qualifyforanewSEposition.
ThismonthsmembershipmeetinghasbeenpostponedfromJuly15th
toJuly22ndtoallowforthereturnofthe30orsomemberswhoare
attendingtheInternationalSymposiuminSeattle,WA.Themeetingwill
featureaMeettheBoardofDirectorspaneldiscussion.Thisisin
anticipationofourfallelectionsandwill,atminimum,addressthe
challengesfacingthechapteraswemoveforwardinto2016.Tosetthe
toneforthisevent,Icansharewithyoutheresultsofourlatestsurvey
thatshowsincreaseddemandforourtrainingofferingsandlittleinterest
inrunningforchapteroffices.Thisisagreatopportunitytohelpshape
ourfuturebylistening,learningandparticipatinghopefullyinthatorder.
The2015ElectionsfortheBoardofDirectors(BOD)willbeheldin
SeptemberandthecallfornominationsisopenuntilAugust30,2015.
Thisyear,wewillvotetofilltheprogramsandmembershipchairsas
wellasthenewpresidentelect.Tovolunteerorrecommenda

attheJulyMembershipmeeting.Wecontinuetodowell,ifsomewhat
behindschedule,andIwanttoremindthemembershiptoattendand
reviewourreportcardonhowtheBODisexecutingtheChapters
financialprogram.Thisisaonetimeeventaswedonotpublishor
releaseourauditresults.Anotherimportantareaismembership.

trendofourretentionandnewmemberstatistics.Weknowthatother
chaptersarehavingdifficultiesmaintainingtheirmembershipsbutour
chapterlastyearhadmorenewmembersthandepartures(ornon

Connectsitethatshowed348membersintheChesapeakeChapter.

weseehowthenumbertrendsoverseveralmonths.
Numbersrepresentonlythemeasurementsideofmanagingour
membership.Whatarewecurrentlydoingaboutretainingandattracting
newmembers?Theanswerisintwoparts.First,whenitcomesto
retention,Ipersonallybelievethattheprimarymethodofretaining
membersistoprovideprofessionaltrainingandaforumforexpanding
professionalpresenceandperhapsleadershipopportunitiesinthe
engineeringcommunity.Thesecondpartisoureffortstobringinnew
members:Here,theBODasateamcarefullyupdatestheChapter
TriFoldeachyeartoprovidethebestpossiblerecruitingtool.We
believethishandoutdescribesourchapter,itsgoals,purposeand
programs.Ifwecouldonlygettheseintothehandsofpotential
membersallwouldbewell.Eachyear,however,itappearsasifour
membersconsiderdistributingTrifoldsassomebodyelsesbusiness.I
frequentlynoticethatmanyTrifoldsareleftbehindafteraneventand
endupbeingdepositedintothegarbageoftenbyourownmembers.
IaskallofyoutothinktwicebeforeabandoningtheTrifoldasour
recruitingmedium.Handingabrochuretoacolleagueisabsolutelythe
leastthatyoucandotopromoteourchapterandthepracticeof
systemsengineering.Certainlywedomorebymanningboothsat
conferences,speakingengagementstootherengineeringsocietiesand
soon,but,theseopportunitiescannothaveasignificantimpactgiven
theveryfewindividualsthatareavailableorwillingtosupportthese
opportunities.
Icouldgetintotheimpactofdecliningmembershiponourservicesbut
withtheincreasedawarenessandcooperationofourcurrentmembers,
Ibelievethatwecanavoidoratleastdelaythecontractionthatappears
tobeaffectingINCOSEInternationalatlarge.

Thishasbeenalongmissivebutitcoversonlythehighlightsofwhatwe
aredoing.Itsallverycomplicatedevenforsystemsengineers.Please
makeacommitmenttoattendourJuly22ndmeetingandhelpplanour

alsoknowsthattheSEPwillnotpushhardininappropriateplaces,like
abullinachinashop.ASEPisclearaboutwhatitmeanstobe
empowered,andhowthatpowershouldbeexercised.

SystemsEngineeringProfessionalsgetthejobdonebecausethey
focusonoutcome,notprocess.
Theprogrammanagerandothermembersoftheleadershipteamknow
thatwhenproblemsarise,SEPswillnotretreatintostrictcompliance
withchecklists,orseethemeredeliveryofdocumentsasameasureof
success.AsSEPs,theyknowthattheycanstepoutoftheprocessrole
andtacklethelargerproblemsuchasunexpectedtechnologyissues,
flawsinacquisitionstrategy,orcontradictorypolicies.
SystemsEngineeringProfessionalsarecollaborative,not
competitive.
Theyrecognizethatprogramsuccessisrelevanttotheprogram
manageraswellasthesystemsengineer,andcannotbeachieved
withoutanequalcontributionfromboth.Collaborationmeansworking
togetherwithothersevenstakeholdersfromfirmsthatnormallyare
viewedasthecompetition.TheSEPknowshowtofacilitatethedelicate
negotiationsbetweenprogramparticipantsthatdeterminethesuccess
orfailureofaproject.
SystemsEngineeringProfessionalscansolveproblemsbecause
theyunderstandthenuancesandcomplexinterrelationships
inherentinagivensituation.
Somesystemsengineerstendtoseeproblemsthroughonlyonelens,
suchasatechnicalperspective.Membersoftheleadershipteamknow
thattheSEPhastheabilitytoviewproblemsthoughmultiplelenses
simultaneouslytosee,forexample,howwhatoutwardlylookslikea
mechanicalengineeringproblemmightberelatedtootherissuessuch
astraining,policy,doctrineandorganizationalculture.TheSEPalso
fullyconsiderstheperspectivesoftheprogrammanagerandtheother
membersoftheleadershipteam,sothatthesolutionworksonall
levels.Eachofthesecomplexitiesandnuancesmustbeunderstood
andfullyintegrated,andtheleadershipteamknowsthattheSEPcan
andwilltaketheleadinresolvingproblems.
SystemsEngineeringProfessionalsgetthejobdonebecausethey
embraceresponsibility.
Whenproblemsarise,itisoftennotclearwhohastheresponsibilityto
solvethem,makingiteasytostandaside.Programmanagersandother
membersoftheleadershipteamknowthattheSEP,ratherthansaying

