This will be one of the main contributions of the integrated expert to support the cooperation of the Academy with GIZ. Other proposals are welcome!

Baseline value: There are general courses about European integration but no specific courses on European Union law in the curricula.
Target value 2016: A course "Introduction to European Union law" of
approx. 30 - 40 lectures is given by the Integrated Expert. This
course serves as a model course illustrating modern standards in
higher education. It will be supported by an own special website.

4.2 Potential topics, partners and donors for international cooperation are identified.
Baseline value: There is little clarity about possible topics and possible suitable partners and not enough knowledge about possible
donors for substantial international cooperation.

cooperation of the Academy.

Baseline value: Due to its close contacts with all kinds of public
authorities and international partners and donors and to its cooperation with public servants from all these institutions in the teaching
process, the Academy is a well suitable institution to serve as a
think tank and forum for all matters of public administration. However, this potential, in particular the potential for synergy, is not fully
exploited.
Target value: During the year of 2016, two thematic forums, supported by GIZ, have been organised by a group of organisers at the
Academy with the collaboration of the CIM expert. The forums
address in particular to representatives and public servants of local
and central public administration, regional institutions, ministries and
other relevant institutions and to the Academy's lecturers but are
open to other interested persons. For each thematic forum a special
website has been prepared where information is available and the
materials from the forum can be freely downloaded.

Baseline value: The Academy publishes various scientific publications. However, not all published contributions meet modern international scientific standards.
Target value: A well-elaborated model scientific article has been
published as an example to illustrate modern scientific standards
and practices (in particular modern practices of scientific citing in an
international scientific environment).
