Guidelines for Applying for Locational Clearance

Locational clearance for BUSINESS PERMIT puposes:


For new businesses
1.
Applicants for new businesses must apply for their Locational Clerance through the Business One Sto
ground floor, Business Permits and Licensing Office (BPLO), Center Quezon City Hall
2.
It will be processed along with the application for New Business Registration. The applicant must brin
subdivision plan/ sketch showing exact position and area occupied by business being applied for
The applicant must also bring his/her identification card. If the one filing the application is not the business
must bring an authorization letter from the owner.
For existing businesses renewing their registration
1.
The locational clearance has a validity period of 12 months. Before the validity date of your locationa
have it renewed by going to the Zoning Administration Unit of the City Planning and Development Office (
Quezon City Hall High-rise Building. You may do this as early as three (3) months before the locational cle

Bring the original copy of the business permit for this purpose. For easier processing, attach the loca
subdivision plan/ sketch showing exact position and area occupied by the business being applied for.
If you need the locational clearance for BUILDING PERMIT purposes:
1.
Download from the quezoncity.gov.ph website, and completely fill up the Application Form for Locatio
building permit purposes).
2.
The owner of the structure must sign the application form.
3.
Have this application form and the required attachments received by the Zoning Administration Unit
and Development Office (CPDO), at the 10th floor, Quezon City Hall High-rise Building.
4.
Keep a photocopy the application form duly received by the zoning administration unit.

Listed below are the required attachments for the locational clearance application:
1.For new applications of building permits
Certified true copy of the transfer certificate of title (TCT)
Real estate tax receipt and bill (current year)
(if applicable) Lease contract/ward notice, dead of sale, memorandum of agreement or joint venture
Authority to sign (corporate secretarys affidavit)
Affidavit of consent to construct / special power of attorney
Barangay clearance
Location plan
Architectural plans (2 sets, signed and sealed)
Site Development Plan showing parking layout
Long folder
If it is not the owner that files for the application, the authorization letter must be typed and notarized.
2.For renovations, repairs, additions/extensions
Add to the above list, the previous barangay clearance, locational clearance and approved plans.
3.For subdivisions/ community mortgage projects
Certified true copy of the transfer certificate of title TCT (2 sets from LRA/Deed of Sale/MOA)
Real estate tax receipt and bill (current year)
List of beneficiaries
SEC certificate
HLURB Certificate
City Council resolution (for subdivision/ CMP project located in R1 and R2 zones)
Barangay clearance
Duly Authorized Representative (type written or computer printout)
Location plan/ subdivision plan (2 sets)
Long folder
4.For non-conformance (application to cure nonconformity as to land use)

Certified true copy of the transfer certificate of title (TCT) (2 copies from LRA)
Real estate tax receipt and bill (current year, original plus 1 photocopy)
Authority to sign (corporate secretarys affidavit)
Affidavit of consent to construct / special power of attorney
Previous locational clearance, permits from the local government
Proof of year of constructed
Barangay Council resolution (original plus 1 photocopy)
Lot Plan signed by Geodetic Engineer
Architectural plan (2 sets, signed and sealed)
Site development plan showing parking layout
Duly notarized authorization of representative (typed)

5.For certification of exception (for a project that cannot fulfill its objectives under zoning regula
Description of the project, its boundaries, nature of operation or use and the like
Description of the objectives to be achieved in the proposed project
Statement as to why the project cannot fulfill its objectives under zoning regulations
Certified true copy of the transfer certificate of title (TCT) (2 sets from LRA, Affidavit of Consent to C
Sale/MOA/Lease Contract)
Tax Clearance/Real estate tax receipt and bill (current year, original plus 1 photocopy)
Authority to sign (corporate secretarys affidavit)
High-rise condominiums(8-storeys and higher)
Mixed-use projects(minimum floor area of 10,000 sqm/8-storeys and high)
Department stores, mall and supermarkets
Certified true copy of Homeowners Association (HOA) clearance/immediate neighbors consent
Certified true copy of barangay council resolution
Location plan/Lot Plan signed by Geodetic Engineer
Architectural plan (2 sets, signed and sealed)
Site development plan showing parking layout
Environment Impact Study
Traffic Management Plan for High Rise Condominium (8-storey and above), Mixed Use (minimum floor area
storey and above), Department Stores, Malls and Supermarkets.
Long folder
6.For special use permit (gasoline, refilling stations, telecommunication towers, and other specia
endorsement of the City Council
Description of the project, its nature of operation and use, location, boundaries and size or volume o
Identification of components which shall be affected by the project
Photocopy of tax identification number (TIN) card; if it is an application by a corporation, use the TIN
Certified true copy of the transfer certificate of title (TCT),(2 sets from LRA, Affidavit of Consent to C
Sale/MOA/Lease Contract)
Tax Clearance/Real estate tax receipt and bill (current year, original plus 1 photocopy)
Authority to sign (corporate secretarys affidavit)
Project feasibility study
Initial environment examination (IEE), with sworn accountability of the IEE preparer
Additional requirements for telecommunications towers:
Height clearance permit
Radio frequency radiation evaluation/ Department of Health clearance
Certified true copy of Homeowners Association (HOA) clearance/ immediate neighbors consent
Certified true copy of barangay council resolution
Location plan/Lot Plan signed by Geodetic Engineer

Architectural plan (2 sets, signed and sealed)

IEE report checklist(for antennas on top of buildings)
