INTRODUCTION

Seberang Perai Tengah previously known as the Central Province


Wellesley, is a one of the district in the state of Penang, Malaysia. It
is the third largest district in the state of Penang. SPT is one of three
administrative districts in the region of , the mainland portion of the
Penang State. The district is bordered by San Carlos River which
separates North SeberangPerai in the north, Junjong River which
separates South SeberangPerai in the south, Kedah state border in
the east and South Channel which separates Penang Island. Juru
River also flows through the district. SeberangPerai Tengah located
in the middle between these two districts. Bukit Mertajam which is a
second largest city in the state of Penang is the administrative
center of SeberangPerai Tengah.

SPT covers an area of 237.55 square kilometers (23,799


acres). The rate of population increase SeberangPerai Tengah is by
2.2% per annum. The area also has a large population capacity of
1600 / km2. SeberangPerai Tengah total population in 2015
amounted to 430.100 people, which 31% of the total population of
Penang totaling 1,350,671 people. SeberangPerai Tengah residents
consist of all races and backgrounds who reside in 22Mukim. Racial
majority in SeberangPerai Tengah are Chinese followed by Malays,
Indians

and

other

races.

Immigrant

communities

(Indonesia,

Bangladesh, Vietnam, Cambodia, Myanmar, Thailand and others)


also inhabit this district and many are involved in various
employment sectors such as industry, construction, agriculture, and
business.

Seberang Perai Tengah administered by the SeberangPerai


Municipal Council (MPSP) or Municipal Council of Province Wellesley
which is located in Bandar Perda, Bukit Mertajam. MPSP administers

the three districts of SeberangPerai Tengah, SeberangPerai Tengah


and SeberangPerai Selatan. This agency is under the Penang state
government. Based on the geo-political this district has three
parliamentary constituencies of PermatangPauh, Bukit Mertajam and
BatuKawan. There are eight the State Constituency contained in
these three parliamentary constituencies which includes DUN
Seberang Jaya, DUN PermatangPasir, DUN Penanti, DUN Berapit,
DUN MachangBubok, DUN Padang Lalang, DUN Perai and DUN Bukit
Tengah.

SeberangPerai Tengah has 4 cities that is Bandar Bukit


Mertajam, Bandar Perai, Bandar Perda and Bandar Seberang Jaya
that have developed rapidly. The capital of this district is Bukit
Mertajam. Localities that are situated in SPT include Perai, Seberang
Jaya, PermatangPauh, Penanti, Bukit Tengah, Bukit Minyak, Juru,
Alma, MachangBubok and PermatangTinggi. SeberangPerai Tengah
has

best

and

complete

infrastructure

facilities

that

is

communication network system via the North-South and East-West,


Port of Penang, Bayan Lepas International Airport and the NorthSouth Railway Network International and Bangkok. The entrance to
the island that is Penang Bridge is also located in this area.

Nowadays,

Seberang

Perai

Tengah

has

developed

and

emerging with various development projects especially in the


industrial and business sectors. The rapid pace of development on
the island lead to an increased Seberang Perai Tengah as a district
which robust operating in real estate development mainly property
development

involving

housing,

business

and

industry.

The

entertainment, eatery and automobile venue of Autocity is also


located in this district. Heavy industrial areas cover most parts of
Central Seberang Perai. Furthermore, Seberang Perai Tengah also

has good facilities and well planned. SPT is located in the center of
of Penang Industrial Development Zone especially in the area of
Seberang Perai and generally located in the middle of the corridor of
Northern

Peninsular

Development

Zone

whether

from

the

perspective of North-South or East-West peninsula. Seberang Perai


Tengah is also a tourist attraction. Among the interesting things is
the War Museum at Auto City, Bukit BatuMaung, Mengkuang Dam,
Recreational Forest of Cherok To'kun, Bird Park, Butterfly Garden and
others.

OBJECTIVES
General Objectives:
To provide organisation personnel with a clear picture of their tasks
and responsibilities in line with the goals and objectives contained
within the Department.

Specific Objective:
a) To describe the relationship between each department with
District health Office.
b) To study about their responsibilities towards residents at
Seberang Perai Tengah.
c) To ensure we know the intricacies of existing organizations.
d) To acquaint us to communicate with society there.
e) To identify the facilities and infrastructure of an area

METHODOLOGY
During a visit to the area of operations, we have been required to
obtain information in various ways. Among the information obtained
is the mission, vision, function and relationship between the
department's areas of operations with the environmental health
department. Any information that we have obtained in each agency
are as follows:

1. District Health Office


Students have the necessary information at Health Office state and
district levels Seberang Perai Tengah, Bukit Mertajam. We have
obtained

the

required

information

from

Mr.Alexander

the

Environmental Health Officer. A meeting had been made to him, he


had briefed adequately.

2. District and Land Office


Students have the necessary information at District and Land Office,
Bukit Mertajam. We had to call the district office to make an
appointment on 08.06.2015 to obtain information from them and
they agreed to our request. On 09/06/2015 the morning, we went to
the district office to introduce self to the staff there and stated
purpose and approval letter for information. Then we went into the
office MR. YassirLutfi Bin Ahmad Lutfi, Chief Assistant District Officer.
He gave a briefing to all the information we need. We also ask you
some things that are not clear. We left the office after completion of
the briefing.

3. Seberang Perai Municipal Council (MPSP)

On 08.18.2015, the students went to the MPSP for activities to get


information about the Report on issuance of certificate of fitness for
occupancy at the architecture. So, at the same time we had the
opportunity to inquire about the information we need to MR. Mahahir

4. Officials agriculture.
On 09.06.2015 the students had gone to the farm, then the students
have introduced themselves to the staff at the counter and stated
objectives of our arrival and showed a letter of authorization to
obtain information that can be seen at the appendix. Then, the staff
at the counter told us to retrieve the required information on the

officials and health officials.

