RULES AND REGULATIONS FOR THE CONDUCT OF THE FEBRUARY 24, 2016 SILLIMAN UNIVERSITY
STUDENT GOVERNMENT (SUSG) ELECTIONS
Article I
GENERAL PROVISIONS
Section 1. Nature of SUSG Elections. The SUSG Elections may be partisan and shall be conducted in an honest,
expeditious and economical manner.
Section 2. Supervision and Control of SUSG Elections. The Committee on Elections (COMELEC) shall exercise
supervision and control over the conduct of the SUSG elections.
Section 3. Election Period. The election period shall commence on February 1, 2016 and end on February 29,
2016. This period shall consist of the Filing of the Certificates of Candidacy, Convocations of Candidates, Campaign
Period, Election Day, Post-Election Protest and Recount and Proclamation of Winners.
Section 4. Period for Filing the Certificate of Candidacy. The candidates must file their certificates of
candidacy starting from February 1, 2016, Monday, at 8:00 in the morning until February 6, 2016, Saturday, at
5:00 in the afternoon, at the place designated by the COMELEC. Any certificate of candidacy submitted after the
deadline shall not be accepted.
Section 5. Campaign Period. The campaign period shall commence on February 9, 2016 and will end on
February 22, 2016. The COMELEC shall regulate and issue the necessary permits for the room-to-room campaign
and the public forum. Political parties shall agree upon the schedule for the room-to-room campaign in a meeting
held for that purpose, to be scheduled by the COMELEC. The miting de avance will be held on the afternoon of
February 22, 2016, Monday.
Section 6. Election Day. Pursuant to Section 6-1, Article VII of the SUSG Constitution, the election shall be on
the last Wednesday of February, which is February 24, 2016. The casting, counting and canvassing of votes shall be
done during the Election Day.
Section 7. Qualified Voters. In accordance with the SUSG Constitution, qualified voters are those students
officially enrolled in the University as bona fide students in high school, college or graduate school for the second
semester of school year 2015-2016. No residence qualification nor citizenship requirement shall be imposed on the
exercise of the right to suffrage.
Article II
ELIGIBILITY OF CANDIDATES AND CERTIFICATE OF CANDIDACY
Section 1. Elective SUSG Officials. The officials to be elected are the President, Vice President and
Representatives from the various colleges and schools of the University.
Section 2. Appointment of Representatives. Pursuant to the Constitutional Rule pertaining to the appointment
of college or school representatives, the following guidelines for the number of representatives per college or
school shall be followed:

Four (4) representatives from the College of Arts and Sciences;


Two (2) representatives from the College of Agriculture;
Eight (8) representatives from the College of Business Administration;
Three (3) representatives from the College of Education;
Five (5) representatives from the College of Engineering and Design;
Two (2) representatives from the College of Law;
Two (2) representatives from the College of Mass Communication;
Three (3) representatives from the Medical Technology Department;
Two (2) representatives from the College of Nursing;
Two (2) representatives from the Physical Therapy Department;
Five (5) representatives from the High School Department;
Two (2) representatives from the College of Performing Arts;
Two (2) representatives from the College of Computer Studies;
Two (2) representatives from the School of Medicine;
Two (2) representatives from the School of Public Affairs and Governance.

