INTRODUCTION

This Engineering Technical Specification (ETS) covers the additional design requirements to
DEP 31.38.01.11 - Gen. (Piping General Requirements - Jan 1998).
1.0

SCOPE

Modifications and additions to DEP 31.38.01.11 - Gen. are listed in Section 2.0.
An introduction to The EC Pressure Equipment Directive 97/23/EC (Directive) /
Regulations 1999 (PED) and the influence on ETS 608 is discussed in section 3.0
2.0

TECHNICAL SPECIFICATION

2.1

Section 3.5 Expansion, Contraction and Supporting


Flexibility in piping systems shall be provided by the use of loops and/or-off sets
as far as is practicable. If sufficient flexibility cannot be obtained by the above
methods then Shell must be advised before proceeding on other alternatives.
Bellows type expansion joints must not be used without Shell's specific consent.
The position of supports must ensure that the stresses imposed by a branch and
its fittings on the weld connection to the main line are not excessive. Physically
orient the nameplate of any piping supports for ease of reading from
platform and walkways.

2.2

Section 3.9 Small Bore Piping


For drains avoid introducing eccentric loads by carefully planning the
position of valves and thereby minimize the potential risk of vibration
fatigue failure.

Section 3.13 Drain and Vent Connections


Pressure test vent and drain connections utilized for process vent & drains do
not require to be fitted with valves unless deemed necessary for operational
purposes.
Vent and drain arrangements shall be in accordance with the figures
relevant to the piping class.

Section 3.20 Thermal Expansion Relief Valves (TERVs)


Refer to ETS 604

Section 4.6 Relief Systems


Where block valves are fitted upstream and downstream of relief valves they
shall be fitted with chains and padlocks unless otherwise specified by Shell.
RV outlet lines on steam RVs which are not self draining should be fitted with a
20ns (minimum dia) drain connection at the low point. This drain connection
shall be piped to a suitable discharge point and shall be self draining.

2.6

Section 8.1 Piping Components - General


Where a valve forms the break between piping classes of differing pressure
rating, the valve must be flanged and rated for the higher pressure rating.

2.7

Section 8.3.1.1 Metallic Piping


Socket weld joints are only acceptable for valves, strainers and steam traps in
sizes of 40 NS and smaller in steam tracing or instrument air service.

Section 8.4.1 Pipe Bending


The forming and installation of pipe bends in carbon steel piping shall be in
accordance with the relevant piping class and ETS 602 (Section 7.6 referring to
DEP 31.38.01.31-Gen section 2.3).

Section 8.4.2 Mitre Bends


Mitre bends shall not be used without the approval of Shell.

2.10

Section 8.6 Flanges, Spectacle Blinds, Spade-Type Blinds, etc.


Facility must be provided to isolate all equipment for inspection and/or
hydrotest. Maintain clear space to provide sufficient room for handling and
rotating spectacle blinds.
Equipment that personnel can enter must be capable of complete positive
isolation i.e., valuing is not adequate protection.
During maintenance shutdowns it must be possible to isolate columns separately
from their related equipment. Isolation must be done as close as possible to the
columns.
Where isolation by spading of equipment is required for maintenance purposes,
the piping connected to that equipment shall be flexible enough to allow the
installation of these spades. If this is not possible then spectacle blinds must be
provided.
Large diameter, special case spacers and spades, outside the range of
standard drawings S38.042 and S38.043 require handles in accordance with
above standard drawings. Identity markings on the handles shall include all
the relevant design data and associated details in accordance with above
standard drawings.

Section 8.7.2.2 Stop Flow, Main or Block Valves


Butterfly valves are not to be used as main or block valves unless otherwise
specified by Shell.

The EC Pressure Equipment Directive 97/23/EC (Directive) / Regulations


1999 (PED)
The regulations apply to the design, manufacture and conformity
assessment of pressure equipment (piping) and assemblies of pressure
equipment with a maximum allowable pressure greater than 0.5 bar.
Piping includes a pipe or system of pipes, pipe fittings, tubing, expansion
joints, hoses or other pressure bearing components as appropriate.
The impact of the directive on pipework-general requirements is minimal
and this revision of ETS 608 is compliant in the relevant areas. There are
some sections of the directive that are implied or indirectly cited in DEP
31.38.01-11-Gen these sections have not been referenced or incorporated
into ETS 608 for this revision. The subject DEP references ASME B31.3 for
design, fabrication, erection, inspection and testing and in general this
design code satisfies the essential safety requirements of the directive. In
areas were B31.3 fails to fully address or is outside the scope of the code
there are currently other ETS/WI documents pertaining to pipework design
to help bridge the gap.
ETS 608/DEP 31.38.01.11-Gen satisfies standard engineering practice
conformity assessment. Modules A1 and G conformity assessment are not
covered fully in accordance with the directive, in these areas the relevant
sections are addressed in other documents.
