ANNUAL TRAINING PLAN 2014-15

1.0

Role of CPWD

CPWD is the premier construction agency of the Government of India and plays a pivotal role in the construction programme of
Government projects. Its activities are spread throughout the length and breadth of the country. It also undertakes the projects of
Autonomous Bodies and Public Sector Undertakings as Deposit Works.
Besides being the construction agency of the Government, it performs a regulatory function in setting the pace and programmes for the
building industry in the country. The DG, CPWD also functions as Technical Advisor to the Government of India.
CPWD executes projects on turnkey basis including all the services viz. water supply, sewerage, roads, electrical, air-conditioning, firefighting etc. Expertise in all fields of building construction namely Architecture, Civil Engineering, Structural Engineering, Electrical and
Mechanical Engineering and Horticulture is available under one umbrella.
The department takes upon itself full responsibility for planning designing, estimation, evaluation of bids, finalization of contracts,
defending arbitration and court cases.
Once the work is entrusted to CPWD, the client is relieved of the responsibilities of preparing plans, estimates, appointing contractors,
arranging materials, resolving disputes with the contractors, arbitration, court cases etc. The department provides comprehensive building
construction management services and the project becomes the responsibility of the department.
2.0 Vision of CPWD : Excellence in Public Works.
3. Training Philosophy:
3.1 It is essential to match individuals competencies with the jobs they have to do
and bridge competency gaps for current and future roles through training.
3.2 Competencies encompass knowledge, skills and behaviour, which are required in an individual for effectively performing the functions
of a post.
3.3 The training plan needs to address the gap between the existing and the required competencies and provide opportunities to the
employees to develop their competencies.

4. Training Target
4.1 All officers/ officials will be provided with training to equip them with the competencies for their current or future jobs. Such training
will be imparted:
(a) At the time of their entry into service, and
(b) At appropriate intervals in the course of their careers.
4.2 Such training will be made available for all employees from the lowest level functionaries to the highest levels.
4.3 The opportunities for training will not be restricted only at mandated points in a career but will be available to meet needs as they arise
through a mix of conventional courses, distance and elearning.
4.4 Priority will be given to the training of frontline staff, including training on soft skills, so as to improve customer orientation as well as
quality of service delivery to the citizens.
5. CPWD Training Institute
5.1

CPWD Training Institute is looking after the training needs of Engineers, Architects, Horticulturists and workers. The main Institute is

located at Ghaziabad. Regional Training Institutes and Workers Training Centers are located in the four metros i.e. New Delhi, Mumbai,
Kolkata and Chennai.
5.2

The Institute at Ghaziabad is located in a lush green, serene, salubrious and pollution free environment spread over 30 acres of land

in Kamla Nehru Nagar, Ghaziabad nearly 30 km. from New Delhi Railway Station and 32 Km. from Nirman Bhawan, New Delhi. The
Institute imparts training/refresher courses in all the aspects of public works. The Institute conducts training programs, workshops, brainstorming sessions, seminars etc. to upgrade the techno-management skills of CPWD officers as well as other Central Govt. Departments,
State Govt., PSUs etc.
The training programs are conducted in diverse streams such as Civil Engineering, Electrical and Mechanical Engineering,
Architecture, Horticulture, Computer Application and Management Techniques. Annual Training Plans are prepared every year constantly
upgrading the courses keeping pace of development in various fields.

A Disaster Mitigation Centre is functioning as part of the Institute with its mandate as a National Resource institute for National
Programme on Capacity Building of Engineers in Earthquake Risk Mitigation ( NPCBEERM) designated by Ministry of Home Affairs.
CPWD Training institute is also designated as Centre of Excellence for Green Buildings by Ministry of Non- Renewable Energy.
Recently additional 130 Acres of land has been allotted CPWD by MoUD to expand the CPWD Training Institute into a National
Academy of Public Works incorporating within, a centre for Public Heath Engineering and Water recycling is also being persued. Another
component of this Academy shall be Technology Park with a yard for recycling of Building Demolition waste, Trainee Village, Sports and
Recreational Facilities and Nursery with artificial lake for collecting rain Water.

