Highlight
Aluminum smelters hang together in slashing output

Organized by China Nonferrous Metals Industry Association (CNIA), Chinese 14 key aluminum
companies including China Hongqiao Group (Shandong Weiqiao), Aluminum Corporation of China
(Chinalco) on December 10, 2015 had a meeting in Kunming city, discussing and studying solutions to
the severe market situation. The combined capacity of the 14 key aluminum companies accounts for 75%
of Chinese total aluminum smelting capacity.
Since the start of 2015, more and more domestic aluminum companies have implemented flexible
production plan. So far, about 4.41 million tpy aluminum smelting capacity have been closed. The 14 key
aluminum companies have promised that they will not restart up the idled capacity in future. Furthermore,
the companies will further reduce production.
According to preliminary statistics, at least 500 ktpy aluminum capacity will be shut down at the end of
December 2015, so the idled capacity will be 4.91 million tpy and the idled alumina capacity will exceed
7.00 million tpy in 2015.
Moreover, the 14 key aluminum companies have promised that they will not put newly-added aluminum
smelting capacity into production in the coming 12 months.
The production cut of domestic aluminum smelters has significantly eased surplus on domestic primary
aluminum market. The domestic aluminum stocks have dropped to about 800 ktpy at present, down from
about 1.00 million tonnes in October 2015.
The 14 key aluminum companies also reached consensus on other important issues at the meeting.
China Hongqiao Group reduces aluminum output
China Hongqiao Group (Shandong Weiqiao), Aluminum Corporation of China (Chinalco) and other
twelve large-sized aluminum companies on December 10, 2015 had a meeting in Kunming city of
Yunnan province, discussing and studying solutions to the severe market situation.
At the meeting, China Hongqiao Group announced that it will close 250 ktpy aluminum smelting
capacity in an attempt to ease the surplus and help aluminum price stabilize.
East Hope Baotou Aluminum reduces output
Inner Mongolia Vice Governor recently paid a visit to East Hope Baotou Aluminum Co., Ltd. to inspect
operation of the aluminum smelter.
East Hope Baotou Aluminum has reduced production by conducting maintenance at facilities in advance, but

it has not cut staff number and wage. The company is currently operating smoothly. It plans to expand the
capacity of captive power station and asks local government to provide more preferential policies to reduce
power cost. The company is wholly owned by East Hope Group.

Xinjiang Tianshan delays commissioning of new aluminum capacity


Xinjiang Tianshan Aluminum Co., Ltd.s previous plan was to put newly-built aluminum capacity of
200ktpy into production at the end of November 2015. The company has delayed commissioning of
newly-built aluminum capacity due to extremely low aluminum price.
The company made about 920 kt of primary aluminum in 2014. In January-November 2015, the
company produced 1.10 million tonnes of primary aluminum. It is expected that the companys primary
aluminum output will reach 1.20 million tonnes in 2015.

Domestic aluminum price to extend rally, but gain seen limited
SHFE 3-months aluminum futures contract price rebound in December due to production cut of domestic
aluminum smelters. The price is likely to continue rally but the gain will be limited next month. The
market needs SRBs stockpile and production cut to gather steam to rebound.

SHFE reported aluminum stocks slightly up


The SHFE reported aluminum stood at 296,140 tonnes on December 25, slightly up from 283,963 tonnes
at the end of November.
It is expected that the SHFE aluminum inventories will gradually decrease next month because domestic
aluminum smelters reduce output.

Production and cost


China produced 29,099,889 metric tons of primary aluminum in January-November 2015, up by 10.45%
from the same period of last year, according to data provided by CNIA.
In November alone, the output was 2,683,182 tonnes. The average daily output was 89,439 tonnes,

equivalent to an annualized rate of 32.6453 million tonnes, slightly up compared with that in October but
the growth rate continues to slow.