Section 3. Qualifications of SUSG Officials. The following are the respective qualifications:
A. The President
1. He/She shall have a residency of at least one (1) school year in Silliman University immediately
preceding his/her election.
2. He/She shall be a bona fide student of Silliman University and not a member of the faculty, staff, or the
administration thereof.
3. He/She shall have a cumulative Quality Point Average (QPA) of at least 2.50.
4. He/She shall have a minimum load of at least 12 units.
5. He/She must not be employed in any public office or in the University except for student assistants who
are qualified to run.
B. The Vice President
1. He/She shall have a residency of at least one (1) school year in Silliman University immediately
preceding his/her election.
2. He/She shall be a bona fide student of Silliman University and not a member of the faculty, staff, or the
administration thereof.
3. He/She shall have a cumulative Quality Point Average (QPA) of at least 2.50.
4. He/She shall have a minimum load of at least 12 units.
5. He/She must not be employed in any public office or in the University except for student assistants who
are qualified to run.
C. The Representatives
1. He/She shall have a residency of at least one (1) semester in the College or School he/she is
representing immediately preceding his/her election.
2. He/She shall be a bona fide student of Silliman University and not a member of the faculty, staff, or the
administration thereof.
3. He/She shall have a cumulative Quality Point Average (QPA) of at least 2.25.
4. He/She shall have a minimum load of at least 12 units.
5. He/She must not be employed in any public office or in the University except for student assistants who
are qualified to run.
Section 4. Requirements for Candidacy. The following are the requirements:
1. A candidate must file a certificate of candidacy, in duplicate, duly signed and executed by the candidate.
2. A candidate must submit a certification duly signed by the dean of the College or head of the School
where he/she is currently enrolled indicating the following:
a. That he/she is of good moral standing;
b. That he/she is a bona fide student of Silliman University and not a member of the faculty, staff,
or administration thereof;
c. That he/she has a cumulative QPA of at least 2.25 for the representatives of the Student
Assembly;
d. That he/she has a minimum load of at least 12 units.
3. Presidential and Vice Presidential candidates must submit a certificate of residency proving that he/she
has spent at least one (1) school year in Silliman University and that he/she has a cumulative QPA of
at least 2.50, duly signed by the registrar.
4. Candidates for Representatives for the Student Assembly must present a certificate of residency proving
that he/she has spent at least one (1) semester in the College/School he/she is representing, duly
signed by the dean or head of the department.
Failure to comply with any of the qualifications and requirements set forth in Sections 3 and 4 hereof shall
automatically render the candidate disqualified to run for any elective position in the SUSG.
Section 5. Submission of the Requirements. A candidate may personally file and submit his/her certificate of
candidacy to any COMELEC Officer. A duly registered campus political party may also file and submit, through its
party chairman or authorized representative, their candidates certificates of candidacy and other pertinent
requirements. However, independent candidates shall personally file their certificates of candidacy.
Failure to submit any of the above requirements at the designated date, time and place by the COMELEC
shall render a candidate deemed excluded in the official list of candidates.
Section 6. Release of Official List of Candidates. The Official List of Candidates shall be released to the Parties
concerned within two (2) days immediately after the last day of the filing of Certificates of Candidacy.

Section 7. Withdrawal/Cancellation of Certificate of Candidacy. A candidate may withdraw or cancel his/her


Certificate of Candidacy by filing a written declaration of withdrawal/cancellation in duplicate, which shall be
personally filed directly with the COMELEC. However, it shall not be filed later than February 9, 2016 at 5:00 in the
afternoon. Within twenty-four hours after such submission, the COMELEC shall cancel his/her certificate of
candidacy and/or remove the candidates name in the official list of candidates.

Section 8. Decision of Cases. Judgment on actions for disqualification of candidates shall be rendered within one
(1) day after respondent has filed his/her answer thereto: Provided, however, that decisions are subject to appeal
to the Judiciary, within one (1) day immediately after the decision has been rendered by the COMELEC en banc.
Article III
CAMPAIGN PROPAGANDA
Section 1. What Constitutes Election Campaign or Partisan Political Activity. The term Election
Campaign or Partisan Political Activity refers to an act designed to promote the election of a particular candidate
or candidates for office. It includes:
a) Forming organizations, associations, clubs, committees, or other groups of persons for the purpose of
soliciting votes and/or undertaking any campaign or propaganda for a candidate;
b) Making speeches and announcements for the election of any candidate for SUSG office;
c) Publishing or distributing campaign literatures or materials designed to support the election of any
candidate;
d) Directly or indirectly soliciting votes, pledges or support for a candidate.
Public expressions, opinions or discussions of probable issues in a forthcoming election or on attributes or
criticisms against probable candidates proposed to be nominated in a forthcoming political party convention shall
not be construed as part of any election campaign or partisan election activity under this Article.
Section 2. Lawful Election Propaganda. Only the following shall be allowed:
A. Leaflets and/or flyers: Provided, that it shall not exceed 8 inches in width and 13 inches in length.
B. Posters: Provided, that it shall not exceed 30 x 23 inches or the standard cartolina size, and shall bear
the signature of the party chair or vice-chair affixing the same either with the use of a rubber stamp
or pen as prima facie proof of ownership. These posters must be placed only on public notice boards
and bulletin boards in colleges or schools, Provided that:
1. Each party shall only be allowed to put up only one (1) poster per bulletin board;
2. The party line-up shall be printed or written on the posters, except for independent candidates.
C. Streamers: Provided, that it shall not exceed the size of 3 x 6 feet. Each party or independent candidate
is only allowed to put up a maximum of five (5) streamers on campus.
D. T-shirts, button pins, baller bands, hand fans, hats, pens, notebooks, and bookmarks.
E. Posting pictures and videos online through the following social media websites: Facebook and YouTube.
Section 3. Online Campaigning. Online campaigning shall be allowed for this years election. The following acts
shall be considered as online campaigning:
1. Posting of any campaign literature or material in the official Facebook page and Youtube account of the
respective parties designed to support the election of any candidate.
2. Posting of a partys political platform and programs online.
3. Using of campaign literature or material as the users profile and cover photos in Facebook.
4. Sharing or reposting of campaign literatures or materials from the official parties social media accounts
as described in the immediately preceding number; or
5. Any other act similar to or analogous with those enumerated under this section.
Section 4. Prohibited Acts. During the campaign period, it is illegal to:
1. Remove, obliterate or in any manner deface or tamper with or prevent the distribution and putting up of
lawful election propaganda;
2. Post campaign propaganda materials with glue, rugby, paste and the like on bulletin boards;
3. Post or put up tangible campaign propaganda materials outside the premises of Silliman University;
4. Use stickers.
5. Directly solicite votes or support through SMS texts, emails and personal messages in any email service
and social networking website;
6. Post degrading, insulting, malicious and defamatory statements or comments online against a candidate.

