Abstract

This paper will explore the similarities and differences between the two articles 10 indicted for
allegedly selling bogus degrees and Feds: 3 collected million in fraudulent school scheme.
Both articles discuss corruption in our education system. The first talks about the sale of degrees
and grades by college administrators at Touro College. The second speaks about a fraud scheme
that collected millions in revenue by falsely admitting international students to fake schools.

In the article Feds: 3 collected million in fraudulent school scheme, a pay-to-stay


scheme involving Chinese and South Korean students was discussed. In a pay-to-stay scam,
immigrants who are on student visas would pay the educators to extend their visa by falsifying
records and submitting it to immigration. The article discusses a pay-to-stay scam orchestrated
by three Californian residents, Hee Sun Shin, Hyung Chan Moon and Eun Young Choi. The three
men were indicted on charges of conspiracy to commit immigration fraud, money laundering and
other immigration offenses. They collected as much as 6 million dollars in tuition for about 15
hundred students, students that never attended any classes and some that resided in other states.
The scam focuses mostly on Chinese and South Korean students who were here on student visas.
The article spoke about the impact these immigration scams have on national security.
U.S. Attorney Stephanie Yonekura is quoted as saying, Immigration fraud schemes potentially
compromise national security and cheat foreign nationals who play by the rules (Martinez &
Vercammen, 2015). The fraudulent nature of these pay-to-stay schemes are unethical. Not only is
currency being exchanged to falsify immigration documentation, but as the quote above stated
foreigners that are following the correct steps are being cheated and not gaining admission into
the states as a result of visas being illegitimately extended. The misuse of the educational system
is a serious violation of trust and is a matter that should definitely be looked into the prevent it
from occurring in the future.
In the article, 10 indicted for allegedly selling bogus degrees, we also see corruption in
the educational system. The article discussed how teachers, students and administrators of Touro
College tampered with the colleges computer system to issue fake grades and digress. Students
would pay between $3,000 and $25,000 for better or deleted grades or for completed bachelors

and masters degrees. This practice was done since 2003 and ended in 2007 when the defendants
were arrested. The perpetrators of the scam included, the colleges former director of admission,
the former director of the schools computer center, three former students of the college and three
public school teachers. Due to the involvement of Touro college administrators and students, the
scam was deemed as a betrayal of trust by individuals who were responsible to maintain the
integrity of record keeping.
The betrayal of trust by educational administrators is the common element between both
articles. In one article we saw the fraudulent act of endorsing illegal immigration activities by
school administrators and in the other we saw the exchange of currency for grades and degrees
that were not rightfully earned.