Alumina price remains weak
ATKASI alumina price continues to decline in December although primary aluminum price rebounds
because demand for alumina from aluminum smelters decreases and inventories of domestic alumina
producers increase. At the end of December, the quoted prices of the domestic alumina producers are:
Henan, 1,630-1,670 yuan/t, down by 190 yuan/t compared with the same time of November; Shandong,
1,640-1,680 yuan/t, down 190 yuan/t; Shanxi, 1,580-1,640 yuan/t, down 180-200 yuan/t; southwest
region (Guangxi), 1,580-1,630 yuan/t, down 150-160 yuan/t; Guizhou, 1,580-1,620 yuan/t, down 160
yuan/t; Inner Mongolia, 1,640-1,680 yuan/t, down 170-200 yuan/t. The average ATKASI price is 1,631
yuan/t on December 30, down from 1,813 yuan/t at the end of November. The average monthly ATKASI
is 1,679 yuan/t in December, down from 1,942 yuan/t in November.
Domestic alumina producers have also reduced output to stabilize alumina price, but it is hard to ease the
surplus on the alumina market, so alumina price will remain weak in the near term.

Import and Export
Bauxite imported up in November
China imported 48.780 million tonnes of bauxite in the first eleven months of 2015, a growth of 47.50%
from the same period of last year, according to data provided by the Customs.
In November alone, the import was 5.416 million tonnes and the average imported bauxite price (CIF to
Chinese port) was USD 52.42/tonne (excluding tax).

Imported bauxite price from Guinea significantly lower than other African countries
The bauxite import from Guinea totaled 160,631 tonnes in November 2015 and the price was
USD57.26/tonne (CIF to Chinese port, excluding tax). The imported bauxite price from Guinea is higher
than that from Malaysia and Australia, but lower than that from India, Brazil and Ghana.

New yuan loans up in November
China's financial institutions issued 708.9 billion yuan (110.8 billion U.S. dollars) of new loans in
November, significantly higher than that in October, according to data provided by the People's Bank of
China, the central bank.
The M2, a broad measure of money supply that covers cash in circulation and all deposits, rose 13.7%
year on year to 137.4 trillion yuan at the end of November.
The narrow measure of money supply (M1), which covers cash in circulation plus demand deposits, grew
15.7% year on year to 38.8 trillion yuan.

Real estate industry
The domestic real estate industry completed investment of 8.7702 trillion yuan with a year on year rise of
1.3% in January-November 2015 and the growth rate was 0.7 percentage points lower than that for the
first ten months of 2015 according to figures provided by the National Bureau of Statistics (NBS).

The overall floor space of housing projects under construction for all real estate enterprises was 7.23990
billion square meters in January-November 2015, a year-on-year growth of 1.8%. The growth rate was
0.5 percentage points lower than that for the first ten months of 2015. Floor space started in the period
was 1.40569 billion square meters, down 14.7% year on year, versus to a drop of 13.9% for the first ten
months of 2015. Floor space completed in the period was 724.13 million square meters, down 3.5% year
on year, versus to a decrease of 4.2% for the first ten months of 2015.
The floor space of marketable dwelling houses sold in January-November 2015 totaled 1.09253 billion
square meters, up 7.4% year on year. The growth rate was 0.2 percentage points more than that for the
first ten months 0f 2015.

In January-November 2015, the land space purchased by real estate enterprises stood at 198.94 million
square meters, down 33.1% year on year, versus to a decline of 33.8% for the first ten months of 2015.
The cost on purchasing land was 640.9 billion yuan, down 26.0% year on year, versus to a decline of
25.2% for the first ten months of 2015.
The national housing development climate index was 93.35 in November 2015, 0.01 percentage points
higher than that in October of 2015.

Auto output and sales hit record high
Automobile output amounted to 2.5442 million units in China in November 2015, a growth of 17.74%
from the same period of last year. In the nation, 2.5088 million units of automobile were sold in
November, rising 19.99%% from a year earlier. Both the monthly output and sales hit record high,
according to data provided by China Association of Automobile Manufacturing (CAAM).
In November, the output and sales volume of motorcycle in China was 1.527 million units and 1.4999
million units, respectively down by 18.41% and 18.43% from the same time of 2014.

