1. INTRODUCTION
Every student must be informed of where their contributions go in order to
see transparency and fairness, no matter how big or small the contribution is.
Every centavo counts. To make this thing possible, an improved online
accounting management is suggest to enforce and have far greater data
protection measures that would eliminate usual hassles and make back-up files
to students financial documents. This would also improve the recordkeeping
process on the part of the management, to say so the PLP finance office and all
academic organizations.

1.2 BACKGROUND
The JPIA companys proposal to the university is for the development and
management of Online Accounting System of finance department wherein our
company can adequately staff the appropriate resources for the creation of a
website where all the PLP organizations will post their financial statements to
solve the opaque system of the said department and the slow processing of

transactions in case of loss of financial records on the part of the finance


department.

1.3 NEEDS STATEMENT

The students contribute funds to several organizations without the knowledge of


where their contributions go.

When the student lost their financial records, they need to apply for an affidavit of
loss before they can have another copy of the said financial records needed for
the clearance.

1.4 OBJECTIVES
1. Aims to disclose and post all the important financial documents of all the
organizations of the university to show transparency.
2. Enables students to give their feedback/ suggestion where their contributions
would be more beneficial.
3. To have back-up files in case of loss of the financial files of the students.

2. METHODOLOGY
Our companys proposal would need sufficient fund for creating a website for the
disclosure of the universitys financial statements. A high-skilled web developer and
programmer should be hired to create and maintain the website for the university to
have transparency and fairness among their students.
2.1 REQUIREMENTS
This proposal requires sufficient fund and IT experts in creating websites. A web
developer as well as designer who has knowledge of HTML and web space is usually
required to maintain and keep up the site. PLP is a huge university consisting of several
organizations that requires also a big website which results to large amount of capital
needed to acquire more manpower with the best technical skills. As a common sense
rule, The bigger the website you want, the more people, money and technology youre
going to need.

In Figure 1, you will see the Home page of PLP. Also you will see the vision and mission
of the university.

In Figure 2, you will see the financial reports of every organization of the university. For
example in this figure is the income statements of PSSC in 2003 and 2004.

In this figure, if the student wants to see his/her receipts from their payment, they must
log in the Students Financial portion of the website.

After you have logged in the students financial records portion, it will directly go into
your portion of the website that you will see your receipts from previous transactions
with the finance department and other university organization. You will click download
below to have a copy of said receipts.

After you Logged out, the student will choose if he/she wants to leave a
comment/feedback/suggestion by clicking YES if they want to or NO if not.

2.3 IMPLEMENTATION DESIGN


The college organizations as well as the finance department will be having a
public website wherein they are required to post their financial statements monthly,
open for all the PLP students in order to maintain transparency and fairness. A web
developer will be hired to maintain the websites updates. The date of implementation
would be before the school year starts to have a good financial management for the
whole academic school year and to avoid confusion, and also to show consistency.
All the college organizations as well as the finance department will first have to
register then upload their financial records on the created website every end of the
month. Then if the PLP students need a back-up financial record, they just need to
search the universitys website and just click the chosen link on the left side of the page
where the list of the organizations are located. Then after they search that said link, they
must log in to open their student file that the developer has provided to see and provide
another copy of any financial record they needed just clicking the download tab below
the picture. Then after download the file and logging it out, the student will choose if
he/she wants to leave a comments/feedback/suggestion by clicking YES if they want
to and NO if not. We made a comment box in the website to know the things we need
to improve to make the system effective to all the students and organizations of the
university.

The university is having a great financial management. The students are now
free to know and view their tuition payments and financial contributions. On the other
hand, the finance department would have quick transactions because the students
could be able to download their financial record.
3.1 MEASURES OF SUCCESS
The Online Financial Disclosure System made a very big difference because it
did not only benefited the students but also the different organizations and finance
department. Because of the transparency and fairness that was implemented, the
university can be inferred as having higher standards than other universities.

4. RECOMMENDATION

4.1 Conclusion
Before the proposed system, students have no transparency with their
contribution resulting to misunderstanding between the university and students. But now
because of the proposed Online Financial Disclosure Management System, the
organizations and the finance department are able to inform the students by disclosing
all their financial records and statements on the website and with this proposed system,
the students can see if their contribution benefits them or not. Delay in payment process
is always encountered by the finance department when there are students who have
lost their financial record. Because of the available data, the students can also have
back-up financial records which prevent delay in any financial transaction. On the part of
the finance department, preparation of financial statements and determining the tuition
balances of the students are made easier.

This proposed system had helped manage the students financial documents, the
over-all disclosure of the financial statements of the university that enforced a higher
standard university. Therefore we conclude that this online system would give a big
benefit to the university especially the students and the finance department by making
all the process easier and quick as much as possible.

4.2 Recommendation
Our company can highly recommend that the university can implement an online
payment system to prevent queues that would make enrollment or any payment
transaction allot easier.
