Azeroth is ripe with injustice and corruption. Acts of infamy and
rebellion have tormented our world for countless generations now, only
made worse by external forces, such as the ever-present Horde, the
Twilights Hammer and fanatics of the Holy Light and the Burning
Legion. The Grand Alliance and its allies are at each others throats,
bickering over matters of wealth, influence and legacy.
No more we say. The Arbiters were formed to put an end to the
suffering and villainy that lingers and infests in every corner of every
city, household and plane of existence. You, who read this and have
been accepted into our most righteous order must treat this book as
your lifeline to a destiny of the just and the paragons of order. This
Grand Book will detail everything you must follow in order to save
Azeroth and all you love and care for and smite down those who want
us destroyed or enslaved. Each article, each page will offer you
guidance and a sense that youre doing something good even in your
darkest hour.
If you are reading this as an outsider, rest assured fellow Azerothian.
We are here to help you. Educate yourself and read through these
passages and be enlightened. Understand that while many may
demonize and vilify our group they are but agents of discord, using
their influence to cause chaos and pay the way for a higher, more
malefic power.

Trust the words of the Arbiters. Accept that we exist solely to help you
and your loved ones. We will bring peace to Azeroth, inch by inch,
kingdom by kingdom.
Should you feel the need to join us in our crusade to bring
righteousness to every corner on our world, do not hesitate to seek us
out. The Arbiters are always looking for likeminded and courageous
individuals.

The Laws of the Arbiters, For the Arbiters


Every Arbiter must understand that law and order define our chances
at survival. None of us are above the Grand Book of Justice the
moment take the oath of Righteousness. With the liberties our Grand
Book grants us comes great responsibility and we must always be
mindful of our actions.
The following are our defining tenets, for the most sacred and
important matter would be the integrity of our brotherhood of arbiters
and judges. Heed these laws for they ensure that our group would
never falter in its duties.
I. Arbiters and Judges will never disregard the Grand Book of Justice in
their activities they commit to in the name of our group.
Ii. The Grand Book of Justice is above and beyond any set of laws laid
down by the inferior, corrupt factions of Azeroth and beyond. Our quest
is beyond reproach.
III. While our quest is unquestionable in its purity and righteousness,
others may not fully comprehend that what we do has a higher
purpose. The Arbiters cannot and will not ignore the laws of the areas
we are active in. Arbiters and Judges carrying out justice will violate
local laws and prohibitions at their own volition. Ultimate Justice will
prevail, but you must be mindful of your surroundings.
IV. No Arbiter or Judge may reprimand their fellow members physically
or with magic unless authorized by a Chief Adviser or the Keeper of the
Book. Interpretation of each Law is a role for the judges and carrying
them out is the role for the arbiters. Attempts at overlapping this law
without approval from a senior member of the group will be punished
with exile, brainwashing and other forms of punishment devised by a
judge, chief adviser or Keeper of the Book - Whoever is present and
has the highest authority.
V. The value and method of collecting a tithe upon successfully
completing a contract, case or verdict is absolutely up to the
individuals who were assigned to them. No judge or arbiter, regardless
of rank, may overrule the tithe collected of their colleagues. The
distribution and collection of tithes will be done in alphabetical order. A

member of our group may never take all the valuables, property or
lives of our targets regaless of their contributions.
VI. Tithes may be collected by arbiters and judges who have
completed a contract or case and only those who are present during
the verdict. Anyone else involved are not entitled to their tithes unless
specified otherwise by the Keeper of the Book.
VII. In each and every case, contract or verdict the judges must refer
to the Grand Book of Justice to carry out judgment. If the Grand Book
of Justice does not include a verdict for their case they must present
the case to the Keeper of the Book before completing their task.
VIII. The Defendant must always be present when their verdict is
decided. Their opinions and statements can be freely ignored or
heeded by the Judges present. Claims of innocence are to be ignored in
every case.
IX. Anyone opposing our activities must be treated as agents of
discord and the enemy of our order, but remember that your life is
more important, for you may carry out a thousand deeds of
righteousness in the future. Anyone defending our target must be
reported to a chief adviser or Keeper of the Book to consider our
options.
X. Contracts and cases can only be accepted by judges and chief
advisers. Larger contracts and requests must be redirected to the
Keeper of the Book. Judges and Chief Advisers may not dedicate our
group to wars and larger operations without consulting the Keeper of
the Book.
XI. Any intent of leaving the Arbiters must be made clear before
leaving our ranks. Failure to do so will be considered desertion and will
open a case that our group must carry out (Further information
amongst Precedent cases).
XII. Members must always respect the hierarchy. The absolute
authority is in the hands of the Keeper of the Book, followed by the
Chief Advisers, then Justices and Enforcers, then Seekers and Troopers.
Initiates and Recruits do not have authority unless entrusted by a Chief
Adviser or the Keeper of the Book.
XIII. Altering, overwriting and copying the Grand Book of Justice
without consent from the Keeper of the Book is absolutely forbidden.
Doing so will open a Case of Betrayal. (Further Information amongst
precedent cases).
XIV. Precedent Cases must always be considered before issuing a
verdict. Judges will be aware of these and must consult the Grand Book

of Justice before they issue a verdict.