Shandong Weiqiao: first
bauxite cargo from
Guinea arrive at Binzhou
port

The first batch of bauxite from Guinea arrived at Yantai port on


December 12, 2015, which indicate that WINNING CONSORTIUM
comprising of Singapore Wining International Group, China Hongqiao
Group Limited (Shandong Weiqiao), China Yantai Port Group and Guinea
UMS have made a success in forming a new Sea Silk Road from Kamsar
port of Guinea to Binzhou port of Chinese Shandong province.
On March 26, 2015, WINNING CONSORTIUM started construction of
an inner harbor at Boke of Guinea.
On July 20, the inner harbor was put into operation. The first batch of
bauxite was loaded to two 8,000T barges at the newly-built inner harbor.
The shipping ceremony was witnessed by Guineas President Alpha
Conde, CNIA vice chairman Wen Xianjun, Shandong Weiqiao Group vice
chairman Zhang Bo, Winning International Group chairman Sun Xiushun,
Yantai Port Group chairman Zhou Bo and other high-ranking officials of
Guinea, China and the companies.
On September 25, the vessel Winning Confidence loading with 180kt
bauxite left Guinea for China.
On November 16, the vessel Winning Confidence arrived at Yantai port
and then the bauxite cargo was transferred to Binzhou port by barges.

Chinalco Chairman Ge
Honglin visits Australia
and Indonesia to
strengthen cooperation
on development of
bauxite resource

Mr. Ge Honglin, the Board Chairman of Aluminum Corporation of


China (Chinalco), paid visits to Australia and Indonesia on November
23-27 to strengthen cooperation on development of bauxite resource in the
two nations.
The Chinalco Chairman on November 24 met with Rio Tinto Chairman
Jan du Plessis and other high-ranking officials, discussing and exchanging
viewpoints on development of Simandou iron ore project, bauxite trade,
technological innovation and joint-venture exploration. Before the
meeting, the Chinalco Chairman arrived at Weipa bauxite mine on
November 23 to make a good understanding on the bauxite mines
production, expansion plan, mining facilities, transportation and shipment.
On November 27, Mr. Ge Honglin met with Ms Retno Marsudi, the
State Enterprises Minister of Indonesia, discussing collaboration in the
aluminum industrial chain including bauxite development, alumina &
aluminum production technology and facility, etc.

Henan Yulian Group signed cooperation agreement with Russian Vi


Holding in Beijing on December 17, 2015. Mr. Zhang Hongen, the
chairman of Henan Yulian Group, Mr. Valery Krasnov, the chairman of Vi
Holding, and other high-level officials of the two companies, attended the
signing ceremony. The signing ceremony was witnessed by Chinas
Premier Li Keqiang and Russias Prime Minister Dmitry Medvedev.
Holding is an international investment and industrial group of
companies with Russian capital. The group employs an experienced
multinational team of managers and specialists. For over 20 years Vi
Holding has been specializing on developing and implementing
large-scale integrated projects in non-ferrous metallurgy, mineral mining
and processing industry, power generation, real estate and innovation. Its
total assets exceed USD6.0 billion. Since 2006, Vi Holding has invested
USD400 million in Henan Yulian Group, becoming the largest investment
project of Russian company in China.
Henan Yulian Group is a large-sized international aluminum
deeply-processing enterprise. The company commissioned an 600ktpy hot
rolling project at the end of 2013 and plans to put the 400 ktpy cold rolling
project into production in 2016. Henan Yulian Group and Vi Holding will
work together to push forward the high-precision FRPs project.

Chalco Guizhou Branch is going to put the newly-built bauxite mine


project into production at Maochang of Qingzhen city of Guizhou
province.
With total investments of 500 million yuan, Maochang bauxite mine is
capable of producing 1.00 million tonnes of bauxite per year. The service
life is 36 years.
It is the first underground bauxite mine of Chalco Guizhou Branch.
Chalcos first underground bauxite mine is in Nanchuan of
Chongqing, owned by Chalco Chongqing Alumina Co., Ltd..

