East Kalimantan Regional Development Planning Agency pleased to
present East Kalimantan Infrastructure Digest", as a guide to inform
East Kalimantan Infrastructure project. This guide will serve as a
useful catalyst for community and investors who have interest to
take part in East Kalimantan Development. It is our hope that the
readers will find and
understand the information presented
inside. Talk about regional development even accelerating its
movement, will never be separated from connectivity issue.
As the Indonesia's second largest area and one of the leader in some potential sector, East
Kalimantan still have the problem to connect every spot/place especially inland area. It
affects the movement of economic activity. Start from this problem, East Kalimantan try to
connect every spot, particularly between Industrial zone and strategic zone. This way
implemented to provide adequate access to social and economic sectors, to enhance
employability, improve living standars, and nurture sustainable developmet.
Promote regional development to intensify economic growth through "acceleration is
hard to reach if we still doing bussiness as usual. Otherwise we have to execute it with the
fast, smart and effective way, "Doing Bussiness Not As Usual" as MP3EI said. Infrastructure
development as the basic requirements to build a better East Kalimantan need large
number of funding that can't be filled by Government Budget. But The East Kalimantan
Government has fully committed to accelerating projects from possible source of fund
besides goverment budget.
We truly believe East kalimantan and it's potential sectors have great chance to offer its
project to potential investros. East Kalimantan government recognized the need to
improve business conditions and fundamental changes at the various levels across sectors,
to strengthen the framework, and make doing business in East Kalimantan reliable. Under
these new business conditions, infrastructure market is poised to grow quickly.

Economic Development (MP3EI)
The Masterplan identifies six economic corridors to boost economic
development and eradicate the problems Indonesia's facing, particularly to
minimize gaps among regions.

East Kalimantan, one of the economic center in Kalimantan Coridor has identify
some investment point which scattered in 7 Industrial zone from southern to
northen part of the province. Reinforcement of infrastructure is the main rule
to connecting intra and inter industrial zone, industrial zone with other region
and economic corridor.

PROJECT DESCRIPTION :
This project has been execute to support National Transportation System into high
capability, integrated, efficient, and steady condition. Besides, Samarinda - Balikpapan
Freeway constructed to strengthening space and all movement activity between 2
Center of National Activity in East Kalimantan. Decree of the public works minister
number of 567/KPTS/M/2010 about National Road Network General Plan determine
Balikpapan - Samarinda freeway as the National toll road network.
SCOPE OF WORKS :
Construction of Balikpapan-Samarinda freeway divided into five work packages,
namely:
1stPackage
: Km. 13 Balikpapan - Sp. Samboja (25.14 Km)
2nd Package : Sp. Samboja - Palaran 1(23.26 Km)
3rd Package
: Sp. Samboja - Palaran 2 (22.60 Km)
4th Package
: Palaran - Mahkota Access Road (16.90 Km)
5th Package
: Km. 13 Balikpapan Sepinggan
GOVERNMENT SUPPORT :
Development of Access Road (400 m)
Development of Ramp Road (Connecting road between main highway to freeway)
EXPECTED IMPACT :
Both, time and cost will be more economic
Optimizing accessibility and movement of goods and passengers
Provide ease of distribution facilities services on the social economic aspect, also
education and public health aspects
Develop and enhance competitiveness of regional economy
ESTIMATED COST :
This project is estimated to cost of IDR 6.2 trillion, for the length of road 99.02 Km

along 400 m, construction of connecting road from main highway to freeway is done

Balikpapan as a main seaport transportation gateway in east kalimantan only have 1
international port which it's capacity is insufficient to meet ship activity, loading and
unloading pasenggers also goods. Here's the driving force condition which requires
development and implementation of international container port, The Port of Kariangau
SCOPE OF WORKS :
Kariangau International Container Port Development, Phase I (2008-2015): 270 x 30
m2 Dock, 2x (150x150) m2 Trestle 803 m2
Relatively long bridge / Sheetpile, Reclamation of 36 700 m2
CFS 1,000 m2, 600 m2 Workshop, 400 m2 Office, 4 Ha Container Field. Unit Of Weigh
Stations and stevedoring equipment (Container Crane, Trastainer, HT, Reachstacker
40 T, Chasis and Forklift)
OBJECTIVES :
in addition to share the load of Semayang Port, Kariangau Container port will also be
enabled to support many activity in Kariangau Industrial Estate.
EXPECTED IMPACT :
Development of Kariangau International Container Seaport expected to contribute the
acceleration of economic growth especially in Kalimantan through sea transport modes.

