On 30th December 2015, the Union Government has given its approval to the Indo-Australian civil
nuclear cooperation agreement, which came into force last month.
The civil nuclear cooperation agreement with Australia was brought into force on 13th November 2015,
along with the administrative arrangement for implementing the accord. The deal along with
administrative agreement will bolster energy security by supporting the expansion of nuclear power in
India.
India, which has nuclear energy contributing just 3 per cent of its electricity generation, will be the first
country to buy Australian uranium without being a signatory to the nuclear non-proliferation treaty.

The Union Cabinet of India has recently approved the construction of 69 bridges including approach
roads on a major road section of the Trilateral Highway in Myanmar at a cost of Rs 371 crore.
The project will impart all weather usability to the Tamu-Kyigone-Kalewa road section which is also part
of the route for the proposed Imphal-Mandalay bus service.
It will improve connectivity between India and Myanmar and facilitate movement of goods and traffic.
It was agreed in 2012 that India would construct 71 bridges in the Tamu - Kyigone - Kalewa (TKK) road
section of the Trilateral Highway.
About Trilateral Highway:
Trilateral Highway is a proposed strategic road that will connect Moreh, India to Mae Sot, Thailand. The
road will be connecting India, Myanmar and Thailand together. The road's construction began in 2012
which runs from Moreh in India to Thailand's Maesot via Myanmar's Tamu, Mandalay and Myawaddy
along with sharing the border with Myanmar.

About Nai Manzil Scheme:
Nai Manzil Scheme was launched to address educational and livelihood needs of minority communities
in general and muslims in particular as it lags behind other minority communities in terms of educational
attainments. The scheme gives a new direction and a new goal for the all out of school or dropped out
students and those studying in Madrasas.
It aims at providing educational intervention by giving the bridge courses to the trainees and getting
them Certificates for Class XII and X from distance medium educational system.
It will also provide them trade basis skill training in 4 courses including Manufacturing, Engineering,
Services and Soft skills.
The scheme is intended to cover people in between 17 to 35 age group from all minority communities as

decided to implement Direct Benefit Transfer (DBT) scheme for kerosene.
The cash subsidy to be paid to users will be equivalent to the difference between current PDS price of
about Rs 12 and market rate of Rs 43 per litre.
The scheme will be implemented from 1st April in Raipur, Durg and Bilaspur in Chhattisgarh, Panipat and
Panchkula in Haryana, Shimla, Solan and Una in Himachal Pradesh, Chhatra, Giridih, East Singbhum,

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Stand Up
India Scheme to promote entrepreneurship among SC/ST and Women entrepreneurs. The Scheme is
intended to facilitate at least two such projects per bank branch, on an average one for each category of
entrepreneur. It is expected to benefit at least 2.5 lakh borrowers.
The Stand Up India Scheme provides for:
Refinance window through Small Industries Development Bank of India (SIDBI) with an initial amount of
Rs. 10,000 crore.
Creation of a credit guarantees mechanism through the National Credit Guarantee Trustee Company
(NCGTC).
Handholding support for borrowers both at the pre loan stage and during operations. This would include
increasing their familiarity with factoring services, registration with online platforms and e-market
places as well as sessions on best practices and problem solving.

The details of the scheme are as follows:


Focus is on handholding support for both SC/ST and Women borrowers.
The overall intent of the approval is to leverage the institutional credit structure to reach out to these
under-served sectors of the population by facilitating bank loans repayable up to 7 years and between
Rs. 10 lakh to Rs. 100 lakh for Greenfield enterprises in the non farm sector set up by such SC, ST and
Women borrowers.
The loan under the scheme would be appropriately secured and backed by a credit guarantee through a
credit guarantee scheme for which Department of Financial Services would be the settler and National
Credit Guarantee Trustee Company Ltd. (NCGTC) would be the operating agency.
Margin money of the composite loan would be up to 25%. Convergence with state schemes is expected
to reduce the actual requirement of margin money for a number of borrowers.
Over a period of time, it is proposed that a credit history of the borrower be built up through Credit
Bureaus.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has given its approval for the
creation of a Credit Guarantee Fund for Micro Units Development Refinance Agency (MUDRA) loans and
to convert MUDRA Ltd. into MUDRA Small Industries Development Bank of India (SIDBI) Bank as a wholly
owned subsidiary of SIDBI.
The Fund is expected to guarantee more than Rs 1,00,000 crore worth of loans to micro and small units
in the first instance.
The salient features of the scheme are as follows:
1. Establishment of Credit Guarantee Fund for MUDRA Units (CGFMU) for guaranteeing loans
sanctioned under Pradhan Mantri Mudra Yojana with effect from 8th April, 2015 with the objective to
reduce the credit risk to Banks / NBFCs / MFIs / other financial intermediaries, who are
Member Lending Institutions (MLIs).
2. The National Credit Guarantee Trustee Company Ltd. (NCGTC Ltd.), a wholly-owned company of
Government of India, constituted under the Companies Act, 1956 (2013) to manage and operate
various credit guarantee funds, shall be the Trustee of the Fund.
3. The guarantee would be provided on portfolio basis to a maximum extent of 50% of Amount
in Default in the portfolio.
The MUDRA (SIDBI) Bank will undertake refinance operations and provide support services with focus on
portal management; data analysis etc. apart from any other activity entrusted/ advised by Government
of India.