Chalco Shanxi Xinghua


successfully produces
eucrystalline low-sodium
sandy alumina

Chalco Shanxi Xinghua Science & Technology Co., Ltd. (at Jiaokou
county of Shanxi province) said it has successfully produced
eucrystalline low-sodium sandy alumina, which is widely used in fine
ceramics, high temperature refractory, electrical porcelain device,
automotive spark plugs and the high alumina porcelain, wear-resisting,
electronic substrate, etc.
The company put its first aluminum hydroxide project with a capacity
of 350ktpy into production in early 2015. The next step is to build the
second 350ktpy aluminum hydroxide project and other associated
production lines of high-quality chemical-grade alumina and other
new-type aluminum-base materials with high-added value. The
investments total 1.34 billion yuan.
The company has outlined a long-term development plan: to invest
16.6 billion yuan (including that in the aluminum hydroxide project) in
the next five years and grown into one of global leading producers of
new-type aluminum-base materials with a capacity of 2.30 million tpy
including five big groups and 30 kinds products.

China Hongqiao Group
reaches agreements with
clients on daily quotation
of aluminum ingot

China Hongqiao Group (also called as Shandong Weiqiao) said it has


reached agreements with the downstream clients on daily quotation of
aluminum ingot. The quoted price of its primary aluminum ingots was
10,230 yuan/t (tax included) on December 1.
The quotation of domestic aluminum producers used to refer to the
price on Shanghai Changjiang Nonferrous Metals Spot Market and
Guangdong Nanchu Nonferrous Metals Spot Market. But the two spot
markets always follow the SHFE. Since the start of this year, the SHFE
nonferrous metals futures contracts prices have been more volatile.
Especially in recent few months, speculative funds have built large
amount of short positions on the SHFE, pushing down the prices
including copper, aluminum, lead & zinc, nickel and tin. The oversold on
the SHFE has not reflected the real market supply/demand situation.
The aluminum price of China Hongqiao reflects the market situation
in the local area and the price and is in line with the market trend
basically. The pricing is relatively independent, transparent and fair.

Inner Mongolia Holingol


sees aluminum industry
growing rapidly

The total aluminum smelting capacity of the aluminum smelters in


Holingol city of Inner Mongolia will reach 1.68 million tpy at the end of
2015, up by 500 ktpy from 2014, according to source from the local
government.
The other parts of the coal-power-aluminum industrial chain have also
grown rapidly in recent few years. In 2015, the coal-fired power capacity
increases by 1,320 MW year on year to 4,220 MW at the end of 2015. In
November of 2015, Jinlian Jinlian Aluminum Semis Co., Ltd. began to
put two new 660 MW power generation units into production.
Holingol boasts abundant coal resource. Furthermore, open-pit mining
technology can be used to develop the local coal resource and thus the
production cost of the local coal mines is relatively low. After
ore-dressing, the high-grade coal are sold to other provinces and regions
and the low-grade coal are used by near power stations including those
of local aluminum smelters.

Aluminum industrial
structure adjustment and
upgrading project to be
launched in Baotou

Aluminum Corporation of China Limited (Chalco) recently approved


construction of Inner Mongolia Huayun New Material Co., Ltds
industrial structure adjustment and upgrading project in Baotou.
Set up in Baotu city in August 2015, Inner Mongolia Huayun is a joint
between Chalco (50%) and Baotou Jiaotou Group (50%). The two

partners plan to invest about 6.0 billion yuan in building an 500tpy
aluminum smelter project and an 3350MW coal-fired power project.
Henan Jiaozuo Wanfang
mulls industrial
transformation

Jiaozuo Wanfang Aluminum Co., Ltd. said it is currently considering


industrial transformation in view of the severe overcapacity and big
losses in the domestic aluminum smelting industry.
Moreover, the government has issued a series of macro-adjusting
policies and acquisition & merger will be inevitable in the coming years.
The company has a newly-built 2300MW coal-fired power station
and coal price has kept falling, but it has slipped into the red in recent
months due to a slump in aluminum price.

