EXECUTIVE SUMMARY

SUBJECT: USAREC Domestic Violence/ Sexual Assault Prevention Board


Meeting, 16 March 2009

BACKGROUND: This quarterly meeting is to provide detailed information of how


domestic violence is being trained, managed, and controlled within the command.
The USAREC Domestic Violence/Sexual Assault Prevention Board Meeting
convened 16 March n the USAREC Command
Conference Room. b(6) Chief, facilitated the brief.

AGENDA:

o DCG Opening Comments: CG thanked everyone for participating, and


emphasized that all Chaplains are expected to participate in these quarterly
boards.

o Old Business/ Due Outs:


o Briefing previous quarter data vice extended year comparisons
o Answered support for contractors is provided by civilian agencies

o New Business:
o 1st BDE.
ƒ Sexual Misconduct. The Soldier that assaulted the DA civilian is
currently under house arrest. The victim is still working and has
been assigned a battle buddy. The victim has received counseling.
ƒ Substantiated vs. Unsubstantiated. The child abuse case was
identified by the school nurse and has been substantiated, and the
child neglect case is unsubstantiated at this time.
ƒ Commander’s Comments. If a recruiter has several unsubstantiated
cases, he/she still receives the training as would a substantiated
case.
o 2d BDE.
ƒ Drug Abuse. The Brigade Commander pulled the education and
UCMJ handling of drug cases authority to his level.
ƒ Sexual Misconduct. Although, there are 3 cases of sexual
misconduct, it was noted that all 3 cases were done by the same
NCO in Columbia.
ƒ Commander’s Comments. Implement training and awareness
programs, and target battalions for increased random drug testing.

o 3d BDE.
ƒ Drug Abuse. It was noted that all 6 drug abuse cases were driving
under the influence (DUI) cases. NOTE: DUI
ƒ Spouse Abuse. There are 5 Soldiers currently attending counseling
and a Soldier already PCS’d. However, he was in counseling prior
to going to the 10th Mountain Division.
ƒ Commander’s Comments. OIF/OEF Veterans account for the
majority of Drug Abuse and Domestic Violence SIRs.

o 5th BDE.
ƒ HRAP. The sexual misconduct offense is a HRAP against a Future
Soldier
ƒ Analysis/Trends. All cases were first time offenses with multiple
deployments.
ƒ Commander’s Comments. Big increase for MFLCs and PFC. They
are doing a great job.

o 6th BDE.
ƒ Needs. More training for Commanders and XO’s to emphasize the
programs and learn to identify indicators.
ƒ Commander’s Comments. Sexual misconduct within the Brigade is
mostly with geographical bachelors in the mid-30’s.

o MRBde.
ƒ No Updates.
ƒ Commander’s Comments. Continue training wellness and
awareness.

o SMBde.
ƒ No Updates.
ƒ Geographical bachelors continues to be a probably. It is stressful
maintaining 2 households and some are struggling financially.
o Closing Comments:
o b(6) HRC is making sure recruiters are showing up as required.
b(6) When the head of the command takes this seriously, the rest of
nd takes this seriously as well. This is being proven in this
command.

o DCG Guidance/Due Outs:


o If a Soldier is PCSing and is in one of the mentioned categories, ensure that
the gaining unit is being notified about the Soldier and the situation.
o There was an article published last week concerning Warrior Transition
Units (WTUs). Find the article and know the new TTPs. ** NOTE: Need
DCG clarification on the source of the article
o Notify Soldiers that the Emergency Room is an option if they need to speak
to someone are going into a weekend and can not get an appointment.
o Recruiters should only be working on production Saturdays; therefore, know
what the recruiters are dong on the weekends when they are not working.
o Need a class roster for all classes that indicate when the new recruiter was
contacted by their Sponsor.

The next USAREC Domestic Violence/Sexual Assault Prevention Board is


scheduled for Wednesday, 20 May 2009, in the Command Conference Room.

Sexual Assault Prevention Board at 1500 on 19 December 2008.

Slide 7. Commander’s Comments:
- Reporting getting better.
- All battalions are increasing training on the subject
- DCG stated cross talk is necessary with losing and gaining units. It is imperative
that we do a hand-off on high risk losses and gains. I ask that you keep this high on the
radar screen.
2d Bde:
Slide 9. Serious Incident Reports:
- There is a change in the command climate in Jacksonville (which should result
in future improvement).

Slide 10. Brigade Recruiter Misconduct:


- Training continues at all units

Slide 11. Family Advocacy Program Cases:


- Training, Chaplain retreats, and time off for Families pays dividends.

** Slide 15. Brigade Recruiter Misconduct:
- DCG: regarding 06 and 07, I don’t care anymore, the issue is about what is
happening now, quarter to quarter. (Fix reporting format).

Slide 16. Family Advocacy:


- Need reinforcement training at the school house and at home station.
- AR601-1 needs to be adhered to as rotate personnel assignments (AGR).
- AGR has a higher percentage of Domestic Violence.
- Reintegration training should be conducted by battle partners at Hood and Bragg
vice Ft. Jackson

Slide 17. Commander’s Comments:


- No waiver for the 90 day stabilization.
- Reiterated there is different types of stress
- Reintegration training needs to be conducted 2X per year.
- CSM: Intergration vice reintegration. The Soldier is coming from a combat
environment into the recruiting environment
- DCG: There is a Brigade Psychologist in the works

5th Bde: No additional comments to what was briefed on the slides

- Lessons Learned from RSOI (Reception, Staging, Onward Integration
- MFLCs being used at Portland and So Cal Bn’s
- UVA training. 40 hours. Train the Trainer.

- Staffing on SORB (providing program support).
DCG. Closing Comments
- Contractors ROE needs to be looked at. We will lay out what vendors say about
Sexual Assault (CORs with Softec, Serco, and MPRI etc)
- Know your Soldiers.

Next Quarterly Meeting: 16 Mar 09 from 1400-1600 in conjunction with the Suicide
Prevention Board.

CLT’s don’t know their Soldiers. With today’s challenges young leaders
don’t know the leadership skill that most of us take for granted.