Section 5. Action Against Illegal Election Activities. The COMELEC reserves the right to stop any illegal
election activity or confiscate or remove any unlawful, libelous, misleading or false election propaganda after due
notice thereof to the candidate/s or political party concerned.
Section 6. Removal of Campaign Materials. All campaign materials, including online propaganda, must be
removed by the candidates and/or the political parties on or before midnight of February 22, 2016.
Article IV
POLITICAL PARTIES
Section 1. Political Party. Political Party or Party when used in these rules shall mean any organized group of
persons pursuing the same ideology, political ideas, or platforms. To acquire juridical personality and, hence, entitle
it to the rights and privileges herein granted for the filing of certificates of candidacy, a political party must be duly
registered in accordance with the next succeeding section.
Section 2. Registration. Any organized group of persons seeking registration as a political party may file with the
COMELEC a petition, which shall contain the following:
1. The name of the party;
2. The main address;
3. The name, address and contact number of the party chair or the official representative of the party and
its delegates, if any;
4. The petition must be signed by the party chair or the official representative of the party and must
include a declaration that he/she is authorized to sign the petition on behalf of the party.
Registration begins on January 22, 2016 and will end on January 26, 2016 at 9:00 in the evening. A
political party is deemed registered upon the submission of the petition and upon approval by the COMELEC.
Section 3. Political Partys Right to Substitute Candidates. If on the last day of filing of certificates of
candidacy, a candidate of a registered political party withdraws, only the party chair may file a petition to replace
the candidate. The substitute candidate nominated by the political party concerned may file his/her certificate of
candidacy not later than 11:00 in the morning of February 6, 2016.
Section 4. Public Forum/Miting de Avance. During the campaign period, the COMELEC may hold a public forum
to which official candidates shall be invited to personally present, explain, and/or debate on their campaign
platform and other issues. The invitation shall specify the time, date, and the venue of the public forum.
The order in which the candidate shall speak shall be determined by the COMELEC. Each candidate shall
be given a time of three to five (3-5) minutes to speak.
The COMELEC has full control and regulation of the flow and conduct of the public forum, reserving the
right to terminate the same, on any valid and justifiable cause, as may be determined by a majority vote of the
COMELEC.
Article V
VOTING
Section 1. Order of Voting. In approaching the poll clerks to get the ballots, the voters must fall in line in the
order of their arrival and shall not crowd around the table of the Board of Election Inspectors. They shall wait for
the other voters, who are still using the polling chairs and tables, to finish casting their votes and shall not force,
intimidate, or threaten the voters causing them to leave.
Section 2. Manner of Obtaining the Ballots. The following shall be the procedure in obtaining the ballots:
a. The voter must present his/her validated school ID for the second semester of school year 2015-2016 to
the poll clerks in the precincts where he/she is to vote: Provided, however, that in the absence of a
school ID, any valid government ID shall be accepted: Provided, further, that the voters name is in
the official list of enrolled students.
b. The poll clerk shall locate the voters name in the official list of enrolled students for the second
semester of school year 2015-2016. In case the voters name is not in the official list, the poll clerk
shall require the voter to present his/her enrollment printout officially stamped enrolled for the second
semester of school year 2015-2016.
c.