Coal and Carbon Anode Block, Electric Power


China to reduce on-grid
power tariff for coal-fired
power stations

Approved by the State Council, China will reduce on-grid power tariff
for coal-fired power stations as of January 1, 2016. The reduction in the
price varies with province/regions and the average level is about 0.03
yuan/kWh in the nation.
The on-grid power tariff has been in line with coal price movement in
China since 2012. According to the policy of on-grid power tariff linking
with coal price, the on-grid power tariff should be adjusted if coal price
rises or declines by 5% or above.
The Qinhuangdao Thermal Coal Price Index was 520 yuan/t at the
start of 2015 and dropped to 372 yuan/t at the end of 2015.

China requires coal-fired


power stations to
modernize technology and
facility to meet higher
standard

The State Council, Chinas cabinet, on December 2 made a decision


that all coal-fired power stations (including the captive coal-fired power
stations of aluminum smelters) should upgrade technology and facility to
further reduce coal consumption and pollutant emission in the coming
few years.
The new standard is that the average coal consumption should be less
than 310 kg/kWh for all existing coal-fired power stations and less than
300 kg/kWh for all new coal-fired power stations by 2020 nationwide.
Of which, the coal-fired power stations in the east region and the central
region should meet the new standard by the end of 2017 and 2018,
respectively.
After the upgrading, the pollutant emission of coal-fired power station
should be lowered to the level of the existing natural gas-fired power
stations, according to the new standard.
Coal-fired power stations need to increase investments in
desulfurization equipment and other environmental protection facilities.
It is estimated that the cost will increase by 0.025 yuan/kWh.

China strengthens
management on
enterprises captive
coal-fired power stations

The National Development and Reform Commission (NDRC),


Chinas industrial policymaker and watchdog, recently issued a series of
policies on reform of electric power. One of the policies is the Guideline
on Strengthen Management on Enterprises Captive Coal-Fired Power
Stations.
Enterprises captive coal-fired power stations can reduce power cost
and play a key role in maintaining supply/demand balance in electric
power market, NDRC said in the guideline.
Enterprises have built large amount of captive coal-fired power
stations in recent years and the market share has gradually increased. It
is necessary to adopt the same policies as that for public power stations
to manage the enterprises captive coal-fired power stations, NDRC said
in the guideline.
The same policies as that for public power stations mean that:
1. The same market assess standard for any new enterprises
captive coal-fired power station project. It is necessary for enterprise
to obtain approval from relevant government departments before
construction of any captive coal-fired power station project. Any
new enterprises captive coal-fired power station project should be in
line with the relevant industrial policy. Furthermore, it is not allowed
to build any new enterprises captive coal-fired power station project
in Beijing-Tianjin-Hebei, the Yangtze River Delta and the Pearl
River Delta, etc.
2. The same technical standard for any existing and new
enterprises captive coal-fired power station project, such as the coal
consumption/kWh.
3. The same environmental protection standard for any existing
and new enterprises captive coal-fired power station project, such as
pollutants emission.
4. The same social responsibility for any existing and new
enterprises captive coal-fired power station project. Like the public
power stations, enterprises captive coal-fired power stations also
should pay the several government funds and policy funds including
the National Major Hydraulic Project Construction Funds, Rural
Power Grid Repayment Funds, Recycled Energy Development
Funds, Large-Sized Reservoir Immigrant Supporting Funds, etc.
NDRC said in the guideline requiring various local authorities of
finance to strengthen supervision on the fund payment of local
enterprises captive coal-fired power stations. NDRC said in the
guideline that it is not allowed for any local government to remove
the government funds and policy funds for any enterprises captive
coal-fired power station project.

