Data Director

The Vermont Democratic Party Coordinated Campaign will start in the spring of 2016 and will aim to
utilize a data driven, but grassroots, regional, and local-candidate specific field program. Though the field
program will be based in the best practices of traditional voter contact programs with focus on GOTV and
persuasion populations, the Vermont Democratic Party also aims to dramatically increase our focus on
relationship building and grassroots infrastructure within the local committee and volunteer population.
The Coordinated Campaign will focus primarily on the campaigns of Senator Patrick Leahy,
Congressman Peter Welch, the Democratic Governor and Lieutenant Governor candidates, all other
Statewide candidates, and targeted local House and Senate races.
To achieve the aforementioned aims, the Vermont Democratic Party seeks a Data Director & Voter File
Manager to manage the day-to-day voter file needs of the State Party, county party organizations, state
and federal campaigns, and activists. This position is an opportunity for a creative, communicative,
teamwork-oriented campaign data professional with prior statewide experience. The person in this
position will manage all targeting and turfing processes related to the Coordinated Campaign, produce
daily quantitative tracking materials for voter contact efforts, and will lead all efforts related to the use
and maintenance of the Voter File for campaign activity.
COORDINATED CAMPAIGN SPECIFIC RESPONSIBILITIES:
Lead all Voter File research activities for past Coordinated Campaign cycles to identify important
trends, provide initial field team capacity estimates, and inform voter contact goal creation
decisions.
Help manage the process for selection of an analytics & micro-targeting consultant to construct
and append relevant scores to the Voter File.
Tier, turf, and manage allocation of voter contact targets for the Coordinated field team and with
allied candidate campaigns.
Monitor target universe penetration and provide recommendations for enhancements in field team
activity related to the use and prioritization of voter contact targets.
Create readable, accessible daily reports of all voter contact efforts from the NGP/VAN
VoteBuilder platform.
Help to track and highlight inconsistencies or issues between field team generated daily soft
reports and hard reports from the VAN.
Provide software training and support to entire field team, including group and individual
coaching sessions.
Oversee the successful intersection of people and technology over the course of the campaign by
helping to develop training materials for all digital tools and software programs.
ADDITIONAL RESPONSIBILITIES:
Day-to-day management of users and committees in VoteBuilder;
Responsibility for issuing and collecting all VoteBuilder user contracts and associated payments
to the Party;
Maintaining an inventory of all data assets;
Creating and maintaining survey questions, activist codes and other VoteBuilder infrastructure;
Creating all shared searches and targets;
Maintaining the State Party My Campaign database;
Providing timely and relevant analysis of data and fielding requests for specialized research
projects, in many cases requiring rapid turnaround;
Paid for by the Vermont Democratic Party and not authorized by any candidate or candidates committee.

Tracking and disseminating analysis of voter contact results, early vote and absentee turnout,
voter registration, and other data relevant to campaigns and caucuses;
Collecting raw political data from County Boards of Elections and other sources and converting it
to usable form for analysis; scrubbing and matching acquired lists back to the voter file
(VoteBuilder or offline).
Additional responsibilities as assigned.

QUALIFICATIONS:
At least two cycles of prior campaign experience preferred;
Demonstrated data analysis and writing skills, preferably in a political environment;
Ability to plan and manage time sensitive projects with competing needs;
Working knowledge of statistical models, precinct targeting, etc. is beneficial;
Knowledge and familiarity with VAN;
Advanced knowledge of Excel including formulas, functions, and pivot tables;
Some knowledge of, or experience with Javascript, HTML, CSS, or Python;
Knowledge of SQL including creating queries and manipulating large data sets;
Experience standardizing data from multiple sources to produce complex reports;
Strong attention to detail, including accuracy of data entry;
Ability to multitask and manage time effectively;
Expectation of working irregular hours, including nights and weekends, during the campaign; and
Demonstrated ability to work with a diverse population of stakeholders and to receive and
provide constructive feedback.