Will Be Operated in February 2014
PROJECT DESCRIPTION :
Sepinggan is the main entrance of goods and passengers movement through air
transportation in East Kalimantan. Managed by PT. Angkasa Pura I, Sepinggan has a
strategic location in central part of Indonesia.
SCOPE OF WORKS :
Development of Passenger Terminal, from 12.344 m2 to 110.000 m2 with 11
garbarata. Capacity target 10 million people/year
Extension of the runway from 2,500 meters to 3250 meters
The project consist of 3 package works :
1st Package : Design and construction of supporting and other building
2nd Package : Terminal Building and Supporting Facility
3rd Package : Infrastructure and Supporting facility
OBJECTIVE :

PROJECT DESCRIPTION :
Located in Balikpapan Bay, Balang Island is the potential point to connecting Balikpapan
City and Penajam Paser Utara District. Balang island also one of the Southern Kalimantan
Crossroad node. Balikpapan has a flat topography, with some hills in the middle of town.
The bay has sufficient depth to carry out crossing traffic activities.
Alternate routes can be taken, from provincial road that planned to be increased levels of
the National Strategic Road, the road-Sepaku Semoi has distance of more than 110 Km. In
order to open access land more easily between the Balikpapan and Penajam Paser Utara
District, the Provincial Government build a bridge crossing the Balikpapan Bay, which is
located on the Balang Island
PROJECT SCOPE :
Construction of the bridge divided into two, namely:
Short section bridge: 470 Meters with a distance of 17 meters Bridge Clearance from
tide gauges
Long section bridge :
Suspension bridge construction ; 800 meters width. Review toward existing design
has been conducted, which currently ranges from 27-30 DPL construction. Width of
bridge: 17 meters, Access Road: 2 lanes, 39 km

companies. There are several stages of development plans in Kariangau electricity
infrastructure.
Currently some of which have been run include:
PT Kariangau Power, the development of Phase I of 2 x 15 megawatt (MW)
2x110 MW Kariangau power plant with the investment IDR 2.3 Trillion, built by PLN
Kariangau Power Plant (rent), 2 x (120-150) MW
2x25 MW Power Plant, Regional Government Enterprise in cooperation with
PT. Gunung Bayan

Samarinda is the Capital City of East Kalimantan Province that currently don't have
representative airport facility yet. Air transport facility in Samarinda rely on existence
of Temindung Airport which it's location is on the center of the city. This condition
bring Temindung can't be developed due to limited space condition.
With increase in capacity use of aviation services, Government planned to build a new
airport as the development of existing airport. Location of "Samarinda baru" Airport is
set to be on the northeast side, 25 Km of distance from the city, connected with the
main road towards Bontang city.

PROJECT SCOPE :
Development of Airspace Side Facility: Runway (2,100 x 45 m2), Appron
(100 x 535 m2), Strength (Boeing 737-400)
Development of Land Side Facilities: Infrastructure (Environment Roads and

Government of East Kalimantan currently proposing Maloy
Industrial Zone and International Port to be Special Economic Zone.
An ammount of 5.305 Ha with the first step of development will be
held in 1.000 Ha. The existence of potential resources around Maloy,
make Maloy glances by number of investors, both local and foreign.
During the process, provincial government agreed to along with
some investors, namely PT. Trans Kalimantan Economic Zone (TKEZ)
and PT. Batuta Chemical Industrial Park (BCIP) proposed Maloy to be
Special Economic Zone through Joint Operation mechanism.
The name of proposed Maloy area is MTKEZ (Maloy Trans
Kalimantan Economic Zone) with a total area of 32,800 Ha (Provincial
Government 5.305 Ha, BCIP 1.000 Ha, TKEZ 27.000 Ha). MTKEZ will
be an international oleochemical industrial zone and mineral

OBJECTIVE :
Maloy International Port designed to become an international port of CPO, which will
be the main gate of the CPO downstream product distribution in the middle part of
Indonesia
PROJECT DESCRIPTION :
Geographically, Maloy have strategic location in local, regional, national, even
international scope. Located on Sea Line Of Communication II/ALKI II also inline with
Borneo Trans Highway (declared as Pan-Borneo Highway). Strategic location is not the
only reason why Maloy stated as the Future International Industrial zone. Availability
of raw material around, no need to doubt. Beside from surrounding and other East
Kalimantan area, raw material will obtained from Kalimantan Regional scope. Maloy
Industrial Area will drive and direct industry in downstream product from the raw
material (CPO). Various products derived from the fruit who all of it's components can
be utilized will be processed in Maloy to be distributed to various national and
international market.
PROJECT SCOPE :
Three port is planned in KIPI Maloy, CPO port, Cargo Port, and Coal Port. For the first
phase, construction will begin in the CPO Port.
EXPECTED IMPACT :
Overcome the limited capacity also improve port operational and productivity in
order to meet market demand for refined CPO products
Create an conducive environment for investation in the Industrial Area and Maloy
International Port
Improve the financial capacity and enhance Maloy international competitiveness

access road that has been present, national, province, and district roads to the

COST :
IDR 258 Billion is required to construction activities.
FUNDING SCHEME :
Financing accesss road towards Maloy Industrial zone obtained from provincial budget
(APBD), state budget (APBN). In 2012, State Government earn IDR 258 Billion from

state budget (APBN) to develop Maloy Access road through APBN remaining balance

Road along 12 + 5 Km has opened from national road access.