Construction of a regional power grid project for local aluminum


smelters has been underway smoothly in Baise prefecture of Guangxi
Zhuang Autonomous Region since the project was kicked off on August
1, 2014.
The stage 1 project includes construction of five 220kv power
transmission lines: Xinshan district of Tianyang county is the start of the
five transmission lines and the end is the aluminum smelter of Shandong
Xinfa (Jingxi) Aluminum & Power Co., Ltd., the aluminum smelter of
Guangxi Suyuan Aluminum & Power Co., Ltd., the aluminum smelter of
Baise Baikuang Aluminum & Power Co., Ltd., etc. The investments in
the stage 1 project total 933.42 million yuan.
Baise prefecture includes Pingguo, Tiandong, Tianyang, Jingxi, Debao
counties and Baise city, etc. Thanks to rich bauxite resource, the
aluminum industry developed quickly before 2010 but has slowed down
in recent years due to relatively high power rate. The power rate is hard
to decrease because of monopoly of the power grid company. So, the
Government of Guangxi Zhuang Autonomous Region has outlined a
development plan to build the regional power grid in order to revive the
local aluminum smelting industry. According to the development plan of
Guangxi government, 80% of the local alumina should be processed into
primary aluminum by the aluminum smelters in Guangxi by 2025. At
present, about 80% of the local alumina are sold to the aluminum
smelters in other regions such as Gansu and Xinjiang.

Energy-saving Equipment -- Stepped Cooling Equipment for


Decomposition Tank of Alumina Refinery

NJKC-101 Air-cooling and Water-cooling Integrated Heat


Pipe Exchanger
Alumina refineries have always been adopting broad-flow stainless steel plate heat exchanger for many
years for stepped cooling of decomposition tank, with slurry pump equipped for delivering slurry into plate
heat exchanger, so as to realize cooling by heat convection with circulating cooling water. Each production
line is equipped with 6 sets.
Service rating of slurry pump is 132KW per set. Each production line is equipped with 6 sets, and the
consumption of electric energy is about 700 degrees per hour, 16800 degrees per day and 6132000 degrees per
year as per calculation of 90% load.
As traditional cooling equipment, plate heat exchanger and slurry pump consume high energy, and are
easily subjected to scab, jam and damage as well. Thus, it requires frequent maintenance and high
maintenance costs.
Through many experiments, Nanjing Kechen Energy Saving Equipment Co., Ltd has successfully
developed NJKC-101 Air-cooling and Water-cooling Integrated Heat Pipe Exchanger (title of invention:
Cooling Heat Pipe Exchanger for Alumina Refinery Decomposition Tank, patent number: ZL201110210358.3),
which is applied in production process of stepped cooling of decomposition. This new type of heat exchanger
requires no slurry pump without power loss during running. It only needs circulating cooling water with
hydraulic pressure of 0.3Pa0.4Pa, then bringing you the outstanding cooling effect, reliable operation and
zero maintenance. It is easy to conduct maintenance and the life span of this heat pipe exchanger is more than
6 to 8 years. Compared with plate heat exchanger, it can
save 100% slurry pump electric power.
As shown in figure 1, heat pipe absorbs heat by
hot arc and delivers heat to working fluid (liquid). After
working medium has absorbed heat, it will transform
into vapor in the form of boiling and evaporation. Under
the effect of differential pressure, vapor goes up to cold
side and coagulates into liquid, releasing latent heat of

vaporization. Then heat passes on to the cold fluid


(circulating cooling water) in cold side. Condensed fluid
back flows to hot side by gravity. Since the lumen of heat
pipe has been pumped to high vacuum, working fluid is rather liable to boil and evaporate. With quick starting,
high-efficient heat transport and independent work of heat pipe, the running of heat pipe has no power loss
without virtue of external power.

As shown in this figure, 210 sets of heat pipe exchangers can be installed. Installation amount is decided
according to different cooling requirement of all levels of decomposers (the installation amount for
decomposers at all levers is more than 140 pieces but less than 210 pieces).
