DISTRICT HARIPUR PROFILE


HISTORY OF DISTRICT HARIPUR
Haripur remained a subdivision of Abbottabad District till 1990 and was upgraded to the level of
district with effect from 1st July, 1991.

GEOGRAPHICAL LOCATION
The total area of District Haripur is 1,756 Square Kilometres. The geographical location of
Haripur is as follows:

POPULATION PROFILE
The total population of District Haripur exceeds 0.9 Million. The following are the major tribes inhabiting
the region: Tareen, Ghakkar, Mashwani, Gujjar, Qureshi, Awan, Tanoli and Tahir Khel.

LINGUAL PROFILE
District Haripur is multi-lingual and many languages are spoken in the region. Following are the
major languages of the district: Hindko, Urdu and Pashtu.

AFGHAN MUHAJIREEN
Around 100,000 Afghan Muhajireen also inhabit this district and are mainly concentrated in
Haripur City, Kalla Butt and Kot Najeeb Ullah.

SECTARIAN PROFILE
Majority of the population profess the Sunni faith of Islam whereas Shias are mostly restricted to
the region of Khanpur City and Saddar Area. However, sectarian harmony prevails in the district
and no incident of violence has been reported for the District.

EDUCATIONAL PROFILE
There are numerous Educational Institutions in the district catering for its educational
requirements. The following are the prominent institutions:

PROMINENT PLACES/TOURIST ATTRACTIONS


Tarbela Dam and Khanpur Dam are located in district Haripur as a result of which visitors
frequent this district throughout the year. Mostly river Indus runs on one side if the district.
Highways include Haripur to Hasanabdal, Haripur to Abbottabad, Ghazi Hattian Road, Haripur
Taxila Road via Khanpur, Haripur Taxilla via Najeebullah. Railway line running through the
district runs from Rawalpindi via Taxilla to Havelian.
Important and Historical Places include Central Jail, New Sabzi Mandi, DHQ Haripur, Haripur
Fort, Julian Mount of Taxila Ruins.

POLICE PROFILE
The total Police strength available in the district is 829, out of which 93 are engaged on
investigation work and remaining 736 is on operation duty. The ratio of Police to Population
comes up to 1 constable to 1085 inhabitants which judged by all standards is extremely
insufficient as according to Police Rules 1934, it should be one constable for 500 inhabitants.
Administratively, the district has been subdivided into 4 subdivisions each headed by a Deputy
Superintendent of Police. There are 10 PS in the District and their subdivision wise distribution
shows that Police Stations Kot Najeebullah, Hattar and Khanpur function under the control of
SDPO Khanpur; Police Stations Saddar, Khalla Butt and Bheer have been placed under the
SDPO Saddar, PS City and Sarai Saleh have been places under the control of SDPO HQS
whereas the remaining two PS Ghazi and Amazai have been placed under SDPO Ghazi.

AIMS AND OBJECTIVES OF THE POLICING PLAN

The Annual Policing Plan will have the following aims and objectives:

To provide a better sense of safety & security to the general public of Haripur.
To ensure prompt registration of First Information Reports and arrest of all criminals.
To enhance the prevention of crime & qualitative detection of cases.
To ensure a better and qualitative service delivery to the people of Haripur.
To preserve public order, prevent crimes & combat terrorism.
To ensure a prompt and effective response to public distress calls.
To enhance and strengthen the public-police relationship.
To assist the general members of the public, irrespective of their age, sex, caste, political

affiliations, religion or ethnicity.

LEGAL FOUNDATIONS OF THE ANNUAL POLICING PLAN 2015

Article 32 of the Police Order 2002 provides for the Head of District Police to prepare an Annual Policing
Plan after consultation with the District Nazim. The Annual Policing Plan shall throw light on the
following aspects:

The Mechanism for achieving such targets.
The Financial resources likely to be available at the disposal of Police during the year.

Copies of this Annual Policing Plan, after its subsequent approval by the District Public Safety
Commission (DPSC) Haripur, have been distribution to the Zila Nazim Haripur, Haripur District Public
Safety Commission, Provincial Police Officer (PPO) KPK, Regional Police Officer (RPO) Hazara
Division, National Public Safety Commission and the Federal Government.
The District Police Officer shall submit a report regarding policing in Haripur District to the DPSC
Haripur at the end of August 2015 highlighting the state of implementation of the adopted Annual
Policing Plan and any achievements or otherwise of the targets set therein.

NEEDS OF THE COMMUNITY

Any policing plan needs pragmatically reflect the expectations and aspirations of the public in order to
succeed. Policing is known to be effective only when it is carried out while keeping in view the concerns
of the community involved. Therefore a close cooperation and linkage between the general public and
police shall afford the police a fair idea of the public expectations from the Haripur Police.

In this regard, Haripur Police arranged various meetings with the different segments of the society
including: notables, professionals, journalists, intellectuals, lawyers, traders, transporters, religious
leaders, students, teachers, and politicians etc. in order to ascertain and identify the needs of the
community.

A series of detailed discussions revealed the following pressing needs of the community:

1. Prompt registration of First Information Reports and the subsequent arrest of criminals
involved.
2. Prompt response by the Haripur Police to public distress calls and complaints.
3. Preservation of public peace and tranquility and ensuring the safety of the citizens of
Haripur.
4. Conducting a meaningful patrolling in order to combat crime.
5. Ensuring a culture of transparency and decent behavior by the Haripur police with the
citizens of Haripur.
6. Conducting impartial investigation of cases.
7. Adoption of effective strategies to prevent and detect crimes and to combat terrorism
8. Enhancing the public-police cooperation.

