8.6.6.

Operator interface software

The operator interface software shall enable the Operator to carry out
the necessary actions in a safe and efficient manner. In particular the following
features shall be included, as a minimum, but not be limited to:
a.

Software shall be structured in such a way so as to provide a


hierarchy of control from automatic sequential plant start-up
through to manual control of an individual item.

b.

During manual intervention by the Operator (sequence initiation


and individual device control under normal and failure
conditions), all software derived, hardwired permissive and
overrides shall be visible to the Operator.

c.

Where process measurements have been duplicated or triplicated


for improved reliability, the signals shall automatically switch to
the good signal in the event of a fault. The Operator should
have, for the purposes of maintenance, the on-screen facility to
select either signal or the average, as the measured variable for
control.

A philosophy shall be developed to define the action of the sequence


logic in the event of a step failure, Operator intervention or the initiation of a
sequence with not all plant conditions satisfied. It shall be possible to bypass a
required plant condition but this action shall be alarmed and logged. The
philosophy of operation shall be to the Engineer/Owner (SEC) approval.
8.6.6.3

Reports

The DCS provided for the OCGT power plant has the capability of
providing to the operator a number of preformatted and operator specific
reports. These reports consist of, as a minimum, maintenance data log, shift
operations log, housekeeping logs, alarm summary logs, sequence of events
logs, post trip analysis logs, diagnostic reports, balance of energy and efficiency
log.
Contractor C shall be responsible for:
a.

Expanding the DCS capability to integrate the information and


data from Contractor C equipment and processes in the existing
DCS reports.

b.

Extending the DCS report capability to include reports specific to


equipment/processes in his supply.

All reports shall be configured and report formats shall be to the


approval of the Engineer/Owner (SEC). The facility for the operator to generate
specific reports as required shall also be provided.

Alarm management

An alarm management system has been implemented in the DCS


provided by Contractor B for the OCGT power plant. Contractor C shall be
responsible for extending the present alarm management system to include all
alarms specific to equipment/processes in his supply. Contractor C shall be
responsible for maintaining the original design concepts implemented for the
existing alarm management system.
The Operator shall have the facility to select optional alarm displays,
summary of alarms, historical alarms on global or point based, unacknowledged
alarms, alarms by priority, alarms by pre-defined system groups.
There shall be a facility to suppress an alarm or groups of alarms as a
result of a particular alarm or other plant condition in order to minimize the
number of alarms under transient conditions.
All alarms generated from either analogue or digital I/O shall be
configured with an adjustable dead band. The value of the dead band shall form
part of the configuration software.

Information management system (IMS)

An information management system (IMS) has been implemented in


the DCS provided by Contractor B for the OCGT power plant. Contractor C shall
be responsible for the extension of the existing IMS to cater for the additional
data points required during the conversion of the OCGT power plant to a CCGT
power plant. Contractor C shall be responsible for maintaining the original
design concepts implemented for the existing IMS.
The operator shall have the facility to display real time data, recall data
held in the IMS or from archives over a specified period of time. The requested
information may be displayed on the Operators workstations either in tabular
form or as selected variables on a trend display. It shall be possible to compare
on the same display, multiple trends of real-time data or historical data from the
data logger or archives. Facilities to produce X-Y plots shall be available to the
operator.
Data from the IMS shall be available on the station LAN and be
accessible by the operators, supervisors and the station operating management
systems. The level of access shall be password protected.
The format and content of the reports for data retrieval from the IMS
shall be subject to approval by the Engineer/Owner(SEC).

Sequence of events

A sequence of events (SOE) recording system has been provided by


Contractor B to allow analysis of the causes of trips or plant disturbances for the
OCGT plant.
The design philosophy of the existing SOE recorder is as follows. The
SOE scans all agreed binary inputs continuously with a resolution of 1 ms. The
present number of inputs to the SOE from the OCGT plant is a minimum of
300 points. Upon detection of the status change of any SOE input the event
shall be time tagged and stored in a database together with other relevant
information for a specific time period. Data will be continuously deleted from the
database on a first-in, first-out basis after the specified time period has elapsed.
Facilities shall be provided for the data to be archived for future reference, and
for easy retrieval for viewing and analysis.
On the occurrence of a nominated event eg turbine trip or manual
initiation from the DCS, all data for a specified time period before the event shall
be retained and continue to be recorded for a period after the event. The SOE
recording periods before and after the trip event shall be independently variable.
The recording time available shall not be less than 10 minutes before and
5 minutes after the trip.
The SOE recorder shall automatically reset after the elapsed time
period and continue to monitor the Plant in the normal way.
SOE reports shall be generated and printed using the stored data and
shall be used for post trip review and analysis. The report shall be presented in
a clear and logical format and clearly indicate the first cause of the event. The
system shall have the capacity to store the last five (5) SOE reports for future
review.
It shall be the responsibility of Contractor C to extend the existing SOE
system to include the equipment in his supply. The additional SOE points to be
scanned shall be finalized during the detailed design phase but will not be less
than 500 points.

8.7

Operator training simulator

A training simulator will be supplied by Contractor B covering all the


equipment supplied for the Qurayyah OCGT plant. The training simulator will be
installed in a training simulator room in the central control building. The desk,
furniture, panels, etc will be a replica of the control desks for one block, common
services and the electrical control desk complete with printers, etc.
The simulator supplied by Contractor B will be capable of being
expanded to provide realistic simulation of a GT/HRSG/STG block of a CCGT plant

and common services and the desalination plant. It shall be the responsibility of
Contractor C to expand the OCGT simulator to provided completely integrated
high fidelity simulator for a block of the CCGT plant and its services. The
simulator shall have engineering capabilities. The exact facilities to be provided
shall be determined during the detail design phase and shall be to the approval
of the Engineer/Owner (SEC). Detailed requirements of the simulator is attached
as Qurayyah CCGT Simulator Specification in Volume 3 of 3.

Modelling of in-house grid and high voltage grid
system shall be included in the electrical
system.

Scope of simulation

All processes, auxiliary and electrical systems


shall be modelled.
Normal operations, transients and malfunctions
shall be included.
