12

SCM Keep It Simple

Develop an accurate Site Conceptual Model

Combines data on simple and complex sites

into one single integrated package

Utilized in data gap analysis

Track remediation progress

Optimizes additional site

assessment

13

SCM Complex Sites? Use 3-D

Refinement of Site Conceptual Model

Automated source mass and volume estimates

Can do virtual remediation analyses

Stakeholder communication tool

Statistical probability of LNAPL Impacts

Source area identification

14

SCM Verification & Tracking

Complete Timely RSEs

Project management and technical review

level of effort
Scope of work efficiencies
System simplification
Performance relative to design
specifications
Site Conceptual Model review (new
technical approaches?)
Operator responsibilities and level of
effort
Develop systematic approaches to
measure and track operations and
maintenance performance criteria

19

Use of Engineering Controls

Property Redevelopment is a BUSINESS

Need to maximize the Return on Investment (ROI)

Site development is driven by property value and the costs to

clean the site

Clean to residential or industrial standards?

What is the cost versus value?

Use of Engineering Controls

Property Redevelopment is a BUSINESS

Need to mesh redevelopment goals and environmental
conditions

Use of properly designed engineering controls is a key to

providing the proper solution

Use of Engineering Controls

(Examples)
Groundwater

LNAPL

Surface Water

ISCO placed within excavation areas which

correspond to redevelopment
Highest Risk to manage must be removed first
and include source zones. Hot Spot Excavations
Engineering Control of isolating ditch from
impacted soils and groundwater through
construction of lined channel

Soils

"Hot Spot" soil excavation in high concentrations

zones

Vapor

Active or passive engineering controls installed

during redevelopment
22

Case Histories

23

Case History - Former Refinery and

Distribution Terminal
Description

Removal of historic buildings/piping

with hot spot source area soils
clean-up. On-site soils treatment
plant
Commercial buildings constructed
with engineering controls
Active groundwater remediation not
required by regulatory agency
Key Learnings

Control of redevelopment contractor key to success

Some utilities constructed too deep which released NAPL
Communication between companies was critical
24

Case History - Former Motor Oil

Storage Facility and Dock Area
Description

Removal of historic buildings/piping

with hot spot source area soils
clean-up only at building location
Commercial buildings constructed with
engineering controls

Key Learnings

Documentation of reduced risk to harbor by re-construction of bulkhead adjacent to water

Engineering controls can be used to mitigate risk to off-site receptors
(River)
25

Case History - Former Petroleum

Distribution Facility
Description

Removal of hot-spot soil impacted

areas and locations of underground
conduits adjacent to NAPL areas
Property redeveloped into Port
Container Storage

Key Learnings

Located all underground utilities and removed

Installed vapor system due to high levels of methane
Engineering controls can be used to mitigate risk from
subsurface vapors
26

Case History - Former Manufacturing

Plant
Description

Former chemical manufacturing

Chlorinated VOC Impacts to soil and
bedrock aquifer
Removal of hot-spot impacted soils,
construction of groundwater treatment
system, sealing of sewers to prevent
groundwater infiltration.
Key Learnings

Accurate site-characterization to delineate all impacted areas

reduced uncertainty in remedial action planning
SCM updating optimized system operating reducing time & $
27

Case History - Former Manufacturing

Plant
Description

Barrier wall constructed to seal-in

contamination with active
groundwater recovery
Asphalt and Geo-Membrane
installed to CAP former facility

Key Learnings

Dust-mitigation control necessary during redevelopment

activities and proper re-sealing of Geo-Membrane CAP
required
Hydraulic containment was limited by use of CAP
28

Case History - Former Refinery and

Chemical Plant
Description

Facility was demolished and the site was

cleared
Active and passive groundwater, LNAPL,
vapor mitigation systems installed
Major changes to remedial actions are
needed due to poorly managed SCM
Key Learnings
The SCM was poorly developed and rarely followed which caused >$1MM to be
wasted on ineffective remedial actions
Development and updating the SCM is a key component of the remedy