5. The Department of Environment


For office environment, we do not have the opportunity to go there.
So, we have obtained all the necessary information on the

6. Drainage and Irrigation Department


On 09.06.2015 the students had gone to the Drainage and Irrigation
Department Seberang Perai Tengah. Then the students have
introduced themselves to the staff at the counter and stated
purpose of our visit. Staff at the counter told us to retrieve the
required information on the office wall there are banner vision

Students have the necessary information at the Department of
Veterinary Services, Bukit Mertajam. We had to call the Department
of Veterinary Services to make an appointment on 08.06.2015 to
obtain information from them and they agreed to our request. On

8. District Education Department


Students have the necessary information at the Regional Education
Department Seberang Perai Tengah, Bukit Mertajam. We have called
the Regional Education Department on 08.06.2015 to make an
appointment to get information from them and they agreed to our
request. On 09/06/2015 the morning, we go to the department. We
introduced ourselves to the staff there and stated purpose and
approval letter for information. One official briefed on all the
information we need. We also ask you some things that are not
clear. We left the office after completion of briefing.

9. Fire and Rescue Department


On 09.06.2015 the students had gone to the fire department Bukit
Mertajam, then students have introduced themselves to the
firefighters on the counter and said the goal of our arrival and

showed a letter of authorization to get information that was


supported by Mr.Alexander. Staff at the counter told us to retrieve
the required information on the office wall there are banner vision
mission and functions of the office. In addition, we also asked about
the relationship of his office and health office.

Police

On 06.08.2015 the students had gone to the police, Seberang Jaya.


Then the students were introduced himself to police in counter and
declared purpose of our arrival and showed a letter of authorization

policeman at the counter told us to retrieve the required information

The main function of this department is act as eyes and ears of the government in
terms of security, socio-economic development and so on. Besides, act as
ambassadors of government in the dissemination and implementation of government
policies. Next, establish a network of cooperation with the security forces and other
law enforcement agencies. Lastly, conduct outreach activities and socio-economic
standing and developing human capital through appropriate training.

DISCUSSION
Based on the visit to all the government departments that are
beyond the immediate vicinity of our Perai Tengah retrieve a lot of
information about each of these departments is an example of the
vision, mission, objective and functions of each department.

health officer in enforcing the law if there are offenders who do not

place. So far, there are a number of projects carried out by JKR SPT
involving health agencies. Among these projects is the construction

The Department of Health also has a relationship with KEMAS


through aid in the success of health promotion activities and health
education organized by any health officer or departmental level. For
example, in the fight against uncontrolled epidemic in Bukit
Mertajam, Penang, health promotion activities often take place after
making control activities, namely the control of propagation
Inspection Points (PTP) and spray room (SR) in a locality. Therefore,
the health department can apply for the service provided by KEMAS
such collaborative activities in droves along the local community. In
addition, KEMAS also provides talks with health departments in
combating the epidemic.
Overall, the relevance of each department in the operations
areas are made by the health and safety of food hygiene control by
food operators to ensure food safety and quality is assured.
Additionally Plan, control and implement programs related to public
health services, including vectors control such as fogging along with
health departments across the middle of the leeks. Play an effective
role in terms of getting private agencies participation, NGO, CBO
and mainland citizens in the affairs of public health services and
veterinary services. There are also activities to collect garbage from
residential homes that waste can be disposed of properly as on the
run from house to house. Then, collecting conducted on alternate
days all garbage must be placed in plastic bags and tied tightly
before it is put into barrels. Trash cans can be placed in front of or
behind the house to make it easier for workers to empty, according
to the regulations stipulated in the Law on the Uniform Building
1974 to ensure the building is safe for occupancy and ventilation
and adequate lighting for a building.

CONCLUSIONS
In a nutshell, all of the operational areas above have important links with health
department. They require cooperation with different department or agencies to
perform tasks or duties. Some departments play an important role and participates in
an investigation depends on the size and scope of the outbreak. Sometimes one
department starts an investigation and then calls on others as more illnesses are
reported across country or state lines. The operation area report has data relating to
activities involving government departments, services, private services and
organizations concerning the health districts directly or indirectly. The operating result
expected in the area can be a source of reference and tool to add to our knowledge and
certain parties to use in helping plan activities successfully.

RECOMMENDATION
There are several thing that need to be improve in order to get the
information regarding this task and to ease the way to do this task.
First of all, we have to identify where are the place that need to go
first. As we only have three days to settle down this task. We also
must know the facilities and infrastructure here. We have to makes
a plan first before go there. So, we decide to go to the nearby place
first as at that time we dont have transport. So, we took taxi to go
there. For the second day, we have problem at Tenaga Nasional
Berhad and Telekom Malaysia Berhad. It is because we wait there for
almost one hour but then, they said they dont have staff to explain
us about mission, vision and function of the organization. So, we
take the initiatives to find all the data in their official website.
Actually, they should provide their staff in administrative unit in
order to explain anything to the student that comes.

We also have to ask nearby residents where the certain place


that we dont know. Then, they gives us the direction to go there.
There are also some private agencies that did not give cooperation
when we ask about their agencies. Other than that, there are also
some agencies that claimed that they did not get the permission
letter. Some of them scold us, and do not give any information
regarding their agencies. So, its quite challenging for us to adapt it
because it is the new place for us that we dont used to be. For
those agencies that did not give cooperation, at least they should
provide some pamphlets or article so that we still can get the

information at their agencies. Last but not least, all agencies should
give their cooperation to us in order to ease this task to be
completed.