fixitornot,butImgoingtostepinandtry.Theleadershipteamis
confidentthattheSEPwillsay,Itismyresponsibility.Itismyjob.
SystemsEngineeringProfessionalssolveproblemsbecausetheir
skillsandknowledgearebothdeepandbroad.
Somesystemsengineersmaybereluctanttoconfrontaproblem,
fearingtheywillbeunabletoworkwithotherswhohavemore
knowledgeandexperienceinaparticulararea.ButevenifSEPslack
certainexpertise,theyareabletoaskthequestionsthatuncoverthe
fundamentalnatureoftheproblem.Whendealingwithothersona

AlthoughsomeSEPsmaynotfeelconfidentthattheycanmeetallof
theseexpectations,theyneedtoknowthatthisishowtheyare
perceivedandtheyshoulduseeveryopportunitytofullydevelopeach
capabilityIvesharedabove.INCOSEstronglybelievesthatcertification
carrieswithitanexceptionallyhighstandardofperformance.ASEP
shouldbeseenasthekindofindividualwhocanbecountedontoget
thejobdone,andwhowillmeetwhateverchallengecomestheirwayto
maketheprojectasuccess.Programmanagersandothermembersof
theleadershipteamandINCOSEexpectnothingless.

IhavealwaysfeltthatsomeINCOSEdescriptionssurroundingthe
originsofsystemsengineering(SE)wereincompleteandtherewas
moretosayonthesubject.Attributingsystemsthinkingtoancient
engineeringachievementsisfinebuttherelevanthistoricalrecorddoes
not,asnotasfarasIamabletolearn,haveanymentionofabranchof
learning,adisciplineoradivisionofengineeringeffortconcerned
uniquelywiththeSEprocessesasweknowthemtoday.Aswegetinto
recenthistory,however,wedofinddocumentedevidenceofmodernSE
practicesdatingbacktoatleast1948.
Oneexamplemaybeworthdiscussingtobetter
understandsomeoftheprecedentstoour
presentconceptsofSE.ThisisGeneralJimmy
Doolittlesremarksinhisautobiographyentitled,
ICouldNeverBeSoLuckyAgain.[1]General
DoolittlewasamemberoftheUSAFScientific
AdvisoryBoard(SAB)atitsinceptionin1948
upontheUSAFbecomingaseparateMilitary
Service.Indescribinghisexperienceswiththe
SAB,hededicatesseveralparagraphstoSE.He
beginshisexplanationoftheimpactofSEinAF
aircraftandmissileprogramsbystating

oftheSABsmorefarreachingandsuccessful

This(preSE)processwastheabsoluteoppositeofsystems
engineering,whichenabledustostartmanythingsatthe
sametimeandhavethemallcometothestagewherethey
couldbeintroducedintothecompletevehiclereadytogoat
justtherighttime.Ofcourse,thisconceptwasatremendous
gambleandittookpeoplewithcouragetopullitoff.(1:475)
Herewehavethementionofcourageinconjunctionwiththesuccessful
outcomeofanSEprocess.Idonotrecallseeingthatpersonalattribute
mentionedsodirectlyinanyofmycurrentSEreading.GeneralDoolittle
isprobablyspeakingmainlyofthemanagersandnottheengineers
whenhetalksaboutcourage,butitclearlyseemstobeanattributethat
appliesandperhapsisessentialtothepracticeofSEingeneral.
Itisonethingtoreceiveasetofinstructionsandproceedtocreatea
product,andquiteanothertooverseetheparalleldevelopmentof
severalproductsthatmustworktogether.Iftheintegrationhasnotbeen
donebefore,thereisnoblueprintandthesystemsengineermust
provideaplanthatisasyetuntriedandmustbebasedonageneralas
wellasspecifictechnicalunderstandingofallthesystemsinvolved.
IsubmitthatittakescouragetoactuallyperformSEintodays
developmentoroperationalenvironment.Wearetypicallyfacedwitha
shortageofadequatelytrainedtechnicalpersonnelandmanagerswho
toooftencollectdeliverableswithlittleconcernforactualtechnical
progress.Inthissetting,courageisapersonalattributethatmayenable
oratleastsupporttheabilitytomanageuncertaintyandprovide
confidencethattherighttechnicalcoursesofactionarebeingidentified
andfollowed.
