BACKGROUND
Kelintang Onshore Receiving Facilities (FOG) currently receives electrical power from rental
Gas Engine Generators (GEG) under Lease, Operate & Maintain (LOM) contract since its
operation in 2009.
With FOG Long Term Power Solution Project, Mate intends to obtain grid power from stateowned Agan supplier Kelintang Agan Berhad (SAB). The grid power is to become primary
power source to power up FOG plant. The existing GEG at FOG shall be used as 100% back-up
power source during grid power interruption.
The purpose of this workpack is to detail the sequence and requirements to perform
the WORKS for the crossing of new power and fibre optic cables across the existing 36 inch gas
pipeline and the precautionary step required to ensure that the works are done correctly
and safely.

2.0

SCOPE
The scope of the CONTRACT requires the Contractor to lay two 33kV and one fibre optic
cables from Kelintang's Kelintang Kidurong Power Station (KPS) to Mates Kelintang Onshore
Receiving Facility (FOG). The route of the cables mostly follows the road from KPS to FOG and
would involve one road crossing and the crossing of the Petronas gas pipeline. Both crossings
are located in FOG perimeter, about 100 150 m outside FOGs gate.
The scope of this work pack shall be for the crossing of new power and fibre optic cables
across the existing 36 inch gas pipeline (Inside FOG perimeter) as marked on the drawing.

3.0

OBJECTIVE
The objective of this work pack is to provide information and details on the execution of
the pipeline crossing for this project by Sample CompanySdn. Bhd. (Contractor), with the
intent of highlighting the precautionary measures associated with the works and to alert
FOG Operational team on the activities that will be carried out within the FOG perimeter.

GENERAL WORK REQUIREMENT


Prior to commencement of any work at site the following shall be followed and complied with
at all times:
a)

All workers and personnel involved shall attend a Safety Briefing conducted jointly by
Mate and PGB. The Safety Briefing by PGB will be carried out at site. The workers shall
have a valid SOCSO / insurance and medical certificate.

b)

Supervisor or Work Leader must ensure implementation of safety measures and


precautions throughout the works. Mates Supervisor will be available at site at all times
during work execution.

c)

All workers shall be equipped with appropriate PPE and must be put on during the
works.

d)

Obtain valid Permit to Work (PTW) and other relevant Certificate related for the works,
in accordance to our HSSE plan. The PTW shall be submitted to both MOC and PGB for
their approvals before progressing with the WORKS. As the work will commence at 8.00
am, PTW from PGB will be required by 7.30 am.

e)

An excavation Certificate shall be completed and attached to appropriate PTW for any
works involving excavation to a depth of more than 100mm
Note:

The term Excavation shall refer to disturbing the existing ground level to
any depth greater than 100mm.

f)

Copy of Permit to Work (PTW) shall be displayed at work site at all times throughout the
work. Supervisor or Work Leader must ensure that the permit will be closed at the end
of the work day.

g)

All equipment and tools shall be inspected and approved by Mates and PGBs
representative prior to them being mobilized and used on site.

h)

All diesel powered equipment must be inspected and have approved permits prior to
mobilization to site.

i)

Access to the construction area shall be via FOG main road.

j)

PGSS's Consent Letter or acknowledgement in regards of excavation works (if applicable)

k)

All machineries shall be operated and monitored by experienced personnel.

l)

Contractor is responsible for the security of their own equipment.

m) Detail work procedure (step by step instruction) shall be provided when submitting PTW
application.
n)

DETAILED WORK METHOD STATEMENT OPEN TRENCHING AT PIPELINE CROSSING


6.1

Planning the excavation


This step includes selecting the route and depth of the trench, and determining what
tools, equipment, and materials are needed. This would include;

The route chosen will not damage valuable plants or appurtenances in the area.
The work area is void of any trees, shrubs and other plants may suffer injury or die
if their roots are damaged in excavation. Driveways and sidewalks in the work area
will be protected, to prevent damage or injuries to third parties. If required, steel
plate would be placed at road crossing area.

The soil in the work area is sandy clay with a water table of around 1.5m (0.9m
when raining) and excavating a straight, deep ditch is challenging when it rains and
when excavating more than 1.5m.

Shoring
This process uses a support structure for the ditch sides so they do not cave in and
injure anyone, or undo the digging that have been done before. If needed, shoring
will be provided constructed with plywood sheets with posts to support them.
However, based on the excavation works performed thus far in the adjacent areas,
no shoring has been required. The Contractors Project Team will monitor the
stability of the trench, ditch and surrounding grounds.

De-watering
This will remove the excess water from the soil to help stabilize it while working.
This can be accomplished either with a well point system or a sock pipe and mudhog type diaphragm pump to remove the water as it seeps into the excavation.
Contractor will drain the excess water that accumulated due to the trenching
operation or rain, into existing drainage system.

