Introduction to ISO 15156a maintenance activities

This site is intended to provide a record of the activities of the ISO 15156
Maintenance Panel (MP) and the NACE Technology Group TG 299 (the
Oversight Committee (OSC) for the MP).
The site is for the use of the members of the MP, the members of the OSC
and the members of ISO/TC 67/WG 7, Corrosion resistant materials. It also
enables members of the public to keep up-to-date with developments with ISO
15156-1,b -2,c and -3.d
The documents on the site and their contents can be seen by members of the
MP, of the OSC, and of WG 7. The access to discussion groups is restricted
to the members of the group involved. Access is given to the public to this
document and any others that represent the latest published outcomes of the
activities of the MP, the OSC, and WG 7.
The planned activities of the MP and the OSC are set out in
Annex A The Interpretation and Maintenance of ISO 15156
and
Annex B NACE Interpretations and Maintenance of ISO 15156
Requests for interpretation or proposals for amendment may be sent directly
to Linda Goldberg at NACE (Linda.Goldberg@mail.nace.org), who will act as
focal point for the Maintenance Panel, to the WG 7 Secretariat at DIN
(helmut.wolff@din.de), or to your ISO National Body who will ensure that such
requests are forwarded to the ISO 15156 Maintenance Panel.
Proposals for amendment shall be made using the proposal form shown in
Annex C.

The Interpretation and Maintenance of ISO 15156


Introduction
This document extends for use by ISO/TC 67/WG 7 the ISO/TC 67 interpretation
process1 and the ISO/TC 67 maintenance process2. It should be read in conjunction with
these documents.
ISO/TC 67/WG 7 (Materials for use in H2S containing environments in oil and gas
production) remains responsible, after its publication, for the interpretation and maintenance
of ISO 15156, "Petroleum and natural gas industriesMaterials for use in H2S containing
environments in oil and gas production".
With the agreement of ISO/TC 67/WG 7, NACE Specific Technology Group (STG) 32
(Oil and Gas ProductionMetallurgy) will take this responsibility for the interpretation and
maintenance of ISO 15156 on behalf of WG 7 and the industry3. They have established the
ISO Maintenance Panel (MP) and Oversight Committee (OSC) to carry out this work.
The tasks of the Maintenance Panel include those described in Appendix 1 and
Figure 1 shows the groups, including the Maintenance Panel, involved with the management
of changes to ISO 15156 and their formal lines of communication.
This document has been developed and approved by ISO/TC 67/WG 7 and will be
available from the ISO/TC 67 Secretariat for users wishing to ask for interpretation of or
propose amendments to ISO 15156.
The handling of questions of interpretation and proposals for change

All questions of interpretation of, and proposals for change to, ISO 15156 should
normally be submitted to the MP. They may also be submitted to the MP through the
Secretariat of WG 7 at DIN via the user's National Standards Body and the TC 67 Secretariat
at API. The MP will register all requests sent to it for consideration.
Questions of interpretation will be answered by the MP. Any proposals for change or
disputed interpretations will be submitted by the MP to the OSC that will provide an
international peer group review.
Compilations of responses from the Panel that could lead to changes to ISO 15156
will result in formal proposals to ISO/TC 67 via WG 7 and ISO/TC 67 for a vote of the
appropriate National Standards Bodies. Such proposals will be submitted to ISO when
deemed appropriate by the MP or OSC.
Other activities of the Maintenance Panel
To support their work and the industry, the ISO 15156 Maintenance Panel will
establish a database of laboratory test and field data on the performance of materials in H2S
containing environments. Any submissions of data to the Maintenance Panel, that the
Maintenance Panel consider are valid but that should not lead to an (early) change to ISO
15156, will, nevertheless, be included in the database. Regular updates of this database will
be published by the Maintenance Panel through NACE.
The Maintenance Panel will publish an annual report of its activities through NACE
and will submit all records of all tasks to NACE for retention

