¾ DUI/Drug abuse indicators reflect negative impact on brigade
¾ Better unit reporting of misconduct
¾ Family Advocacy related indicators across the brigade are down

• Lessons learned: Create systems and processes to fix negative


trends and sustain positive trends

• Training:
¾ Conduct alcohol/drug related training at all levels to continue
awareness
¾ Conduct values awareness all levels daily to reduce misconduct
¾ Sustain Family Advocacy climate through command sponsored
marriage retreats and employment of MFLC/PFC’s

• Recommendations: Implement training and awareness programs in


areas already discussed.

Commander’s Comments
• Trends:
• Substance abuse and domestic violence are our highest violations. We believe these are
indicators of stress.
• AR Soldiers account for a disproportionate number of violations.
• Lessons learned:
• We need to increase knowledge on stress, substance abuse and domestic violence.
• In order to obtain an accurate picture, true Re-integration Training must be done in person
• Post Traumatic Stress Disorder (PTSD) can play-out over time; therefore, PTSD cannot be
treated in one visit
• Married Soldiers seem to deal with PTSD Symptoms better than single Soldiers. Families
provide a sanctuary for the Soldier to get away from it all.
• EO Policies are improved through Command emphasis, leadership awareness, and good
EOA rapport in the field.
Training
• Incorporate Family Wellness Training into the following training events in order to ensure
Commanders understand how it impacts unit readiness: SCAARs, USAR Training, EO
Training, Marriage Retreats. Increase knowledge of the presence of MFLC and financial
consultants.
• Educate our force on the MRAC and Soldier and Family Wellness slides.
• Recommendations:
• Additional funding for follow-up reintegration training. Should conduct 2 per year.
• USAREC work with HRC St Louis to ensure proper rotation of AGR Soldiers (601-1).
• In addition to MFLC and financial consultants, USAREC should contract for a
psychologist at brigade level.

• Over 50% of the Soldiers were previously deployed • Maintain two trained Unit Victim Advocate (UVA) per BN
• Female spouses were the victim in every case • Encouraging spouses to attend training at ATC’s

• Buddy system violations are prevalent in all sexual misconduct/harassment cases.
• Lack of Buddy system enforcement and compliance at the station and company level

• Can anticipate elevation in FAP cases in FY 09 • The wide spread nature of the population
as reporting to Brigade FAP increases.
• 7 of the 9 domestic abuse cases came out of
two battalions (SOCAL/PORTLAND).
•Just over half of the reported domestic abuse NEEDS
cases were reported in the 4th Qtr.