According to the first phase of the latest National Family Health Survey, the sex ratio has significantly
decreased in nine out of 11 states of India, whereas women's literacy has gone up in each of those
states in the past 10 years.
In these 11 states, on an average, there are 985 females per 1,000 males in 2015-16 compared to 1,000
females per 1,000 males in 2005-06. Women's literacy has increased 12.15 per cent in these 11 states.
According to the survey, children delivered in a medical institution under supervision have increased by
32.8 per cent in the past 10 years. Madhya Pradesh, Karnataka and Bihar saw a huge rise of 54.6 per
cent, 44.8 per cent and 43.9 per cent, respectively in institutional deliveries.
Goa, Meghalaya, Uttarakhand, Tripura, Tamil Nadu, Sikkim, Madhya Pradesh, Karnataka, Haryana, Bihar,
and West Bengal are the 11 selected states where survey took place.

districts of J&K for the posts of constables and class IV.
3. For LWE states, 75% of the vacancies of constables will be filled up from 27 core districts under
Security Related Expenditure (SRE) Scheme.
About Left Wing Extremism (LWE) Division:
The Left Wing Extremist (LWE) Division was instituted on 19th October 2006. The Division implements
security related schemes aimed at capacity building in the LWE affected States. The Division also

On 7th January 2016, the President of India, Pranab Mukherjee has promulgated the Enemy Property
(Amendment and Validation) Ordinance, 2016 to make amendments to the Enemy Property Act, 1968.
The Amendments are:
Once an enemy property is vested to the Custodian it shall continue to be vested in him. It shall not
revert back to enemy subject or enemy firm due to reasons such as death of subject or firm ceased to
function.
The law of succession does not apply to enemy property. Henceforth there cannot be transfer of any
property vested in the custodian by an enemy till it is disposed of in accordance with the provisions of
the Act.
The above amendments to the Enemy Property Act, 1968 will plug the loopholes in the Act to ensure
that the enemy properties that have been vested in the Custodian remain so and they do not revert
back to the enemy subject or enemy firm.
About Enemy Property Act, 1968:
The Enemy Property Act was enacted in the year 1968 by the Government of India, which provided for
the continuous vesting of enemy property in the Custodian. The Central Government through the
Custodian of Enemy Property for India is in possession of enemy properties spread across many states in

disrespecting any deceased tribal person held in high esteem or attempting to promote feelings of ill-will

The Defence Research and Development Organisation (DRDO) has recently test fired indigenously
developed, fire and forget anti tank missile, Nag. It successfully hit the target 4 km away during a night
trial in the Mahajan Field Firing Range, Rajasthan.
The DRDO used the Thermal Target System (TTS) developed by a defence laboratory at Jodhpur as target
for the missile during the test fire of Nag anti-tank missile. Thermal Target System (TTS) imitated the
target similar to operational tank. This was possible as thermal mapping from tank to TTS was carried
out for generating thermal signature.
About Nag Missile:
Nag missile is a third generation fire-and-forget, anti-tank missile developed in India. It is one of five
missile systems developed by the Defence Research and Development Organisation (DRDO) under the
Integrated Guided Missile Development Program (IGMDP). The missile uses HEAT (High explosive antitank). It can destroy modern tanks with armoured protection by nullifying their ERA (explosive reactive
armour). It can hit targets in the range of 45 km.

The 15th edition of Sahyog-Kaijin joint exercise concluded between India and Japan in the Bay of
Bengal off the Chennai coast.
From Indian side ICGS Samudra Paheredar, ICGS Sarang, ICGS Vishwast, ICGS Rajtarang, ICGS Rajkamal
and a Dornier Do 226 and chetak helicopters took part in the Sahyog-Kaijin XV exercise. While this is
the second time in three months a ship from the Japanese military forces is participating in a military
exercise along with India. In October last year, Japan Maritime Self-Defence Forces ship FS Fuyuzuk
participated in exercise Malabar with ships and aircraft of the Indian and the United States navies.
