Dear Mr. Ambassador,

Expecting to maintain long-term peace and development between two friendly neighbors, we, on behalf
of all Burmese people, specifically appreciates China’s cooperative efforts toward Burma in the arenas of
politics, economics, culture, health, relief from natural disasters as well as international affairs.

We are very pleased especially with China’s efforts of “no interference” in Burma’s internal affairs.

We are also encouraged that China has enthusiastically participated in regional stability for the whole
region’s long-term development.

On the other hand, however, we protest that China has supplied military arms to Burma’s notorious army
whose Generals are just intending to grip the power for their interests. Therefore, we would appreciate it
if China could stop such military trade immediately for the sake of Burma’s and regional stability.

Though we are principally pleased with China’s official announcement to respect laws in Burma, we would
like to remind that the Burmese junta’s laws are unjust in terms of human rights, rule of law and
international laws.

Finally, we urge China to stand positively together with international leading nations, with an intention to
create sincere interests of China and Burma as well as regional stability, when the United Nations Security
Council is required to take appropriate action to deal with Burma’s problems.

With best regards,

Joint Action Committee of Burmese Community in Japan