Before delivering the ballot to the voter, the poll clerk shall highlight the name of the voter in the official
list of enrolled students, afterwich the vote must exhibit his signature opposite his/her name on the
list.

d. The poll clerk shall retain the ID of the voter and return the same after the voter returns the ballot.
The name in the list that has been highlighted and signed is conclusive proof that the voter bearing such
name has already casted his/her vote.
Only one ballot shall be given per voter.
Section 3. Manner of Voting. The following shall be the procedure in voting:
a. Upon receiving the ballot, the voter shall write the names of the candidates of his/her choice in the
proper spaces provided;
b. After filling the ballot, the voter shall return the same to the poll clerk and exhibit his/her signature in
the official list of students and affix his/her thumb mark on the ballot;
c. The voter must personally detach the coupon and deposit the folded ballot and the detached coupon in
the respective compartments of the ballot box;
d. The voters, after casting their votes, shall immediately depart.
e. In order to have an orderly and peaceful voting, the COMELEC shall provide an enclosed area in order to
provide voters secrecy.
f. NO PERSON shall be allowed to stay within the enclosed COMELEC premises, except for the Board of
Election Inspectors, students about to vote as authorized by the Board of Election Inspectors, and the
official watcher of a party or independent candidate.
Section 4. Disallowance of Candidates in Polling Place. Candidates must not stay within a radius of fifty (50)
meters from the polling place. However, they will be allowed to enter within the radius in the following instances:
a. To exercise their right to vote.
b. In order to attend classes.
c. When having classes therein.
Violators of this section shall be dealt with under the sanctions provided for in Article X herein.
Section 5. Time When Polling Place Opens and Closes. Polling places shall be opened from 8:00 in the
morning until 5:00 in the afternoon, with a noon break from 12:00 noon until 1:00 in the afternoon. However,
during the noon break, at least two officers or members of the Board of Election Inspector must remain in their
respective polling place. The polling place in the College of Law shall be opened from 2:00 in the afternoon until
7:00 in the evening.
Section 6. Prohibition from Campaigning on the Day Before and During the Election Day. Campaigning
the day before and during the Election Day for or against a candidate is strictly prohibited. Violators shall be fined
under the sanctions provided for in Article X herein.
Article VI
COUNTING OF VOTES
Section 1. Composition of the Board of Election Inspector. There shall be a Board of Election Inspector
composed of a Chairman, a Poll Clerk, and two members duly appointed by the COMELEC.
Section 2. Power of the Board of Election Inspector. The Board of Election Inspector shall have the following
powers and functions:
a. Conduct the voting in their respective precinct;
b. Conduct the counting of the votes in the place designated by the COMELEC;
c. Act as deputies of the COMELEC in the supervision and control of the election in the polling places
wherein they are assigned, to assure a free, orderly and honest election; and
d. Prepare the Minutes of Voting and Counting of Votes.
Section 3. Prohibition of Political Activity. No member of the Board of Election Inspector shall engage in any
partisan political activity, except to vote and discharge his/her functions as such. Violators shall be fined under the
sanctions provided for in Article X herein.
Section 4. Other Functions of the Board of Election Inspector. The Board of Election Inspector shall act,
through its Chairman, and shall decide without delay by majority vote all questions that may arise in the
performance of its duty.
Section 5. Counting of Votes. The votes shall be counted publicly without interruption or delay until completed in
the place designated by the COMELEC. The counting of votes shall start immediately as soon as the ballot box has
been endorsed to the COMELEC.