Regional Training Institutes: The Regional Training Institutes are located at R.K.Puram, New Delhi, New Marine Lines, Mumbai, Salt

Lake City, Kolkata and Besant Nagar, Chennai. The Institutes conduct training courses for Group B & C officials. Workers Training Centres
also work as part of Regional Training Institutes. They impart skill improvement training to workers and Group D staff. The skill
development courses for workers are conducted in association with Construction Industry Development Council.

To provide a properly structured training process to each and every employee from the day they assume duty in CPWD to the end of
their career.
To improve the quality of life of workers and their prospects of advancement within the workplace.
To make CPWD Training institute a place of learning
Training Methodology :
7.1

CPWD training Institute will arrange training courses at the main training institute at Ghaziabad. Regional Training Institutes
will arrange training programmes at their headquarters.

The training courses for officers of the level of EE and above will be conducted at the Training institute, Ghaziabad. The
training courses for officers of the level of JE and below will be conducted at the Regional Training Institutes. For AEs, the
courses will be arranged both at Ghaziabad and RTIs.
CPWD Training Institute, Ghaziabad and RTIs will issue Annual Training Plans every year.
The officers will be sponsored to the relevant courses organized by other institutions in the country.
Recruitment Rules provide for mandatory training for various levels. These training courses will be organized at CPWD
Training Institute, Ghaziabad/other reputed institutes such as Indian Institute of Public Administration / Indian Institutes of
Management/Management Development Institute etc.

Components of Training at CPWD Training institute , Ghaziabad


8.1

Foundation Training of AEEs and Dy. Architects : Foundation Training is conducted for 35 weeks. AEES are given
exposure to CPWDs past and Present. Interactions are organized with Director General and Directorate General.
They are attached with wings of HQ like CDO, CVO, CSQ, CA(NDR) and CSO for 5 weeks.
They are sent to residential programme of four weeks in IIPA where they are taught CCS Rules, Office Procedure ,
Duties and responsibilities of Civil servants, Various Cadres in central Government, Service Conditions, CGHS, HBA and
retirement benefits, Disciplinary Procedures, Constitution of India, Public Administration, RTI Act, Central Government
Budgeting process & passing of various finance bills by parliament, Indian Economy & World Economy, Income Tax Laws,
PPP, Civil Court Procedure, Indian Penal Code, Consumer Protection Law, Various Labour Laws, Environment protection law,
Banking procedures in handling major works, Leadership qualities, Developing pleasing personality i/c grooming, Presentation
and Communication skills.
After IIPA training, Study tour to Shimla and Chandigarh is organized for two weeks.

One week is devoted to Extra-curricular activities which comprises of debate , essay competition, Group Discussion and
Cultural activities.
Next follow Preliminary and detailed estimates, Specifications, CPWD Works Manual, Contracts and Tenders, Quality
Control, Green Building Design, CPWD Accounting System, CPWA code, Duties of DA & DDO, Financial Powers, Cash book ,
Contractors bills, Ledgers, Works Abstract and Monthly accounts.
Two weeks are devoted to case studies in which a particular project is selected and the trainees study its Architectural
drawings, Structural Drawings , Specifications, T.S., Item analysis etc.
The Trainees are sent for construction training for 6 weeks and maintenance exposure of 2 weeks.
In the penultimate week of the training , they visit C&D Recycling Plant, RMC Plant , Sewerage Treatment Plant, Common
Wealth Stadium.
In the last week, Trainees make various presentations.

Refresher Courses for officers are such as Computers, Managerial Effectiveness, CPWD Accounts, Official language Act,
RTI Act, Labour Laws ,Project Management through Primavera and MS Project, Conflict Management, Water and Waste
Water Engineering, Conflict management , Stress Management, Self-management, Contract & Arbitration , PPP, Concrete
technology, Quality Assurance, Valuation Techniques, Structural Design and detailing, Seismic Evaluation and Strengthening /
Retrofitting, Indoor and Outdoor lighting, Electrical safety, Substation& DG set, Sustainable energy solutions, E&M services in
hospitals, Energy efficiency & Conservation, Lifts and escalators, Integrated Building Management, Energy Conservation &
Auditing, HVAC, E&M services in auditoriums, Renewable Energy Resources, CCTV, Intelligent lighting Controls, Net Zero
Energy Solutions, GRIHA & ECBC, Plant Protection, Innovative Building Materials, REVIT, Soil Science & water Technology,

Master Plan & Zonal Plans, Sustainable Building Design, Dry Flowers, Basic Auto CAD, Site Planning, Heritage Structure, Role
Arch & Engineers in Sustainable design, Services in MS Buildings, Fruit Plant technology.

