president of the Norman Public School Foundation, and
founder and past board member of the Norman Community Foundation. A recipient of the Silver Beaver Award,
he is a past vice president of the Last Frontier Council of the Boy Scouts of America.
Burton believes that Rotary's promotion of high ethical standards is one of the qualities that sets it apart from
other organizations.
"It assures those dealing with us that we can be trusted," he says. "Most of us are in a business or profession that
already has a code of ethics. Vocational service in Rotary just adds to that responsibility. We have an obligation
to go above and beyond to make sure that all our actions are above reproach."
A Rotarian since 1979, Burton is vice chair of the Future Vision Committee and a member of the Polio
Eradication Advocacy Task Force for the United States. He has served RI as director; Rotary Foundation trustee
and trustee vice chair; International Assembly moderator, assistant moderator, and group discussion leader; and
district governor.
His other service to Rotary includes chair of the 2011 New Orleans Convention Committee, vice chair of the
Investment Advisory Committee, liaison trustee of the Vocational Service Committee, Permanent Fund
national adviser, and regional Rotary Foundation coordinator. He was aide to 2006-07 RI President William B.
Boyd.
Burton has received the RI Service Above Self Award and The
Rotary Foundation Citation for Meritorious Service,
Distinguished Service Award, and International Service Award
for a Polio-Free World.
Burton and his wife, Jetta, have two children and three
grandchildren.

GE Francis Rivera is a retired banker, having been, for many years, the Chief Operating
Officer and member of the Board of Directors of a big Savings Bank in the Philippines.
He was also Board Director of BANCNET, the biggest consortium of banks engaged in ATM
banking. In representation of the Board of BANCNET, he observed and learned new methods and
trends of switch operations in the United States and in UK. He also holds a Certificate Course in
Finance from the Asian Institute of Management (AIM).
DGE Francis is a consummate corporate lawyer. After studying law at the Ateneo, he joined the
Gonzales, Ante and Villanueva Law offices as an associate lawyer and went on to practice law in
Cebu City for the said law firm before joining Banco Filipino (BF) in 1982. He prides himself as
one of three lawyers prosecuting Banco Filipino's P18.8 Billion Damage suit against the Monetary
Board of the Central Bank and the Bangko Sentral Ng Pilipinas (BSP). He was also part of the BF
team that concluded a P25 Billion settlement of the bank's damage claim from the BSP. Following
the second closure of Banco Filipino, he is one of several lawyers questioning its illegal closure
before the Court of Appeals.
A Political Science and Economics major at the Far Eastern University, he was also editor of the
FEU Advocate, the second largest campus newspaper at that time. He was Most Illustrious Prytanis
for three years from 1972-74 of the Delta Sigma Lambda, FEU's distinguished Society of Scholars
and Student Leaders.
He is married to Ma. Perpetual Sunga with whom he has five children, namely Anne Perpetual,
Allan Francis, Ana Kristina and twins Angeli Francis and Aleli Francis.
His Rotary involvement started in 1990 when he joined the Rotary Club of Timog as a charter
member. In 1999, he was elected club president. He also became Assistant Governor for three
terms in 2002, 2004, 2006 and was chosen Most Outstanding Assistant Governor during the term
of Governor Danilo Espinosa.
He was chosen District Governor Nominee in January
2011 which was not challenged.
First of all, I would like to extend my thanks and appreciation to all the
members of the Rotary Club of Biak-Na-Bato for your wholehearted
support during my incumbency as president of our club.
Rotary Year 2012-2013 was indeed a great year and very rewarding for
our club. We have accomplished many successful and implemented
clubservice projects here in our district 3780 and out-reach programs
outside Quezon City. It was successfully done because of our collective
effort and unselfish contributions and because of this relentless
endeavor, we recieved commendations and recognitions from our
District 3780 and other sectors of our society, whom we have served and
supported.
I would like also to extend my thanks and commendation to the officers
during my term.
This Rotary Year 2013-2014 let us continue the tradition of our club of
serving others above our self.
My congratulations and felicitations to the incoming officers lead by our
First Class President Jolan Jhoolz Salino.

Jolan Ligutan Salino is the 32nd President of the Rotary Club of Biak-Na-Bato. He is fondly called by his friends and relatives as
Jhoolz or Dodong. He was born on 3rd day of June (1976-Year of the Dragon) to Nicolas Saure Salino, Sr. (Mainit, Surigao del
Norte) and Gloria Bersano Ligutan (Guindulman, Bohol) as the seventh son among twelve children.
He had his Elementary Education at the Dasmarinas Bagong Bayan Elementary School-C, Dasmarinas City, Cavite. He
attended Secondary Education at the Immaculate Heart of Mary Academy in Kitcharao, Agusan del Norte. He studied in
college at the AMA Computer College-Makati Campus taking up Bachelor of Science in Computer Science.
ROTARY:
Pres. Jolan joined the Rotary Club of Biak-Na-Bato in 2007 and has served as director for community service, twice as Club
secretary, Club administrator and President-Elect. As a true blue Biakero he developed the official website of the club,
www.rotaryclubbiaknabato.webs.com and creates Twitter, Facebook and other social media account for RCBnB where the
clubs accomplishments were posted to promote Rotarys public image. He is a Paul Harris Fellow.
