Introduction
In the series of "The Corruption Logbooks" Partners For Transparency continues
publishing monthly reports of observing the corruption incidents , this is the sixth
published report which concentrates on observing and analyzing the legislature and
procedural developments of fighting corruption, also including all the incidents that
were addressed by different media sectors in December 2015 .
The report observed 87 corruption incident through the month with a few decrease than
the last month (November 2015), with the supply sector continuing to be on the top of
the list of the number of corruption incidents that have been revealed .
The legislature procedures for fighting corruption through December:
During December 2015, many seminars ,training workshops, and meetings were held in
some governments and ministries to emphasize the State's plans and its efforts in
fighting corruption, as well as different statements from government officials, led by the
prime minister, "Sharif Ismail", in which he stressed that the government does not
relenting the fight against corruption and activating the role of the various regulatory
agencies, also this month witnessed the President's "Abdel Fattahal-Sisi" directives for
the governorates to work to raise the rates of development and to fight corruption within
the state agencies and in particular in the localities, what has been monitored in this
regard is presented bellow: -

Friday 4th of December :

The Minister of Communication and Information Technology, Engineer Yasser ElKady, said that the ministry is working during the current period on a new project under
the name of" fighting corruption and integrating the informal economy with the formal
economy", as part of the government's efforts to confront corruption electronically and
with technological means.
the Sub Coordinating Committee for fighting Corruption organized a seminar in
Alexandria University entitled "The role of legal departments in fighting corruption," in
"Dr. Jalal El-Adwa", at the headquarters of the Faculty of Law at the University of
Alexandria.
Saturday 5th of December :
training course "the fight against financial and administrative corruption" begun
headed by Dr.Ramadan Tantawi, head of Damietta University in the framework of the
implementation of the Strategic Plan for the fighting corruption in the University2015
2017.
Sunday 6th of December :
the South Sinai Culture Branch of the canal region and cultural Sinai organized a
lecture about "the fight against corruption", headed by the researcher "Saed Hamshari",
the head of the Region, in cooperation with the Youth and Sports Directorate in South
Sinai, the lecture was entitled "Together for eliminating corruption."
Wednesday 9th of December :
the implementation committee of the national strategic plan to fight corruption in Beni
Suef held its first meeting in the Hall of the Office of the government .The Committee
discussed the main objectives of the plan, policies and steps of implementation, who
would be responsible of them ,time period, follow-up responsible ,and performance
indicator in this regard.
Thursday10th of December :
Matrouh Media Center in collaboration with the Egyptian Center for Anti-Corruption
held a preliminary meeting to prepare the first meeting of the National Anti-Corruption
Strategy, which will be held in Matrouh.

Sunday, December 19:

the culture house of Ras Sidr held an awareness cultural lecture entitled "Terrorism
and fighting corruption", the lecture discussed the phenomenon of terrorism and
corruption in terms of their definitions and types "political, financial or administrative,"
the common forms and causes that lead to its spread in the communities ,its harmful
effects on development and negatively effect on the quality of life of the citizen.
Monday, December 21:
General Salah al-Din Zeyada, the governor of Minya, witnessed the end of the
training course for members of the Accountability State Authority (ASA) of the
government, stressing on the important role played by the authority in the field of
monitoring and maintaining public money from acquisition ,steeling , or compromising
, as well as its role in the fighting corruption and in improving the performance of the
organs and institutions of the state on the financial and administrative levels, and
trapping all forms of corruption.
a seminar was held in Matrouh Media Center on ways to fight corruption after the 30th
of June revolution, in cooperation with the National Center for fighting Corruption
Thursday 24th of December :
the engineer Sherif Ismail , the Prime Minister, stressed that the government spares no
effort in fighting corruption, and works on activating the role of various regulatory
agencies, pointing out that development efforts that are being made in all sectors must
be preceded by work on fighting corruption and uprooting its roots from all sides which
can be found.
Anti-Corruption Commission held a workshop, in the Faculty of Education in the
University of Aswan, to view the overall vision of the strategic plans of the Main
Committee and how to proceed implementing it in the university.
Saturday, December 26:
through following-up the statements published by the media on the exceeding cost of
the corruption with in the state institutions which is600 billion pounds in2015, the
President Abdel Fattahal-Sisi directed the formation of a committee headed by the
President of the Administrative Control Authority and the membership of
representatives from the Ministries of Planning , Finance, Interior, and Justice and
Hisham Badawi, Deputy Chairman of ASA, to find the facts and study what came in

