I don't have all the answers, but will provide what I know and work with Mr. Stan Schneider (the owner of the document) to find the
rest.
EMD is an acronym for Engineering, Management, & Design. Tried to define all the acronyms within the body of the document, but
I missed the ones In tables and figures. I'll modify the text so I can define these.
I do not know the exact "delta" between what was budgeted for CMIS and what is now budgeted for MIS. I do know that the MIS
budget is limited to the amount of the CMIS budget that is left over after the IPO cancelled the CMIS contract. I'll see if Stan can
provide that Information.
The information kit provided an approximate decision gate of 24 months prior to launch (Table 3), which is the date Integration &
Test begins, for GFE sensors to be provided to the contractor for Integration on a satellite. This again is very loose at this time and
will be firmed up as the Integrated Master Schedule (IMS) and new contract details are worked out. I don't believe the IPO is
looking at decisions by sensor, but I will forward the question on up the chain.
Don't know exactly what you are curious about the OSTP input. The user Agendes are working with them to find solutions for data
that NPOESS won't prOVide under the new architecture. I would bet they will look closely at GEOSS efforts that NOAA is leading.
Plus looking at opportunities to operationalize anything the DoD SERB is scheduling to put up that may fulfill needs just to mention a
couple.
As to ALT I believe • • • can help you on that one. I had to flush that stuff from my brain when I got read-off the NPS I
supported on active duty.

We've had a look at the ref document and one of the folks working with me at
NGA, came up with some questions I'm hoping you can answer.
They are below. Additionally, she's engaging with our folks in the Future
Warfare office here to ensure we are gauging NGA impacts as best possible.
If you haven't done so already, please ensure the folks you are meeting with
tomorrow have this 'kit' ASAP.

Eric,
I think this is missing one critical element: while I know that the MIS has
to be put back out for bids, and the cost is therefore unknown, there must
be an amount budgeted for the sensor, What is the delta between that limit
and the cost of CMIS? Is that switch out on the table? It doesn't appear
to be. but I think it would be useful to know for certain.
In Table I, what does EMD stand for? I didn't find a list of acronyms
attached.
I'm also curious about the OSTP solutions input. Are there decision
gates/time lines defined for each sensor? (We asked Mike Haas and Lt Col
Preble last Thursday for decision gates for the NPOESS birds, but I think it
is more appropriate we ask in terms of sensors.) It would certainly be
useful to know how much time we have to work these issues.
I'm trying to talk to a few other OMW folks prior to tomorrow. I've focused
primarily on the impacts due to CMIS becoming MIS and the cancellation of
APS and ALT. You'll have to educate me on the criticality of the other
sensors to NGA's mission. I'm not sure about ALT - but I'll try to get a
vector check prior to tomorrow afternoon.
