What results need to be achieved by the integrated expert


to help bring about the above planned change in the

1. The current curricula of the Academia de


Administrare Public in both fields (professional development and higher education)
are updated, taking into account EU best
practices.

How can the achievement of the result be measured?

1.1 The existing curricula are evaluated.


Baseline value: Curricula exist but have not been evaluated comprehensively in the recent years.
Target value 2016: Different evaluation reports for the field of professional development and the individual master and doctor study
programs elaborated and presented to the Rectorate of the Academy. In the field of higher education the evaluation will focus on the
study programs in law, public administration, international relations
and anti-corruption. In the field of professional development the
evaluation will have a special focus on courses and trainings
supporting the regional development in the Republic of
Moldova. 1

1.2 The proposals for the curricula reform have


been presented, discussed and reviewed and
the process of decision-making and implementation has started.

Baseline value: After the evaluation the existing curricula need to be


updated.
Target value 2016: The proposals for the curricula reform have been
presented and the discussion has started.
Target value 2017: The proposals for the curricula reform have been
discussed, reviewed (with regard to the results of the discussion),
principally agreed and piloted. The decision-making process for the
approval by the Senate of the Academy has started. Some parts of
the reform have already been approved and implemented while
other parts are in the process of decision-making or implementation.

Baseline value: A web presence with a widely appropriate design


and structure exists but the contents are incomplete, often outdated,
unsufficiently translated and sometimes focus rather on formal aspects and representation than on the substantial work of the Academy, thus creating an image that may not attract the best students,
well-qualified lecturers and international donors and partners.
Target value: The reformed website provides all necessary and useful information, up to date and presented professionaly and where
appropriate with English translation. It focuses on the substantial
work of the Academy and creates a transparent and modern image
that underlines the professionality of the Academy's work and its
role in preparing public administration in Moldova for European integration.

2.2 The reformed website provides a broad open


access to sophisticated publications and didactic
materials.

Baseline value: The website provides already open access to some


publications (the Review "Administrare Public", the newspaper
"Funcionarul public" and conference proceedings) but not to the
didactic materials distributed in the courses or to other working
materials.
Target value: The open acces is expanded. The reformed website
allows the free download of more scientific publications (e.g. working papers or discussion papers from forums and specialised
working groups) and of general didactic materials. For more and
more courses and projects, an own special website is created.

3. A new course on European Union law is

3.1 A new course on European Union law is


given in a pilot project.

Baseline value: There are general courses about European integration but no specific courses on European Union law in the curricula.
Target value 2016: A course "Introduction to European Union law" of
approx. 30 - 40 lectures is given by the Integrated Expert. This
course serves as a model course illustrating modern standards in
higher education. It will be supported by an own special website.

3.2 The preparation of the integration of the new


course on European Union law into the curricula
is prepared.

Baseline value: A course "Introduction to European Union law" has


been given once but is not yet integrated officially into the curricula.
Target value 2017: The concept of the course has been reviewed
with regard to the experiences and evaluations in the pilot course.
The official integration of the course into the curricula has been
approved or the decision-making process for the approval has
started. Comprehensive course materials and a special website for
the course are provided. The course is given again, if possible as an
integrated part of the curricula. If possible, colleagues from the
Legal Science Chair participate in the course and are trained specifically in order to enable them to give the course in the future. The
translation of the course materials into the Romanian language is
envisaged.

Baseline value: The Academy maintains "international relations" but


with regard to its methods of operating and its limited human and
material resources it is unclear to what extent there is or can be a
real (substantial) international cooperation.
Target value: One report on the state and potential of international
cooperation of the Academy.

4.2 Potential topics, partners and donors for international cooperation are identified.

Baseline value: There is little clarity about possible topics and possible suitable partners and not enough knowledge about possible
donors for substantial international cooperation.
Target value: Presentation of suitable topics and partners and potential donors in the report on the state and potential of international
cooperation of the Academy.

4.3 A model international symposium has been


organised.

Baseline value: The conferences at the Academy still follow the


post-soviet style and there is little awareness about the modern
standards for scientific international cooperation.
Target value: An international scientific symposium or scientificopractical symposium that serves as a model has been organised. Its
organisation and program followed best European practices, focussing on substantial work and intense scientific (or cross-over scientifico-practical) discussion. High quality materials have been published according to the highest standards at the special website for
the symposium and in printed conference proceedings and have
been presented to the international expert community.

5. The Academia de Administrare Public is


more active as a think tank and forum

5.1 Two open forums have been organised

Baseline value: Due to its close contacts with all kinds of public
authorities and international partners and donors and to its cooperation with public servants from all these institutions in the teaching
process, the Academy is a well suitable institution to serve as a
think tank and forum for all matters of public administration. However, this potential, in particular the potential for synergy, is not fully
exploited.
Target value: During the year of 2016, two thematic forums, supported by GIZ, have been organised by a group of organisers at the
Academy with the collaboration of the CIM expert. The forums
address in particular to representatives and public servants of local
and central public administration, regional institutions, ministries and
other relevant institutions and to the Academy's lecturers but are
open to other interested persons. For each thematic forum a special
website has been prepared where information is available and the
materials from the forum can be freely downloaded.

5.2. A model scientific article has been published


in the Academy's review "Administrarea Public".

Baseline value: The Academy publishes various scientific publications. However, not all published contributions meet modern international scientific standards.
Target value: A well-elaborated model scientific article has been
published as an example to illustrate modern scientific standards
and practices (in particular modern practices of scientific citing in an
international scientific environment).