Section 6. The Canvassers. The Chairman shall read the ballots. During the counting, the Chairman, the Poll
Clerk and the members shall position themselves in such a way as to give the watchers and the public an
unimpeded view of the ballot being read by the Chairman, as well as of the election returns and tally board being
simultaneously accomplished by the Poll Clerk and the members, respectively. In case of discrepancy, the tally
board shall be followed. The watchers and the public shall not touch the ballots and election documents.
Section 7. Minutes in Voting and Counting of Votes. The Board of Election Inspector shall prepare and sign a
statement in two (2) copies setting forth the following:
a. The time when the voting started;
b. The time when the voting ended;
c. The time when the counting started;
d. The time when the counting ended;
e. The total number of registered voters;
f. The total number of voters who casted their votes;
g. The total number of ballots;
h. The total number of unused ballots;
i. The total number of used ballots;
j. The total number of spoiled ballots.
The Board of Election Inspector shall note any irregularities during the conduct of the election and shall
report the same to the COMELEC.
Section 8. Appreciation of Ballots. In the reading and appreciation of ballots, every ballot shall be presumed
valid unless there is a clear and good reason to justify its rejection.
Any question on the appreciation of ballots shall be decided by a majority of the Board of Election
Inspector or the COMELEC Officers.
No candidate shall be allowed inside the canvassing center and no watcher, or any other person inside the
canvassing center shall be allowed to participate in the reading and appreciation of ballots.
The Board shall observe the following rules, bearing in mind that the object of the election is to obtain the
expression of the voters will:
a. Where only the first name, nickname, or surname of a candidate is written in the ballot, the vote for
such candidate shall be considered valid, provided there is no other candidate bearing the same name,
nickname, or surname for the same office;
b. When two (2) or more words are written in the same line on the ballot, all of which constitute the first
name, nickname, or surname of two or more candidates, the same shall not be counted in any of
them;
c. When a single word is written on the ballot, which is the first name of a candidate and which is at the
same time the surname of another candidate, the vote shall not be counted for either of them;
d. When two (2) words are written on the ballot, one of which is the first name of one candidate and the
other the surname of another candidate, the vote shall not be counted for either of them;
e. A first name, nickname, or surname incorrectly written or misspelled, which when read has a sound
similar to the name or surname of a candidate when correctly written shall be counted in favor of such
candidate;
f. When in a space in the ballot there appears a name of a candidate that is erased and another clearly
written, the vote shall pertain to the candidate whose name was clearly written;
g. The erroneous initial of the first name which accompanying the correct surname of a candidate, or the
erroneous initial of the surname accompanying the correct first name of a candidate, or the erroneous
middle initial of the candidate shall not annul the vote in favor of another;
h. Any vote containing initials which are illegible or which do not sufficiently identify the candidate for
whom it was intended shall be a stray vote but shall not invalidate the whole ballot;
i. If on the ballot, the first name of a candidate is correctly written but with a different surname, or the
surname of the candidate is correctly written but with a different first name, the vote shall not be
counted in favor of any candidate having such first name and/or surname;
j. Any ballot written wholly or part with crayon, lead pencil, or ink shall be valid;
k. Where there are two (2) or more candidates voted for in an office for which only one is allowed, the vote
shall not be counted in favor of any of them, but this shall not affect the validity of the other votes
therein;
l. If the candidates voted for exceed in number of those to be elected, the ballot is valid, but the excess
vote/s shall not be counted in favor of such candidates;
m. Any vote in favor of a person who has not filed a certificate of candidacy shall be considered a stray
vote, but it shall not invalidate the whole ballot;
n. A ballot containing the name of a candidate printed and pasted on a blank space of the ballot or affixed
thereto through mechanical process is totally null and void;
o. Any vote casted in favor of a candidate who has been disqualified by final judgment shall be considered
a stray vote and shall not be counted, but shall not invalidate the whole ballot;

p. The accidental tearing or perforation of the ballot does not annul it;
q. Failure to remove the detachable coupon from a ballot shall not annul such ballot.
Section 9. Official Tally Sheets. The official tally sheet shall be transmitted by the Chairman of the Board of
Election Inspector to the COMELEC. All canvassers shall sign at the bottom thereon.
Article VII
WATCHERS
Section 1. Official Watchers of Parties/Independent Candidates. Each party or independent candidate may
appoint one (1) watcher in every polling place or canvassing center: Provided, however, that the necessary permit
must be secured from the COMELEC: Provided, further, that the COMELEC reserves the right to remove any
watcher who disrupts the proceedings.
Section 2. Rights and Duties of Watchers. Upon entering the polling place or canvassing center the watcher
shall present his/her ID with an indication therein of the party or independent candidate he/she represents, bearing
the signature of the party chair; or the independent candidates signature, and his/her permit from the COMELEC.

