Division and the South Carolina Department of Public Safety.

INTRODUCTION
The 2013 edition of Crime in South Carolina contains general information about crime trends,
provides crime data at the county level for the most recent year available, and provides
descriptive information about crime. The intent of this publication is to provide statistical
information about crime in the state in a simple and straightforward manner so that it can better
inform policymakers, criminal justice practitioners, and researchers, as well as the general
public.
The information presented in the tables, graphs, and charts in this publication indicate volume,
fluctuation, and distribution of crime in South Carolina on the basis of incident reports submitted
to the State Law Enforcement Division (SLED) by state and local law enforcement agencies.
These reports are edited and reviewed, corrected as needed, and compiled to form the basis of the
information presented in this report. It is important to note that the information in this report is
only as complete as the information submitted to SLED. Accordingly, unreported crimes are not
included. Additionally, edits, updates, and corrections are made over a two-year period in order
to provide agencies with the maximum window of opportunity to report as fully and accurately
as possible. As a result, rates and totals from a specific year can vary from previously published
totals for that same year. The data used for this report were current as of July 6, 2015. Any data
published here concerning figures for prior years supersede those published in previous reports.
The sum of categories for some tables, charts, or graphs may not total 100% due to rounding.
We wish to express our thanks and appreciation to the sheriffs, chiefs of police, state and local
law enforcement officers, as well as the administrative staff whose hard work gathering,
reviewing, and submitting crime and arrest data to the South Carolina Uniform Crime Reporting
Program made publication of this report possible. The report itself is the product of a
collaborative relationship between the State Law Enforcement Division, Uniform Crime
Reporting Program, and the South Carolina Statistical Analysis Center located within the South
Carolina Department of Public Safetys Office of Highway Safety and Justice Programs.

TRANSITION TO INCIDENT-BASED REPORTING


In 1991, South Carolina became one of the first states in the country to implement an incidentbased reporting (IBR) system. This new system expanded on the previous Summary Reporting
System (SRS) by requiring a higher degree of detail in reporting. Whereas the SRS only
collected eight Part I crimes (Murder, Rape, Robbery, Aggravated Assault, Burglary, LarcenyTheft, Motor Vehicle Theft, and Arson), the South Carolina Incident-Based Reporting System
(SCIBRS) currently collects in-depth data on 56 Group A offenses. Additionally, the older
Summary system allowed only the single most serious offense in an incident to be reported; any
other offenses in the incident and the information associated with them were not collected.
The SCIBRS allows up to five separate Group A offenses to be reported in each incident,
collecting information on the offense characteristics, property, victims, offenders, and arrestees
associated with each offense.
While enough data was collected using the new system to allow for historical trend reporting,
SCIBRS data continued to be converted back to Summary for publication in Crime in South
Carolina. This also facilitated comparison with the Federal Bureau of Investigations statistical
crime publications such as Crime in the United States which converts all IBR data to
Summary.
Crime in South Carolina, 2013 will be the first edition to feature exclusively IBR data. Because
of the significant differences between Summary data and SCIBRS data, any comparisons
between the figures published here in Crime in South Carolina, 2013 and those released in
Summary publications such as Crime in the United States or previous editions of Crime in South
Carolina are strongly discouraged.

INDEX OFFENSES
There are seven Index I offenses reported here: murder, sexual battery, robbery,
aggravated assault, breaking and entering, larceny, and motor vehicle theft. These are
typically categorized as violent (murder, sexual battery, robbery, and aggravated assault)
and property (breaking and entering, larceny, and motor vehicle theft) and provide basic
measures of crime. Throughout this report, crimes are usually presented either as the
number of reported offenses or as the rate of offenses per 10,000 unit of population.
Because it takes into account population, the offense rate usually provides the most useful
basis of comparison over time or among jurisdictions or other geographical groups. The
formula for calculating an offense rate is as follows:

South Carolina's violent crime rate decreased 12.2% from 2012 to 2013.
Since 1991 the violent crime rate has decreased 49.5%.
VIOLENT CRIME: Violent crime consists of murder, sexual battery, robbery, and
aggravated assault and involves the element of personal confrontation between the victim
and offender.

South Carolina's murder rate decreased 14.7% from 2012 to 2013. The
state murder rate has decreased 46.5% since 1991.
MURDER: Murder is the willful killing of one person by another. The classification of
this offense is based on police investigation as opposed to the determination of a court,
medical examiner, coroner, jury, or other judicial body. Deaths caused by negligence,
suicide, accident, or justifiable homicides are not included.

