JL Witt is .starting regular conf calls with parish presidents (good idea). I gob a
message that Mm.. Brown has been asked to join those calls. I recommend he does so. I
will call Witt tomrw. When Mike can’t, we will have Lokey participate. These guys drive
the needs.
I have teams all over the affected 8 parishes. They are linked or are linking up with the
parish liaison efforts throughoUt.’.So there is atie to fema ops and a care and feeding
function to explain and answer questions about other programs.
As for leg affairs, I will do call outs tomrw to all co del of LA and MS. I have talked
to the LAaffected co del constantly. Have fixed more problems and handled more special
needs than I can recount. I will meet with the team at the JFO tomorrow and make some
permanent assignments and an ~sSessment to ensure what we would always do in a disaster is
set’.up as good as it can be.
I have spent a considerable amount of time with sheila Jackson Lee tonight and today. It
goes without saying that we must start having calls with the co dels housing the. evacuees.:.
in other states. They want to hear we have a plan and good ideas and that we need there

seasoned FEMA representative in ~each of the eight.most affec~ted parishes. ~.~ Those .a~e .very
knowledgeable, senior officials who know the ins-and-outs o~ the programs:..’~<Each Of those
report to my program representative in the PFO eel!. So, in. essence,. (and pl’ease’ .p~ardon
spellings here) Baker, J~ndal and Melachon actually have several in ~their ~districts,-
rather than a single one.

If we need additional people in the other members~ districts, we can.do that, b~t.they
will not be of the caliber of the eight we have distributed now. They could act as
information, facili.tators .to get the member’s requests funneled to HQ or Baton~Rbuge,i~ I
would suggest that the current situation is wOrking best, but will proceed as you think
the WHwouId prefer.

JL Witt is starting regular conf calls with parish presidents (good idea).. I got a
message that Mr. Brown has been asked to join those calls. I recommend he does so...I

I have teams all over the affected 8 parishes. They are linked or are linking up with the
parish liaison efforts throughout so there is a tie to fema ops and a care and feeding
function to explain and answer questions about other programs.
As for leg affairs, I will do call outs tomrw to all co del of LA and MS.I have talked
to the LA affected co del constantly. Have fixed more problems and handled more special.
needs than I can recount. I will meet with the team at the JFO tomorrow and make some
permanent assignments and an assessment to ensure what we would always do in a disasteris
set up as good as it can be.
I have spent a considerable amount of time with Sheila Jackson Lee tonight and today. It
goes without saying that we must start having calls with the co dels housing the evacuees
in other states.. They want to hear we have a plan and good ideas and ~hat we need there
help. Confidence and honesty.

shipments of commodities. This is c~rent!y ~ critical weakness and needs to be improved.
Piccadilly Cafeterias will begin feeding 3.000 persons today - three hot
meals daily. Contract allows increase to 8000 Persons. Other contracts are pending -
critical to move from MRE feeding scheme to hot meals. ¯.FEMA understands issue of
consuming War Reserve MREs. Vigorously working this issue.

c. Medical
All Counties and Parishes now have DMAT coverage, where required.

facility is designed to house NO City personnel and secondarily to house federal
responders.
Both Carnival Line cr, uise ships currently in Galveston are being moved to
New¯Orleans to house city personnel ~ahd federal responders since only 94 of the 6000
evacuees at the Astrodome in Houston agreed to move to the cruise ships for housing. FEMA
anticipates other ships will be procured to house same population. Major issues remain to
be worked, including sUpplying power, water, sewer, berthing space, security and other
recD!irements for these vessels upon arrival. Carniva! ships have approximately 2500
berths each.

g. Recovery.

To date, FEMA has registered 325,000 persons impacted by the disaster.


COE continues debris clearance operations.
COE is working "blue roof" operations and anticipates delivery of 23K blue

tarps for emergency roof repairs in next 24 hours. Immediate purchase of bOOK additional
tarps is anticipated.
Large portions~of the impacted areas of both MS and LA remain without
power, although situation continues to improve daily. Many areas of Metro NO now have

- ~COE continues to report major shortages of~large generators (over 150KW)
Recommended that DCO investigate D0D capability. Shortage ~impacts ability to bring water
treatment and pumping stations on!:i~l~id~ Ultimately, may impact ability to~remove water
from NO as more pumping stations Come on line.

2. Current PFO activities.


a. Intensive work on mortuaryissues.
b. Establishing a PFO long-range planning cell using FEMA and SJFHQ military
personnel. Focus will be planning .for recovery efforts, to include resettlement of
evacuees.
3. PFO Focus Areas: Mr. Brown t01~ his staff this morning that he has two immediate
priorities. First, is the housing mission and second is feeding the impacted population.
Told them to think ~0utside the box" and use all resources at their disposal. Bottom
line, ~make the mission happen - don’t get bogged down in bureaucracy.

4, Miscellaneous.
a. ~FEMA working to ensure offers of assistance are properly assessed and given due
consideration. Issue driven by.reports in media that offers are being turned down without
adequate review.
b. Believe issue of debris disposal, p@rticularly considering hazardous materials
involved in some debris areas has not received adequate consideration. This may be a
major issue if not quickly addressed~~ although EPA claims to support’ reasonable requests
for waivers and exceptions. This is not an area of discussionat this time.
c. Media reports FEMA perso~el are confiscating local government and private
property for FEMA purposes. cann6t! identify source of these reports and insufficient
information is available .to ascer~ii~ their, validity. FCOs are being watching ,this
carefully and ensuring that their personnel understand that such activities are. not
permitted.