A REVIEW OF THE STATE OF POLICING IN HARIPUR DISTRICT


(2010-2015)
Murder:
Crime under this head reported a mixed trend. In the year 2010, 77 cases were registered which increased
to 82 in the year 2011. It remained 82 for 2012 and reported a downward trend for 2013 with 75 cases and
subsequently 54 cases for the year 2014.

Attempted Murder
Crime under this head reported a mixed trend. In the year 2010, 91 cases were reported were reported. 90
cases were reported for the year 2011, 91 for 2012 and remarkably decreased to 68 in 2013. For the year
2014, this figure stood at 79 cases.

Hurt
230 cases were reported in the year 2010 which decreased to 227 in 2011. This decreasing trend
continued for 2012 whereby 223 cases were reported resulting in a further reduction to 178 cases in 2013.
For 2014, crime under this head stood at 181 cases. It is to be noted that crime under this head has shown
a constant decreased for the 5 year period under consideration.

Kidnapping
In 2010, 16 cases were registered for this category which decreased to 13 cases in 2011. In 2012, 9 such
cases were reported and further reduced to 5 in the year 2013. However, with a slight increase, in the year
2014, 8 cases were reported under this head. However, crime under this head has reported a decreasing
trend over the period under consideration.

Abduction
Crime under this head has reported a mixed trend. In 2010, 42 cases were reported and 43 for the year
2011. However, in 2012 this figure decreased to 36 before reporting 42 and 47 for the years 2013 and
2014 respectively.

Assault on Police
A normal fluctuation is observed for the crime under this head since 11 cases were reported for the year
2010, 9 for 2011, 6 for 2012. The figure rose slightly to 10 in 2013 before decreasing to 8 cases in 2014.

Assault on others
11 such cases were reported in 2010 while 10 were reported for 2011. It reported a sharp reduction for the
year 2012 whereby 5 cases were reported. This decreasing trend has continued for the past two years
where 1 case was reported for 2013 and 2 for 2014.

Abduction
Crime under this head has reported a normal fluctuation for the past 5 years. 42 cases were reported for
2010 and then registered a slight increase to 43 in 2011. However for the period 2012 and 2013 it
registered a declining trend and 37 and 42 cases were reported. It stood at 48 cases in 2014.

Extortion
There are no figures for the years prior to 2014. In 2014, only 2 such cases were reported.

Dacoity
7 such cases were reported for the year 2010 which registered a sharp reduction to 1 in 2011 and 2 in
2012. 2 cases were registered for 2013 before coming to a figure of zero for the year 2014. Thus, crime
under this head has registered a decline over the past years.

Burglary
In 2010, 21 cases were registered under this head which saw almost 50% reduction for the year 2011
when only 11 cases were registered in the district. For the year 2012, 20 such cases were reported. 19
cases were registered in 2013 before a drastic reduction to 9 cases in 2014.

Theft u/s 382


In the year 2010, 49 cases were reported and then increased to 65 for the year 2011. It reached the highest
number of cases in 2012 when 78 such cases were reported in the district. However, for the year 2013 and
2014 only 65 and 64 such cases were reported.

Motor Vehicle Theft


The crime under this head reported more or less a normal fluctuation. 14 cases were reported under this
head for the year 2010 and 11 in 2011. However it rose to 20 in 2012 and remained constant at 19

throughout 2013. However, drastic reduction was reported in 2014 when only 9 cases were registered
under this head throughout the district.

Fatal Accidents
51 cases were reported in 2010, 58 in 2011 and 62 in 2012. However, the figures reached to 71 in 2013
before registering a reduction to 58 cases in 2014.

Non-Fatal Accidents
In 2010, 149 cases were reported under this head which decreased to 111 in 2011 and increased to 124 in
2012 and again decreased to 118 in 2013 and slightly increased to 124 cases in 2014. Crime under this
head has shown normal fluctuations of increase and decrease.

Cases U/S 279/336 PPC


In 2010, 381 cases were reported under this head which increased to 432 in 2011 and further increased to
559 in 2012 and again decreased to 548 in 2013 and rose to 672 cases in 2014. Crime under this head has
shown normal fluctuations of increase and decrease.

Cases under PHO


In 2010, 1161 cases were reported under this head which increased to 1618 in 2011 and decreased to 1534
in 2012 and again increased to 1618 in 2013 and slightly increased to 1754 cases in 2014. Crime under
this head has shown normal fluctuations of increase and decrease.

Cases under Arms Ordinance


In 2010, 792 cases were reported under this head which increased to 962 in 2011 and further increased to
1032 in 2012 and again increased to 1199 in 2013 and slightly decreased to 867 cases in 2014. Crime
under this head has shown normal fluctuations of increase and decrease.

TO SET TARGET IS A DIFFICULT EXERCISE. IF WE COMPARE THE CRIME OF THE
PRECEEDING TWO YEARS, WE ARE LIKELY TO GET DISTORTED PICTURE OWING TO
OCCASIONAL PHENOMENAL INCREASE AND INEXPLICABLE DECREASE UNDER SOME
HEADS OF CRIME. TARGETS SET IN SUCH AN EVENTUALITY WILL BE UNREALISTIC AS
THESE WILL BE BASED PRIMARILY ON FREAKISH INCREASE/DECREASE IN CRIME. WITH
A VIEW TO DEVISING A PRAGMATIC FORMULA AVERAGE OF THE PREVIOUS FIVE YEARLY
CRIME FIGURES UNDER EACH HEAD HAS BEEN ADOPTED AS THE REPRESENTATIVE
FIGURE AS PHENOMENAL INCREASE AND INEXPLICABLE DECREASE IN SOME YEARS
WILL GET MERGED IN THESE FIGURES OF CRIME TO REPRESENT A PRAGMATIC FIGURE.