Appendix 1:
The objectives and tasks of the Maintenance Panel
The Maintenance Panel shall encourage users of ISO 15156 to:
Notify the Maintenance Panel of errors and omissions in, problems with interpretation of, and
recommendations for improvement of ISO 15156.
Submit to the Maintenance Panel for review documented laboratory test results for materials with
respect to their resistance to one or more of SSC, SCC, HIC, SOHIC, SZC, and GHSC.
Submit to the Maintenance Panel for review documented evidence of field experience, including
field failures, with materials in sour service.
NOTE: Submissions of test results and documented field experience must comply with the
requirements of ISO 15156-1.
The Maintenance Panel shall:
Prepare responses to questions of interpretation.
Prepare for submission to ISO/TC 67, on behalf of WG 7, proposals for Corrigenda.
Prepare proposals for Amendments to ISO 15156. Such Amendments can include:
Amendments to the text of the Standard to improve document clarity
Amendments to the materials selection tables of ISO 15156-2 or
ISO 15156-3.
Amendments to the Standard to reflect improvements suggested by users
Amendments to the Standard, proposed proactively by the Maintenance Panel, to reflect
technological advances and the changing needs of the industry.
Prepare for submission to ISO/TC 67 proposals for the publication of revisions to ISO 15156.
Add validated information on laboratory test data and field experience data to the Maintenance
Panel data base of test and field results.
Advise on the development and use of educational materials to support the introduction of ISO
15156.
Actively promote the acceptance of ISO 15156 as the preferred worldwide International Standard
for metallic materials for use in H2S-containing production environment.

NACE Interpretations and Maintenance of ISO 15156


NACE STG 32, with the agreement and cooperation of ISO/TC 67/WG 7, has established a
Maintenance Panel and an ISO Oversight Committee (TG 299) for the interpretation and
maintenance of ISO 15156. 5

Objectives and Tasks for the Maintenance Panel and the ISO Oversight Committee (TG 299)
These objectives and tasks guide the Maintenance Panel and the ISO Oversight Committee (TG 299) (See
also Reference 1, Appendix 1).
1.1
The Maintenance Panel and users of ISO 15156
The Maintenance Panel shall encourage users of ISO 15156 to:
1.1.1 Submit to the Maintenance Panel documented laboratory test results for materials with
respect to their resistance to one or more of SSC, SCC, HIC, SOHIC, SZC, and galvanically induced
HSC.
1.1.2 Submit to the Maintenance Panel documented evidence of field experience, including field
failures, with materials in sour service.
NOTE 1: Submissions of test results and documented field experience must comply with the
requirements of ISO 15156-1.
1.1.3 Notify the Maintenance Panel of errors in, problems with interpretation of, and
recommendations for improvement of ISO 15156.
1.1.4 Advise on the development and use of educational materials to support the introduction of
ISO 15156.
1.1.5 Actively promote the acceptance of ISO 15156 as the preferred worldwide standard for
metallic materials for use in the H2S-containing production environments.
1.2
Tasks for the Maintenance Panel and the ISO Oversight Committee (TG 299)
These tasks shall be completed by the Maintenance Panel and the ISO Oversight Committee as defined
by Table 1 and using the processes outlined in the attached Tables 2 and 3.
2.

Management of the Updating Process


2.1 Membership and officers of the Maintenance Panel
2.1.1 Maintenance Panel members must show corporate (or sponsor) support for Maintenance
Panel travel and time commitments.
2.1.2 Representation of the 15 Maintenance Panel members shall include approximately an equal
number of users and manufacturers/service companies, and may also include consultants.
2.1.2.1 Manufacturers are defined as those who manufacture or produce, or sell a material,
product, system, or service addressed in the Standard.
2.1.2.2 Service companies are defined as those who provide services related to the scope of
the proposed document or revision.

2.1.2.3 Users are defined as those who purchase or use materials, products, systems, or
services addressed in the proposed document or revision, provided that they could not be
classified as manufacturers. Integrated service companies may apply to the ISO Oversight
Committee (TG 299) to be classified as users.
2.1.2.4 Consultants are defined as those who provide services or advice to any companies,
either manufacturers or users, on an intermittent basis, and who have a general interest in
the topics covered in ISO 15156. Consultants may also be researchers and/or authors of
publications on the topics covered in the ISO 15156.
2.1.2.5 NACE membership is not required for members of the Maintenance Panel.
2.1.3

Membership shall represent the international oil industry as closely as possible.