those statements, and the Commission should urgently prepare a report and submit it to
the President and inform the public on the results of its work in the frame work of full
transparency.
Sunday 27th of December :
General Adel Ghadban, the new governor of Port Said, stressed that President Abdel
Fattah al-Sisi directed of the new governorates during their meeting to the vital need of
declaring war on corruption to fight it, communicating with the citizens and finding an
immediate solutions to their problems and crisis management.
The new governor of Qalubia General Reda Farhat said that he is proud of the
confidence given to him by President Abdel Fattah al-Sisi and the government for
taking responsibility, and he will work hard to fight corruption, raise the rates of
development , fight high costs of living, and provide the needs of citizens during the
coming period.
General Ahmed Deef, Gharbeia Governor, stressed that he begun to work from hours
and visited the site of El-Sayed El-Badawi and he spoke with a number of citizens to
listen to their complaints, stressing that the fighting corruption will be a top priority.
Monday 28th of December :
General Tariq Nasr, the new governor of Minya, said that the President Abdel Fattah
al-Sisi , assigned him to improve the people's living standard , take care of those with
limited income and those who need initial care to reach greater transparency, integrity
and fight corruption wherever it is found.
Tuesday 29th of December:
the Anti-Corruption sub-Commission in the Faculty of Social Work at the University
of Aswan, organized a workshop to spread cultural awareness against corruption
among the staff and workers.
Wednesday 30th of December :
the Judge Mohammed Samir, a spokesman for the Administrative Prosecution, said
that the prosecutors take reports of corruption from Tv channels, talk show programs,
and websites, and are investigated, adding that the state has a real will to detect and fight
corruption.

 the South Sinai Culture Branch organized a cultural awareness lecture titled
"Developing of the awareness among young people of the seriousness of corruption"
by "Ihab Mirghani", the director of Abu Bakr al-Siddiq Language School, in the culture
house of Abu Rudeis. The lecture discussed the importance of understanding the issues
of the country by the youth, especially fighting corruption and terrorism.
Thursday 31stof December :
"Dr. Majid Elkamari" ,the President of the University of Kafr El-Sheikh, said that the
priorities of the next phase will focus on fighting corruption across the university next
to achieving the quality and accreditation.

The Previous data explains that the Ministry of Supply has obtained the largest share
among the incidents of corruption during December 2015 with 22 incident of
corruption, followed by the localities sector with 9 facts of corruption, then come the
Ministry of Health with 8 facts, followed by the Ministry of Education with 7 incidents,
followed by the Ministry of Higher Education ,the Ministry of Communications, and
the Ministry of Interior with 4 facts of each, then the Ministry of Water Resources and
Irrigation and the banking sector with 3 facts of each, and the the Ministry of Transport ,
the Ministry of Agriculture, the Ministry of Housing, the associations , the Ministry of
Petroleum, the Ministry of Youth and Sports with 2 incidents of corruption each, and
finally, the Egyptian radio and television Union, the Industrial Development Authority,
the accountability state Agency, the Ministry of Tourism, the Ministry of Social
Solidarity, public figures, the Ministry of Electricity, the Parliament, the Ministry of
Manpower, Ministry of Finance, and the private sector in the last place with only one
incident only .

The Previous data explains that the facts under investigation ranks first among the
incidents of corruption during the December 2015with 56incident, followed by the
incidents that were not investigated with 17incident, then come the incidents on trial
with 10incidentsand, finally, come the incidents that have been adjudicated which
ranked last in December with 4factsonly.

1. Accusing the President of the Suez Canal University for facilitating corruption
,wasting public money ,and practicing partisan activates within the university

administrative control authority , because of his involvement in a case of financial

7. Arresting the responsible of a gas station in Kerdasa's police station constituency
in Giza because he gathered 16 412 liters of diesel and petroleum products to sell

8. Accusations of wasting3 million of public money to create a health unit that was

9. Accusations of wasting the Egyptian Federation of Tourism funds "on the loyal"
as the head concentrated only on traveling leaving the federation to be controlled