Disclose the access and reduce the distance between West Kutai and Kutai
Kartanegara District, so that activity and movement between two district run
smoothly.
Open up road access towards Port of Maloy in East Kutai, open chain eastern and
southern connectivity of Kutai Barat, Kutai Kartanegara, Bontang, and Samarinda

In order to support construction and development of Maloy Industrial Estate,
electricity infrastructure is a variable which have to available. Therefore, in conjunction
with the construction of roads, electrical infrastructure is required. East Kalimantan and
East Kutai Government built necessary infrastructure in cooperation with several private
companies to provide electricity sector.
Development of potential area projected not to trade commodities as raw materials,
but the downstream product. Start from this downstreaming effort, it's required to build
factory in industrial area, to deliver value-added producs.
Coal port development with a large capacity, in order to support export and import
activities
OBJECTIVE :
Providing electricity infrastructure which capable to supplying East Kutai District generally
and Maloy Industrial Area particullary.
SCOPE :
Power Plant will produce 1400 MW Electricity (1250 MW for Smelter) and the
remaining for local community; 6 x 120 MW (Phase I) and 4 x 120 MW (Phase II)
Smelter capacity is about 0,25 Million Tons (Phase I) and 0,25 Million Tons (Phase II)
EXPECTED IMPACT :
Improve export ability products such as coal, wood, CPO and agriculture product.

E. DEVELOPMENT OF 200.000 HA RICE AND FOOD ESTATE
As the areas with big potency in water resources, East Provincial
Government encourage Development of Large-Scale Food Area,
with 200.000 Ha target area. The area is spread over 10 districts,
which consist of Irigation Area, Swamp Area, Abandoned field, also
other potential land. This program will work not only in agriculture
sector but also in other food sector, such as fisheries, farms, etc.
First phase of Rice-Food Estate Development was declared in
Bulungan DIstrict, precisely in Delta Kayan Region. Rice-Food Estate
planned to managed together with State Government, East
Kalimantan Government, Local Government, also state and private

future migrants will be given each area for cultivation. This wide-scale food area will be
done integrated by multistakeholder. currently, development of several food comodity
already conducted by the government, state enterprise, also investors.

Achieving food self-sufficiency in Indonesia generally, East Kalimantan particulary

STATUS :
Currently, agricultural crops have been taking place in Delta Kayan. Development
carried out by the government, also investor. Investors who have started their
activity in Delta Kayan, namely :
1. PT Agro Sumber Kencana (MIWON),
Engaged in corn cultivation, in the planned garden area, with the main area
about 3.200 Ha. Now they're doing "demplot" in the area of 10 Ha and was
harvested.
2. PT Sang Hyang Seri (SHS),
Move in rice cultivated area, with the area of 3.000 Ha. Activities that already
carried out include the manufacture of master plan, the investment of seed
plant establishment in the allocation of costs around Rp 5 billion by the
company, as well as seed activity.
3. PT Nusa Agro Mandiri (Solaria Grup),
Engaged in the soybeans cultivation area, corn and fresh water with a total
area of 1.980 Ha. Just carry out corn harvest in July 2012
East Kalimantan Government is constructing prime and secondary canals in SP.6,
Delta Kayan Area.

that has been taken is to establish Airport in Tanjung Redeb, Capital city of Berau
District. Development of Kalimarau Airport expected cab be the motor point for
tourism sector in East Kalimantan.
OBJECTIVE :
Providing representative air transportation to develop tourism sector in East
Kalimantan

SCOPE :
Construction of airport landside and airside, also other main facilities, complement
and supporting facilities
EXPECTED IMPACT :
Increasing Economic Growth in Berau District and the surrounding areas
Increasing level of welfare for Berau Community and the surrounding area,
especially those who working in tourism sector.
FUNDING SOURCE :
Kalimarau development performed simultaneously with the funding source from East

Infrastructure fulfillment still very limited in the border zone. Road condition
connecting settlement location into main economic point yet to receive good
pavement. With this condition, it's almost impossible to pass during the rainy season.
We can say that it was not yet able to help people more optimal mobility. Some
villages were still isolated due to lack of access to a link with other villages or centers
of economic activity and community service.
OBJECTIVE :
Provide adequate infrastructure to support community life in the border area.
SCOPE :

EXPECTED IMPACT :
Improved life standards and quality for border area community
ESTIMATED COST :
Construction of parallel roads is estimated to cost IDR3.5 trillion (920 Km), and IDR1.1
trillion for the access roads (1353 Km)
PROGRESS :
Length of road that already open (both access and parallel) is along 913.87 km (67%).
The provincial government also simultaneously rehabilitating and improving it's
condition.
