If you are a creative workspace provider, or a budding


potential provider, and have the passion, vision,
creativity, drive and entrepreneurial flair to revitalise the
former Winsor and Newton building, we would like to
meet you and show you around the new building.
Allocated for the creative and media sector, Artisan
Studios is undergoing refurbishment and a provider is
sought to open the building from April 2016.

Shaping Harrow for a Creative Future


Dear Creatives,
Harrow is embarking on a 1.75bn regeneration
programme. We have also secured 1.5m London
Regeneration Fund to support the creation of co-working
creative and media space. We seek a workspace
provider to take this forward and would like to invite you
all to our open day on 25th February to see our plans for
Artisan Studios.
Harrow is currently undergoing its largest regeneration
plans in a lifetime. This includes the creation of a new
creative workspace at Artisan Studios - the former
Winsor and Newton building.
We want to see Artisan Studios flourish and will support
the right provider. Together we can spread the benefits
of the project across the borough. We hope to see the
building used for a range of different creative purposes

and by those from the creative sector (designers/artists etc). So


whether it is held as a gallery, art and craft workshop or painting
exhibition we want to attract people locally as well as from all over
London.
We believe this is possible given the location of Artisan Studios in the
heart of Wealdstone and only 12 minutes to Euston from Harrow and
Wealdstone. The area itself is ethnically diverse which is reflected by
the various restaurants nearby as well as the town centre which also
offers a wide range of local shops and community venues.

Artisan Studios, alongside the proposed creation of a
town square and the other workspaces, offer a great
opportunity to attract and create a more vibrant creative
industries sector and attract new small businesses

The following projects are also underway in Harrow and
will form some of the wider support:

Wealdstone also lends itself to the success of Artisan Studios through


its massive opportunities for good growth. Wealdstone has been
identified by the Council and the Mayor for London as priority area
for regeneration and is part of the Heart of Harrow Opportunity Area.
In the next 5 years Wealdstone will benefit from 4,000 new homes,
the relocation of Harrows Civic Centre, a new leisure centre, and the
redevelopment of the Kodak site.

This programme will help Wealdstone create demand for workspace


and bring redundant sites and empty property into use. The array
of proposed activities will enable Wealdstone to realise its potential,
benefit from its proximity to Camden and Central London, attract inward
investment and become the chosen destination for new and start up
businesses.

With regeneration being one of the top 3 priorities of the


council, equating to a 1.75bn investment programme,
it is truly exciting times and exciting opportunities in
Harrow.

Harrow was ranked fourth in the national entrepreneurial hotspot list


with 9259 businesses registered in the Borough in 2013. The strong
entrepreneurial base locally and an active highly qualified resident
population are forecast to drive demand for employment space and
opportunities in Harrow. The council aims to lead by example and is
relocating its civic centre functions to Wealdstone Town Centre.
The report Creating Artists Workspace (GLA 2014) indicates that with

THE LONDON
REGENERATION
FUND BID
Harrows winning bid to fund three projects
including Artisan Studios
The Greater London Authority (GLA) launched a funding
round under the London Regeneration (LRF) fund last
year inviting bids from London boroughs.
The LRF differed from other previous funding rounds in
that there was a call for workspaces and boroughs to
facilitate that.
After a competitive process, the GLA has agreed, in
principle, to award a grant to Harrow Council. The
following three projects will be delivered:

1. Artisan Studios
This is the former Winsor and Newton building in Wealdstone. It
forms part of a mixed-use development site that is led by Barratts with
residential and employment space.
As part of the s106 agreement, there is a condition that the employment
space is used for the creative sector. The residential scheme is
underway and some residents have already moved into the apartments
completed with other apartments scheduled for completion. The
employment space is comprised of Artisan Studios and an additional 5
smaller units under a residential block.
At present, the scope is limited to Artisan Studios which sits by itself
on the site but the possibility may extend to the other 5 units in time,
subject to discussions and negotiations. The 5 units and Artisan Studios
are owned by different freeholders.
The funding from the GLA will allow a partnership with the freeholder of
Artisan Studios to offer subsidies to attract creative people to use the
space, as well as flexibility in the funding for a workspace provider.
Altomart, the freeholder have completed the shell of the building
and have commenced fit out. They are working from the 3rd floor
downwards and Harrow Council would like the workspace provider to
be involved in the fit out, especially on the ground floor.
Although the Council and the freeholder would like one workspace
provider for the whole building, they are open to taking expressions
of interests for parcels of space. For example, an option may be for a
provider to take the ground floor only whilst another provider/tenant
takes the 2nd and 3rd floor. There are a number of possibilities and
more information will be provided and can be discussed on the open
day.

The funding from the GLA is for 2 years but the subsidies
will last 5 years. The freeholder will offer a lease to the
provider(s) to match that term. The workspace provider
will be sought to contractually start from April 2016.
The success of this project will galvanise the
regeneration of Wealdstone and it will provide an
opportunity for local creative people to have a base.
2. Trinity Square
We will create a new public square adjacent to Trinity
Church. Local people will be heavily involved in steering
and developing the designs to ensure that the space
meets current and future demands for all communities
including residents, businesses, and community and
faith groups. The space will facilitate better events to
be delivered. The community will also be engaged for
stewardship meaning to assist with the upkeep of the
space and delivering activities to animate the space.
3. Business Support
This project will provide support to Wealdstone
businesses, strengthen the local traders association,
create a brand for the area and deliver a number of
events.

THE SECTION 106 AGREEMENT


AND ECONOMIC OPPORTUNITY
The development of the building is enabled by the following terms:
The retention and refurbishment of the Winsor and Newton former
office building for business and employment uses B1(A), B1(B), and
B1(C)
New B1 employment space equating 2,921 sqm.
An Employment Management Plan (EMP): a strategy jointly
agreed with the council and the owner setting out initiatives to support
businesses and inward investment for Creative industries in the
Employment floor space within the Development.
Creative industries means those industries which have their origin
in individual creativity, skill and talent and which have a potential for
wealth and job creation through the generation and exploitation of
economic property examples of which include: Advertising, Architecture,
Arts and Antiques, Design, Design and Fashion, Digital Entertainment
Media, Music and the Visual Performing Arts, Publishing, Radio and TV.
The examples given of creative industries were taken from GLA
Economics London Creative Sector Note 33. That report also incudes
Video Film and Photography, as creative industries.

THE EMPLOYMENT MANAGEMENT


PLAN
Harrow would like input from the workspace provider on
the Employment Management Plan.
This will include the tenancy strategy, marketing plans
and support to be offered to businesses within the work
space.

Artisan Studios are located within easy walking distance of Harrow and
Wealdstone station and the areas vibrant shopping district.
Artisan Studios is a detached 3 storey building which offers loft style
studio offices, benefitting from high exposed ceilings and walls, large
windows offering excellent natural light, new lift and services, new
washrooms and common parts.
Externally the building looks onto newly landscaped gardens and has
allocated parking.
The Artisan Studios building total approx. 23,756 sq ft and can be sub
divided into suites 3,000 sq ft upwards. Male and Female washrooms

The building is the remainder of the former Winsor Newton


factory site, being itself the former offices for the factory and
organisation. The building and site is ideal for use by the
creative industries:
1. Precedent and story: There since 1937, and part of a royal

through new use, as manufacturing gives way to knowledge
work, is huge.
2. The building construction, materiality, and envelope suit