South Carolina's sexual battery rate decreased 6.5% from 2012 to 2013.
Since 1991 the sexual battery rate has decreased 38.5%.
SEXUAL BATTERY: Sexual battery is the penetration, no matter how slight, of the
vagina or anus with any body part or object, or oral penetration by a sex organ of another
person, without consent of the victim. It includes both male and female victims of rape,
sodomy, and sexual assault with an object. Statutory rape and other sex offenses are not
included.

ROBBERY: Robbery is the taking or attempted taking of anything of value from the
care, custody, or control of another person by force or threat of force, by violence, or by
putting the victim in fear of immediate harm.

South Carolinas aggravated assault rate decreased 12.9% from 2012 to


2013. From 1991 to 2013 the aggravated assault rate decreased 50.2%.
AGGRAVATED ASSAULT: Aggravated assault is an unlawful attack by one person
upon another wherein the offender uses a serious weapon or displays it in a threatening
manner, or the victim suffers obvious severe or aggravated bodily injury involving
apparent broken bones, loss of teeth, possible internal injury, severe laceration, or loss of
consciousness.

ARRESTS
Arrest counts provide a measure of law enforcement's response to crime. Arrest rates
also provide estimates of criminal offenses such as liquor law violations or driving under
the influence for which there are no victims who are likely to report the behavior. Arrest
practices, policies, and enforcement emphases vary from place to place and even within a
community over time. The arrest practices for certain unlawful conduct such as
drunkenness, disorderly conduct, vagrancy, and related violations may differ among
agencies. But the practices for robbery, burglary, and other serious crime arrests are
more likely to be uniform and consistent throughout all jurisdictions. Uniform Crime
Reporting procedures require that an arrest be counted on each separate occasion a person
is taken into custody, notified, or cited. Annual arrest figures do not measure the number
of individuals arrested, since one person may be arrested several times during the year for
the same or different offenses. In this report, arrests are presented either as the actual
number of arrests or as arrest rates per 10,000 unit of population. Arrest rates are
calculated using the following formula:

available and are not included in any of the data tables or charts that follow.
Clearance rates provide a measure of the degree to which crimes are resolved. This was
calculated by dividing the sum of offenses reported by the number of offenses cleared by
arrest or exceptional means.

JUVENILE ARRESTS
In addition to being a gauge of law enforcement's response to crime, arrests provide
reliable information concerning the age of apprehended offenders. Consequently, arrest
rates by age provide one of the better readily available measures of juvenile delinquency.
SCIBRS procedures require that an arrest be counted on each separate occasion a person
is taken into custody, notified, or cited. As a result, annual arrest figures do not measure
the number of individual juveniles arrested, since one juvenile might be arrested several
times during a year. State law sets the age of adult responsibility in most criminal
matters at seventeen years of age, so juvenile arrest rates were calculated on the basis of
the juvenile (age 0 through 16) population for each year from 1991 through 2013.

ASSAULTS INVOLVING DOMESTIC RELATIONSHIPS

This section examines aggravated assault, simple assault, and intimidation involving
victims and offenders who have either a familial or romantic relationship with one
another. Familial relationships are defined as including the following victim-to-offender
relationships: child, stepchild, grandchild, sibling (brother or sister), stepsibling, parent,
stepparent, grandparent, in-law, and other family member. Intimate relationships are
defined as including the following victim-to-offender relationships: spouse, ex-spouse,
boyfriend/girlfriend, and same-sex relationships. The victim-to-offender relationship
might best be understood as describing who the victim of the assault was. For example,
if the victim-to-offender relationship is child, then the victim was the child and the
offender was a parent.
Victims must be reported with their relationship to each of the offenders in the incident.
When an incident has multiple offenders, individual victims will be reported with
multiple relationship types. Because an individual victim may be reported with multiple
relationship types, any one victim could contribute to the number of victims for more
than one relationship type. For example, if a victim was the child of one offender and the
sibling of another, that victim will contribute both to the number of victims who were
children of an offender and to the number of victims who were siblings of an offender.
Because individual victims appear in multiple relationship types, the percentages in the
tables will add up to more than 100% of total victims.

through 2013. Violence in this context consists of simple assaults, aggravated assaults,
and murders committed against law enforcement officers in the line of duty.