2.1.4 The Maintenance Panel should have a maximum of 15 members with reasonably equal
representation from North America and Europe with at least two members from elsewhere in the
world.
2.1.5 The first chair of the Maintenance Panel shall be nominated by the officers of TG 081 and
appointed by the Technology Coordinator. The Maintenance Panel shall elect a vice chair and a
secretary. The vice chair may succeed the chair, and may apply for an additional two years of
membership. The chairs of the Maintenance Panel and the ISO Oversight Committee (TG 299) shall
then select successive chairs for the Maintenance Panel.
2.1.5.1 The term for each office shall be a maximum of two years.
2.1.5.2 Maintenance Panel officers may serve for a maximum of four years on the
Maintenance Panel.
2.1.6 Each member shall serve for a two year period. An appropriate rotation schedule shall be
developed by the Maintenance Panel to meet the membership requirements. The schedule shall be
approved by the chair of the ISO Oversight Committee (TG 299).
2.1.7 The membership of this Maintenance Panel shall be selected for their expertise in the
technological areas covered by the Standard and their willingness to devote the necessary time to
participate on the Maintenance Panel.
2.1.8 Maintenance Panel members shall be appointed by the Maintenance Panel chair in
consultation with the ISO/TC 67/WG 7 chair and ISO 0versight Committee (TG 299) chair.
2.1.9 Upon annual review, the chair Of the Maintenance Panel may remove members of the
Maintenance Panel if they do not participate in at least 75% of the tasks required of the Maintenance
Panel.
2.2 Membership of ISO Oversight Committee (TG 299)
2.2.1 The members of the ISO Oversight Committee (TG 299) shall represent the international oil
industry as closely as possible. Representation from the U.S. and Europe should be roughly equal.
2.2.2

Members must be NACE members.

There shall be a total of 30 to 50 members

2.2.3

There shall be at least 1/3 users.

2.2.4

Members may serve for a maximum of five years.

2.2.5 The chair shall serve for a maximum of two years and shall rotate among the different
countries represented on ISO/TC 67. A chair may not follow a previous chair from the same country.
2.2.6

The chair, vice chair, and secretary shall be appointed by the NACE Technology Coordinator
responsible for ISO Oversight Committee (TG 299) in conjunction with the chair of ISO/TC
67.

2.2.7

Upon annual review, the chair of the ISO Oversight Committee (TG 299) may remove
members of the ISO Oversight Committee (TG 299) if they do not participate in at least 75%
of the tasks required of the ISO Oversight Committee (TG 299).

2.3 Meeting Frequency for the ISO Maintenance Panel (TG 299)
2.3.1 The committee activities shall be conducted, as much as possible, by electronic methods (email or Web site) to minimize travel.
2.3.2 Formal meetings shall be scheduled with established industry meetings that the committee
members would normally attend, e.g., NACE or EUROCORR. The frequency of the formal meetings
shall be based on committee activity and requirements.
2.3.3 Small drafting groups should be established on a short-term basis for specific concerns or
activities.
2.4 Preparation, Review, and Publication of Maintenance Panel Documents
The processes for the preparation, review and publication of maintenance panel documents shall conform
to Table 3. Addition requirements for these processes are:
2.4.1 NACE shall send ballots to the ISO Oversight Committee (TG 299) by letter or by e-mail. After
the deadlines given in Table 3 the ballot shall be closed out.
2.4.2 Three types of votes shall be allowed:
(1)
affirmative;
(2)
negative; and
(3)
abstaining.
2.4.3
Affirmative votes may note perceived editorial errors and their corrections.
2.4.4
Negative votes must include a written comment (relevant to the portion of the ISO 15156
document being balloted), including a technical explanation and justification. The negative must
include a suggested revision or action that would serve to resolve the negative.
2.4.5
Abstaining votes should be cast by those who do not feel qualified or do not have the time to
carefully review the ballot item. Abstaining votes may note perceived editorial errors and their
corrections.

Annex C

NACE MR0175/ISO 15156 Proposal for Change


The guidelines and specific requirements in this standard are based on satisfactory field experience
and/or laboratory data. Revisions will be made to the standard after completion of laboratory or field
tests performed and successful balloting in accordance with the requirements given in the
(1)
document NACE Interpretations and Maintenance of ISO 15156.
Requests for revision of this standard should be made in writing to the Maintenance Panel via
NACE Headquarters. Requests may also be submitted to the Secretariat of WG 7 at DIN via the
user's National Standards Body and the TC 67 Secretariat at API.(2) These requests shall state
the specific changes proposed, supported by appropriate documentation.
Documentation must make reference to the relevant sub-clauses of NACE MR0175/ISO 15156.
For both field experience and laboratory testing of materials, documentation shall meet the
requirements of ISO 15156-1, Clause 9.
Whenever possible the description of the material used shall include its UNS number.
New materials and/or new processes that are associated with specific material(s) may be balloted in
accordance with the format used in ISO 15156-2 or in ISO 15156-3.
After review, changes proposed by the Maintenance Panel will be voted on by NACE Task Group
299, then forwarded to ISO/TC67/WG7 for submittal to ISO/TC 67 for the vote of the ISO National
Bodies.