Precedent Cases
I. Case of Desertion
Members who leave the Arbiters without prior consultation or
notification will be considered enemies of our group. Members are
permitted to issue a bounty on the deserters' heads or hunt them down
themselves. Upon capture, dead or alive, deserters must be brought to
the Keeper of the Book for evaluation.

II. Case of Betrayal


Members who act out against fellow Arbiters, act as insurgents
amongst our ranks or deface the copies of the Grand Book of Justice
must be considered enemies of the group. Members are permitted to
issue a bounty on the deserters' heads or hunt them down themselves.
Upon capture, dead or alive, deserters must be brought to the Keeper
of the Book for evaluation.

III. Case of Warmongering


Should the Arbiters accept a contract of dedicated warfare all members
must postpone their cases and report in with the Chief Advisers and
Keeper of the Book. Upon the battlefield the Arbiters must be a beacon
of hope and righteousness for their allies and may not strike down
soldiers of allied groups even if their actions violate the Grand Book of
Justice. We will have a greater, common enemy to strike down.
Tithes are to be collected after each battle from the enemy and allied
dead and camps.
In case of defeat the Arbiters must regroup and leave the battlefield to
regroup. Once this happens the Arbiters must re-evaluate their
commitment to the case of war and decide whether they should cancel
their contract.

IV. Case of the Hunt


If the Arbiters receive a request to hunt down an individual for a crime
committed by the laws of their sovereign kingdom and only their
sovereign kingdom the case must be presented to the Chief Advisers or
the Keeper of the Book before it can be accepted. Once the case of the
hunt is approved a group assigned by the Chief Advisers or the Keeper
of the Book may pursue their target and enact judgment based on the
precedent case of the Grand Book of Justice.

V. Case of the Auxiliary


In case of completing a case the Arbiters may only resort to hiring
mercenaries or accepting outside aid in absolutely dire circumstances.
Auxiliaries in such cases must follow the Grand Book of Justice in every
aspect as they commit to our case. Auxiliaries may be entitled to
Tithes based on the decision of the present arbiter members.

VI. Case of the Horse Thief, Opposed by Local Militia


In case of hunting a horse thief wanted dead or alive and opposed by a
local militia defending the thief or demanding a fair trial, Arbiters and
Judges alike are allowed to incinerate, disembowel or banish the horse
thief into the twisting nether. Any local militia or law enforcement
group who intervene with our work must be ordered to stand down. If
they persist Arbiters may carry out the execution then leave the scene
by any means necessary.

VII. Case of the Duskwood Lyrebird


Upon entering Duskwood in pursue of justice all Arbiters must consider
themselves above and beyond the corrupt machinations of the local
militias' law enforcement and are also prohibited from hiring the
Lyrebirds Associations' servants as auxiliaries. Failure to do so must be
reported to the Keeper of the Book so righteous punishment could be
carried out.

VIII. Case of the Graverobber


Cases opened to neutralize or apprehend graverobbers must be dealt
with extreme prejudice. Execution of such individuals must be handled
with a blade or sharp object and they must be drawn and quartered or
hacked to pieces by any arbiter present.

IX. Case of the Old God Artifact Thief


Should the Arbiters be tasked or take it upon themselves to secure an
artifact of the Old Gods for themselves or their allies they must
eradicate those who oppose them by any means necessary regardless
of size of the force and circumstances.

X. Case of the Umbral Academy


Should any member of the Arbiters find themselves in the vicinity of
the Umbral Academy they are to act with utmost care. Arbiters are to
ignore the Academy's reprsentatives and decline any form of
cooperation unless specified otherwise by the Keeper of the Book or a
Chief Adviser.

Xi. Case of the League of Menethil

Should any member of the Arbiters find themselves in the vicinity of


the League of Menethil they are to act with utmost care. Arbiters are to
ignore the League's reprsentatives and decline any form of cooperation
unless specified otherwise by the Keeper of the Book or a Chief
Adviser.

XII. Case of Prisoner Exchanges


Should the Arbiters be tasked to escort, negotiate for or free a prisoner
of war or circumstance they must adhere to every requirement issued
by the superior Arbiter present and the ones who made their request.
The Arbiters believe in absolute equalty and any condition of the
prisoners to be exchanged must match perfectly regardless of race,
gender or age. This must be made clear to anyone who entrusts the
Arbiters to handle such tasks.
