MONTOPOLIS/ ACC RIVERSIDE AREA- CITIZENS 4 SAFETY

We are a concerned group of citizens living in the West Montopolis neighborhood near Roy G.
Guerrero Park. We are asking the city leaders to help us make our neighborhood, and especially the
area along Grove Blvd, a safer place for everyone.
Grove Blvd is a heavily populated area with waves of pedestrian, bicycle and vehicle traffic. On a
daily basis, hundreds of ACC students park along the street and cross over to get to campus. In
addition, the Ruiz Public Library, Safe Place, a golf course, and housing developments are along the
street as well as a few very popular bus stops and the entrances to ACC Riverside.
Despite this traffic, the posted speed limit on Grove is 40 MPH. This is HIGHER than the posted
speed on the nearby major 6 lane roads Riverside Drive and Pleasant Valley! Furthermore, there are
NO POSTED SPEED LIMIT signs leading into Roy G. Guerrero Park!
This is clearly a DISASTER WAITING TO HAPPEN. Numerous neighbors have witnessed and
complained to the city about reckless, lost and rushed drivers speeding in excess of 50 and 60 mph
along Grove Blvd. and down the long hill leading into the park.
In order to remedy this DANGEROUS SITUATION, we are proposing the following at a minimum:
1. POST APPROPRIATE SPEED LIMIT SIGNS ALONG GROVE BLVD AND IN ROY G.
GUERRERO PARK:
Currently there are NO SPEED LIMIT SIGNS entering or inside Roy G. Guerrero Park. Thus,
the posted speed limit is 40MPH, and many cars greatly exceed that on the long downhill
incline entering the park:
a. Reduce the Grove Blvd. Speed Limit to 30 mph or less.
b. Post speed limits of 25 MPH or less entering and throughout Roy G. Guerrero Park.

2. PROVIDE SPEED BUMPS IN ROY G. GUERRERO PARK & ALONG PARTS OF GROVE
BLVD:
a. Provide speed bumps along Grove Blvd. leading into Roy G. Guerrero Park.
b. Provide speed bumps down the steep park entrance hill and within Roy G. Guerrero
Park
c. Provide speed bumps adjacent to the ACC Riverside Entrance on Grove Blvd., a
heavily populated pedestrian traffic area.
3. PROVIDE A 3-WAY STOP SIGN AND/OR PROTECTED BLINKING LIGHT CROSS WALK
AT THE INTERSECTION OF HOGAN ST. AND GROVE BLVD:
Despite the use of Grove Blvd and adjacent streets for parking, there is no protected way
for pedestrians to cross the street into the ACC campus. Multiple residents have reported
near accidents between pedestrians crossing the road and high-speed vehicles heading
into the park area via Grove Blvd.
a. Provide a protected, blinking yellow light cross walk at the corner of Grove Blvd. and
Hogan St. where a natural crossing already exists.
b. Provide a 3-way stop sign at Grove Blvd and Hogan St., the last intersection before
reaching the entrance to Roy G. Guerrero Park.