Benching the excavation.


This is the technique for dealing with loose soils. As the trench is excavated, the
sides step down so the banks do not have to support more material than they are
capable of. This will be performed if required. However, based on the excavation
works performed thus far in the adjacent areas, no benching has been required.

Determine the location and depth of any utility or facility in the vicinity of your
trench. Contractor has contacted local government authorities (JKR, LAKU, SAB,
TELEKOM) so that underground electric, water, and communications pipes and
cables can be determined to prevent injury or liability in the event they are
damaged.

Mobilization of equipment and tools

6.3

Machinery and tools will be inspected and certified by MOC and PGB competent
personnel before use.
All safety devices and guards must be checked daily to ensure that they are intact
and operable.

Removal of topsoil
The topsoil will be stored away from other spoil material to avoid contamination. It
should be ensured that the topsoil heap does not exceed 1 - 1.5m in height to avoid
compaction. For the same reason the topsoil heap should either be demarcated or
placed away from frequent foot or vehicular traffic. Canvas sheet will be used to cover
excavated soil if it rains heavily and continuously.

Commencement of excavation
A survey shall be carried out by PGB upon approval of the workpack. PGB will assist
MATE/Contractor to use pipe locator to locate the pipe at site.

At the start, the equipment will be lined up with the ditch line, and excavation
commence. The excavation team must monitor soil conditions so that the trench
embankments do not yield, allowing them to cave in. The dig will be to the first cut, to
the depth that have been decided is deep enough to serve the purpose of the trench, or
if the trench needs to be benched (if benching is required), to the depth of the first
bench. Make subsequent entrenchments to the depth of each bench prior to digging
deeper, so the banks of each bench will remain stable throughout the process.
The spoil (the removed soil) will be thrown, or casted, as far from the excavation as
possible, so it will not encumber the work. This will also prevent the removed material
from creating an overburdening of the trench's banks (or sides).
The excavation works will move along the length of the trench as each section is
excavated to the required depth. The excavation will continue until the whole trench is
complete. The inspector will recheck the depth of the trench, check the embankments
for stability, and do any smoothing or finished grading of the trench bottom necessary
to allow installing the material the trench has been dug for.
Contractor has determined the depth of the pipeline during the last failed attempt using
HDD. Taking into consideration the depth of the pipeline and the surrounding soil
condition, Contractor suggests digging a trench of 1.0 m and then probing to a depth of
another 1.0 m over the pipeline area to ascertain that the pipeline is indeed more than
2.0 m below the surface. As we will be digging a trench of maximum 1.5 m and
additional 0.15 0.3m for the concrete slab, the risk of hitting the pipeline is reduced to
the minimum.
The construction equipment, namely a mini excavator, will be utilized for the trenching.
Contractor will ensure that the equipment will not be placed directly over the pipeline.
6.5

Installation of cables
Subsequently, HDPE Pipes (2 nos. 6 inch and 1 no. 1 inch) will be installed. The HDPE
pipes shall be joined to one another by means of thermal butt-fusion.
Upon completion of HDPE pipes installation, the cables will be laid, one at a time, in the
trench.
The clear distance between the proposed cable and PGSS pipeline shall be a
minimum 600mm.
There shall be no jointing activity of any form (cables or sleeves) at the pipeline
location. Jointing of cables and HDPE pipes will be conducted outside PGBs right of
way. No manholes or chambers will be constructed in PGBs ROW.

6.6

Trench Backfilling
Backfilling will comply with approved procedures and method, as established in the
project. Concrete slabs will be placed about 6 12 inches above the cables as added
protection against future excavation that could damage the cables and/or cause injury
to people. Topsoil will be replaced as soon as all the spoil has been back-filled. This will
ensure easy re-vegetation. The area will be re-graded and re-landscaped after
connecting any utilities that have been installed.
Depending on soil condition, concrete slabs will also be placed about 6 12 inches
below the cables over a length of 2 3 m above the pipe crossing. The requirement will
be decided at site.

PGB shall b e consulted for compaction work on the allowable load for compaction
vehicles.
6.7

Markers
Contractor will provide warning markers to indicate the cable crossing. PGB shall
provide the design to MATE/Contractor.

Housekeeping

All waste materials shall be clear from the site after completion of works to a
satisfactory level.
All damages at works site must be reinstated to a satisfactory level.

As-Built Drawings
Contractor shall submit as-built drawings of the crossing covering the whole PGSS
R.O.W within 30 days after completion of the work. PGB shall provide the native file for
SCSB to incorporate the cable crossing in the as-built drawings.
