Management Report
1. Introduction
This report is based on the HSE inspection of Marina Terrace construction Project with
a view to assess the existing Health and safety standards. While preparation of this report
the focus remained on the HSE management of the project that whether the standard rules
and regulation are properly being followed and a good HSE culture is developed in work
site, as well as to identify unsafe acts, unsafe conditions.
The Marina Terrace is a 500,000 Square feet new residential building project consists on 30
floors which is situated in Dubai marina, UAE. Presently it is under construction where the
main contractor is DAMAC GROUP and consultant is WME and around 4 subcontractors
are working under Damac Group.
This is a prestigious construction project in Dubai which is about on 30 minutes drive from
Dubai International Airport. The project consist of Engineering , Procurement & construction
which divided in to 3 units and given names 1BHK, 2BHK, 3BHK where currently the third
unit 3BHK apartments are under construction. Complete construction area is divided into
small sub areas with name given to it in alphabet and numbers. Each area name is
displayed through placards.
Around 600workforceincluding sub-contractors is engaged in work every day. Around 16
cars, 8 buses, 3 bobcat, 4 shovel and 2 mobile cranes are in movement all times. Work is
going on round the clock.
HSE Department is headed by HSE Manager and constitutes of 2 Senior Safety Officers
and 5 Safety Officers.
In general, I found the standard of Health and safety good but when took a look closely the
number of issues found which requires urgent management attention to maintain good HSE
culture and to avoid accidents and enforcement actions.

2. Executive summary
I am so grateful to HSE Manager who allowed me to visit the complete site with a Safety
Officer to let me complete my assessment. It was a good experience and a great start of my
carrier to see such a large construction project with about 600 workforce and huge
plant/machinery.
While entering to site proper induction is given to me about site and detail of entry to site
were noted which was a good sign of good HSE culture. Another good thing I have noted
that almost all workers were using proper PPE, another good thing was observed that there
were enough number of fire extinguishers placed in a good position/condition, more over I
have observed throughout the area there was adequate housekeeping and also there were
enough welfare facilities at all areas. General working looked good and safe. Workers are
disciplined and supervisors were more co-operative and shared some informative
knowledge with me.
However, after all such good observations during visit when I checked things closely I could
find enough area needed further improvements as many workers and work conditions found
unsafe. There were environmental issues as well. Few measure risks to workers were
observed which need urgent attention and improvement.
The measure areas of concern was the adequate maintenance of vehicles, marking of
escape routes, training provision, concrete spillage, electrical issues, some unsafe
machines, parking plan, unsafe working at heights, ramps etc.
The aim of this inspection is to highlight the health, safety and environment issues and to
discover the workplace hazards related to activities, welfare measures and indicate the
good safe work practices. While inspection some of the findings observed and highlighted
to bring the management attention for improvement and effective actions.
Out of all issues few requires immediate remedial action in absence of which there is ample
chances that accident will happen and in result company could suffer big losses.

3. Main Findings
3.1.
Almost at the site I found cigarette buds and the reasons is there are no proper
designated areas for smoking. As there are no smoking shelters it can lead to fire
accident one day.
3.2.
Riggers doing heavy lifting operation but they do not have riggers proficiency certificate
or training card and on asking it is found that the trained riggers are on leave and they
are working in place of them without training. This is a very serious violation and can
lead to very serious crane accidents.
3.3.
At one area generator is found ungrounded and while another generator was grounded
but with the help of a steel rod and cable attached with the help of insulation tape. Not
grounding of generator can lead to fatal electrical accident as absence of grounding
cannot pass leaked current to the ground.
3.4.
At the working area at site road no separate pedestrian walk ways are provided. It can
lead to workers accident colliding with the vehicles.

3.5.
Steel Workers were found lifting steel rebar bundles without using proper lifting
techniques and it looked like that they are not trained properly about manual handling.
Wrong lifting technique would lead to WRULD and it would lead to long absence of a
worker on getting musculoskeletal problem.
3.6.
At the road side i found one acetylene gas cylinder laid on the ground without cap. A laid
cylinder without cap can lead to fire, explosion and a major accident due to breakage of
its nozzle by the moving vehicles and also it can explode due to hot temperature.
3.7.
Crane third Party Certificate found expired, and due to poor maintenance some of
cranes hydraulics are leaking,Fire extinguisher was tied to frame by steel wire and not
inspected for three months, no First Aid Box. Lack of documents, maintenance and
fitness of the crane can cause crane accident and failure to handle an emergency. It can
cause legal problems as well.
3.8.
It is a high risk of fire explosion on heating of drum due to sun heat in the noon time. It
is better to make a temporary shelter at the designated area with the shade and make a
provision to keep drums over a wooden support. All concerned workers and supervisors
to be given in house training in batches about handling chemical drums. It is also better
to erect chemical shelters at all areas of work where chemicals will be used and put
suitable posters and signages for correct storage.

3.9.
During inspection it is found that inadequate marking of escape/exitroutes. This can lead
to confusion at the time of emergency and workers can get into wrong areas and also
may get into trouble.
3.10. Observation -10,No parking plan
At vehicle parking area noticed no parking plan, no markings and signages and workers
are running to get into the buses. This can lead to hitting of workers by Bus and a
fatality.
3.11. Observation 11,Live electrical cables placed on wet surface
During my keen observation I found, electrical cables are using taking no care of them,
placing on wet surface, which is so risky and can lead to a big injury.
3.12. Observation- 12, No rest area shelter while working in hot weather
It is observed that there are no proper rest areas for workers, while they were working in
hot weather conditions. It leads to poor health, which increase absents rate, also ill
health accident could appear in site.
3.13. Observation - 13, Road ramps found risky
I found some of Ramps werewith slip and fall risk as workers were struggling to walk on
the road ramp due to sprinkling of water for dust control which has become muddy and
slippery. This can lead to slip and fall injury of workers and vehicle accidents on the
ramp due to slippery condition.

3.14. Observation - 14, Going too close to edge can lead to falling of tipper into
the lower area
Tipper going too close to the edge in reverse to tip soil. Going too close to edge can
lead to falling of tipper into the lower area which can cause vehicle damage and fatal
accident of driver and workers of that area.
3.15. Observation - 19, Road ramps do not have edge protection
Some of road ramps are found which do not have edge protection at its sides which has
deep next level. Lack of edge protection can lead to tipping of vehicles from the sides
which can damage vehicle and fatal accident of driver and other workers of that area.
4. Conclusion
Smoking shelters are required to provide at working area else it can lead to fire accident
and can lead to legal action under Management of Health and Safety at Work
Regulations 1992 and Workplace (Health, Safety and Welfare) Regulations 1992.
Other training requirement was noticed for riggers as they are working but not certified.
As per law untrained men cannot be put on job. It also denies company HSE Policy.
Another training requirement identified is for present HSE Trainer who is not suitably
qualified for the role. It will be better to hire a suitable HSE Trainer and let him work as
his assistant.

Another requirement identified was protecting the ramp sides which are ready to make
accident of vehicle falling to deep lower level from side. This is again a legal
requirement as per Health and Safety at Work Act (HASAWA) 1974 and Management of
Health and Safety at Work Regulations 1992.
All these identified areas are needed to improve as soon as possible. All this would not
cost more than 7,500 AED if managed well and otherwise strict rules of UAE, if comes in
action during audit, surprise check or check after an accident would cost to company
millions and also loss of reputation and workers morale. If accident happens there would
be many more unseen losses to company in the form of after effects of an accident.