Life style Courses : Stress management is taught by Yoga / meditation instructors and spiritual heads who can give tips for
stress management and self- management. Courses on naturopathy and health management through nutrition are also to be
planned out.

9.0

Sponsored Training Programme


9.1 Inland Courses
On an average Training Institute sponsors 500 personnel for 100 courses / Seminars being run by Various institutes / bodies in
India such as IITs, IIMs,ESCI, CIDC and other relevant institutions.
Our officers are also sent to various training institutes / academies for specialized training on various subjects. Training Institute
receives invitations from various institutes within country / outside country. Option for these courses is called and selected officers
are sponsored for such courses /programmes.
It is the goal of the Training institute to motivate and sponsor the officers to attend at least two national / international conference
held in India / abroad in a year.
9.2 Foreign Training
Foreign training fills a crucial gap in the training system. It provides opportunities for officers to gain exposure to the latest thinking on

different subjects in some of the leading institutions of the world. It exposes them to experiences and best practices of different countries
with differing models of development and governance.

CPWD has a large pool of Engineers and Architects belonging to Civil, Electrical & Mechanical and Architectural wings.
CPWD Training Institute in consultation with DoPT and Department of Economic Affairs , Ministry of Finance will arrange for foreign
Training of Officers. Officers of CPWD will find the notifications issued by Department of Economic Affairs, Ministry of Finance, GOI posted

Interested officers may apply for the training.
There is a scheme of DoPT of partial funding in DFFT (Domestic Funding of Foreing training)( DoPT Circular no. 12038/01/2008-FTC(Trg)
dated 6th May 2011) under which financial support may be extended to officers, who secure admission for a study programme in the
foreign universities/ institutions as per the THE( Times Higher Education) World University ranking published every year. For 2013-14, it is

Interested officers will take initiative and secure admission and inform CPWD Training Institute , Ghaziabad and Director (S&D) , CPWD,
Nirman Bhavan, New Delhi for further action.
Director (S&D) , CPWD HQ, Nirman Bhavan will be nodal officer for foreign training for liaison with MoUD including IFD and Vigilance &
Personnel wings of CPWD.
The officers who are graduates from recognized Universities and who have completed at least 5 years of service and will serve the
Government at least for three years after the completion of the training shall be eligible for the foreign training.
10.0 Customized Courses for / participation by other organizations
The Institute also designs and organizes special courses for other central and state government department and PSUs etc. catering
to their training needs both for in service and new recruits in batches of about 20 to 25 officers. The fee is charged @3,20,000/=

per course of three days or part thereof. Other organizations may sponsor their officers to courses being conducted by CPWD
Training Institute. They will be charged @ Rs 4000/= per participant per day. The demand draft may be made in favour of AAO,
CPWD Training Institute, Ghaziabad. Though advance payment is preferred, the payment may be done after the course also.

The institute has a well-equipped hostel for board /lodging of the participants. Board/lodging charges will be extra to be paid by the
participants.
11.0 Nomination to the courses
(a) For the training Programmes incorporated in Annual Training Plan, ADG(Trg) will nominate the officers. Self-nomination in PIMS
will be considered while nominating the officers. An officer once nominated shall have to report for the course unless exempted under
extraordinary circumstances by ADG(Trg). For Exigencies of work , ADG of region may also permit for not reporting for training in
consultation with ADG(Trg) in special circumstances , by nominating a substitute.
(b) All training courses at Ghaziabad will be residential unless permitted by ADG(Trg) in exceptional circumstances. Trainee officers
shall have to stay in the institute hostel.
12.0 CERTIFICATION OF TRAINING.
The office of the Training Administration shall issue certificates for employees who successfully complete internal training program by the
institute.
With regard to courses offered by external training providers, the office of the Administration shall ensure that such training is certificated
by such providers.