The watchers shall have the right to:


Full and unimpeded access to the proceedings.
Stay in the polling place or canvassing center;
Take note of what they may see or hear;
Make progress reports to the parties or candidates personally or through text.
Article VIII
POST ELECTION PROTEST

Section 1. Period to File Election Protest. Election protests shall be entertained only within twenty-four (24)
hours after the counting of votes.
Section 2. Form of Election Protest. Complaints or protests shall be written, stating sufficiently the facts alleged
therein, and must be accompanied by clear and convincing evidence to support the allegations contained therein. It
must be duly signed by the party chair or independent candidate concerned.
Section 3. Submission. The complaint or protest must be formally and personally submitted to the COMELEC by
the party chair or independent candidate.
Section 4. Rendering of Decision. Election protests shall be decided by the COMELEC en banc within one (1) day
after receipt of the protest.
Section 5. Appeal. The aggrieved party may file an appeal to the Judiciary within one (1) day after receipt of the
COMELEC en bancs decision.
Section 5. Declaration of Winners. Only the COMELEC has the official capacity to declare the winners, provided
that the declaration shall be made not later than the last day of the election period.
Article IX
DISCIPLINARY POWER OF THE COMELEC
Section 1. Power of COMELEC. The COMELEC Officers, to the extent of carrying out their official functions and in
the regulation of the flow of the elections, shall have the power to discipline any person under its jurisdiction who
shall violate any of the election rules and regulations herein provided or who shall make insulting or vulgar
remarks, or any degrading, malicious, and defamatory statements, whether up front or online, against any
candidate, political party, their representatives, or against any Officer of the COMELEC or any Officer in the
Judiciary.
Section 2. Extent of Disciplinary Power. The COMELEC will only penalize violators who are enrolled for the
second semester of school year 2015-2016 and upon sufficient finding that such a reprehensible act has been
committed in blatant disregard of the election rules and regulations, subject to the provisions under the Penal
Clause.
Section 3. Prohibition of Non-payment. In case of non-payment of fines imposed on a duly enrolled student,
such penalty shall be charged to the students tuition account for the succeeding semester, through a certification
duly signed by the COMELEC officers addressed to the Business and Finance. For graduating students, the same
shall be charged to his/her tuition account. The university treasurer must not sign the student-violators University
Clearance until the latter has paid his/her obligation. If it be in the instance of a political party or their

representatives, the party shall not be allowed to register nor a candidate under such party be allowed to file
his/her certificate of candidacy for the next SUSG election unless and until payment of such fine has been satisfied.
The prohibition as to the filing of candidacy shall also be applicable to independent candidates.
Article X
PENAL CLAUSE
Section 1. Fines. The following fines shall be imposed upon any violator who is not a candidate for election:
Pursuant to Sections 2 and 4 of Article III:
a. Streamer: P1,500.00 per streamer
b. Poster: P1000.00 per poster
c. Leaflets and/or flyers: P100.00 per leaflet or flyer
d. Sticker: P500.00 per sticker
e. Other prohibited acts under Sec. 4 of Article III: P1,500.00 per violation
Pursuant to Section 6, Article V:
6. Campaigning the day before the election: P1,500.00
7. Campaigning during the election day: P1,500.00
Pursuant to Section 1, Article IX:
a. Against any candidate, political party or their representatives: P500.00
b. Against any officer of the COMELEC or the Judiciary: P1000.00
c. Any party, the latters chair or representative who shall cause unreasonable walkouts and would create
chaos during the the campaign period or formal meetings convened by the COMELEC shall be
subjected to pay a fine of P2,000.00.
At all instances, if the violator is a registered candidate of any party or an independent candidate, the
penalty to be imposed shall be automatic disqualification, after due notice and hearing.
Section 2. Where Fines Benefited. All fines which may be collected by the COMELEC arising from any violation
of these Rules, shall redound to the benefit and use for the next years set of COMELEC officers necessary in the
carrying out their official duties and functions.
No part of the fines collected by the presently installed officers of the COMELEC shall be used in any
manner whatsoever.
Article XI
SUPPLEMENTARY RULES
Section 1. Supplementary Rules. Official documents, such as, but not limited to, Campaign Schedules and
Miting de Avance guidelines, shall form part of this Elections Rules and Regulations.
Section 2. Supplementary Effect. In the absence of any applicable provision in these rules, the pertinent
provisions of the Omnibus Election Code of the Philippines (B.P. 881) shall be applicable by analogy or in suppletory
character and effect.
