ONE
CALLING

TO HELP FULFILL THE GREAT COMMISSION BY WINNING, BUILDING AND

SENDING CHRIST-CENTERED MULTIPLYING DISCIPLES IN THE POWER OF
THE HOLY SPIRIT AND HELPING THE BODY OF CHRIST DO THE SAME.

CURRENT REALITY, PURPOSE

AND GOALS
1.1 CURRENT REALITY
Over seven billion people inhabit the world today. Of those, only two billion claim to have some form of
relationship with Jesus, while the remaining five billion do not. We have a biblical mandate to help
mobilize the two billion Christians to engage the five billion people with the gospel of Jesus Christ
(Matthew 28:19-20; Acts 1:8; John 3:16).

1.2 PURPOSE
Global Church Movements (GCM) exists to help fulfill the Great Commission by helping to build
movements of multiplying churches and faith communities among every tribe, tongue, people and
nation (Matthew 24:14).

1.3 GOALS
By working together with churches and mission agencies, GCM seeks to be a catalyst for establishing
1. An additional five million healthy, missional, multiplying and sustainable churches and faith
communities by the end of the year 2020
2. A church or faith community for every 1,000 people one for every neighborhood, village,
high-rise apartment and digital community
3. At least one recognized Church Planting Movement (CPM) leader for every church or faith
community

HISTORICAL PERSPECTIVE
AND STRATEGIC SHIFTS
2.1 HISTORICAL PERSPECTIVE
The original vision of Campus Crusade for Christ (CCC and now Cru in the USA and several other
countries) was to reach, disciple, and mobilize students to help fulfill the Great Commission. Yet, Dr. Bill
Bright, the late founder and president, regularly emphasized our commitment to serve the Church.
Because of that emphasis, CCC created and oered various strategies and programs of evangelism,
discipleship and mobilization to the Body of Christ. For example, Lay Institutes for Evangelism, Explos,
Heres Life campaigns, New Life Training Centers, and the JESUS Film.
However, the programs did not establish new believers in sustainable and multiplying faith
communities, beyond establishing them in follow-up and short-term discipleship groups. To address
this need, GCM was established in 2010 as one of the global mission critical components of CCC.

2.2 STRATEGIC SHIFTS

By establishing GCM, CCC has made four significant shifts in its ministry processes and outcomes. Each
of these shifts are intended to improve our ministry practices and increase progress toward the mission.

FROM
Passively resourcing churches
Measuring decisions
Starting short-term discipleship groups
Exposing people to the gospel through the
showings of the JESUS Film

TO
Actively collaborating with churches
Making disciple-makers
Establishing sustainable and multiplying
faith communities
Using the JESUS Film as a church
planting strategy

HISTORICAL PERSPECTIVE AND
STRATEGIC SHIFTS (CONTINUED)
2.3THE NEXT PHASE OF THE JESUS FILM PROJECT
Since its introduction in 1979, God has used the JESUS Film to expose billions of people to the Gospel
and has seen over 230 million decisions to receive Christ. It is also estimated that churches and mission
agencies have used the JESUS Film to plant over one million churches. The JESUS Film Project is a
cutting edge media strategy to win people to Christ and engage them in early discipleship and bring
them into local churches and faith communities.
The JESUS Film isavailable today in 1,388 languages and in various products such as the
Childrens version, Womens version, short segments, etc. Digitally, someone in the world is
accessing JESUS Film resources nearly every 4 seconds. The next phase of the JESUS Film
Project is, through active partnership in the Body of Christ, to help establish five million
additional churches and faith communities.

BIBLICAL BASIS AND VALUES

3.1 BIBLICAL BASIS AND VALUES
Jesus came to build His Kingdom through His Church (Matthew 16:18) to include people from every
tribe, tongue, and nation redeemed by the blood of the Lamb and worshipping at His throne
(Revelation 5:9-10; 7:9-10). The local expression of the universal Church is a living organism composed
of people who have placed their faith in Jesus Christ and are meeting together for worship, teaching,
prayer, mutual service, and witness (Acts 2:42-47). The Bible describes a local church as an identifiable
group of believers who gather in a particular location (1 Corinthians 1:2; 2 Corinthians 1:1; Galatians 1:2; 1
Thessalonians 1:1; 2 Thessalonians 1:1).
The Church is the Body of Christ, of which all believers are a part, and each individual believer has a
special role to play as part of the Body (1 Corinthians 10:17; 12:1; Romans 12:4-5; 1 Corinthians 12). The
gifts of the Spirit are given so that the members of the Body of Christ can serve one another eectively
for the building up of His Body in love (Ephesians 4:16). And leaders are given to equip the members for
works of service within the Body (Ephesians 4:11-13).

3.2 VALUES AND ATTITUDE

In addition to living out our CCC values of faith, growth, and fruitfulness, we also maintain certain
historical distinctives, which are:
1.

Our focus on the Great Commission

2.

Our dependence on the Holy Spirit

3.

Our practice of spiritual multiplication win, build, and send

4. Our approach to use transferable materials and concepts

5.

Our passion for initiative evangelism

6. Our commitment to partner with all who are engaged in the Great Commission
As we serve the purpose of God through church multiplication movements, we position
ourselves as learners, servants, and partners in the Body of Christ.
We would also like to arm that God has not called CCC to be a church denomination but a
strategic partner and catalyst in accelerating church multiplication movements. Similarly, CCC
sta members are not expected to be pastors of local churches but leaders, coaches and
multipliers of movement leaders. We also firmly believe that partnerships are crucial to fulfill
Gods mission.

KEY CONTRIBUTIONS
As we work with others in the Body of Christ, GCM wants to make five key contributions:

4.1 INSPIRE VISION

CCC has often inspired believers to take faith steps to accomplish great things for God. In the past six
decades of CCCs existence, there have been numerous local, national, and international initiatives
where God used CCC to inspire the Church to fulfill the Great Commission. Now through GCM, we
desire to do the same toward establishing an additional five million multiplying and sustainable
churches and faith communities among the five billion people who urgently need the Gospel.

4.2 EQUIP LEADERS

CCC has a history of equipping leaders with a win, build, and send approach to spiritual multiplication.
These leaders go on to make a significant impact for Christ in a variety of realms. Through GCM, we help
equip leaders to align with Gods heart for both the Great Commission and the Great Commandment.
We train and coach leaders to establish, nurture and multiply biblical churches and faith communities.

4.3 INITIATE PARTNERSHIPS

GCM is committed to begin and nurture partnerships that will further the Kingdom of God. We carry a
deep conviction that Gods Kingdom is bigger than CCC and we can accomplish more by working
together with others for the sake of Christ. We also realize that partnerships require a kingdom mindset
an intentional eort and commitment to serve one another toward increased fruitfulness.

4.4 IGNITE MOVEMENTS

In places where little or nothing is happening in relation to church planting, we take the initiative to
launch church planting movements through our sta members, local churches and partners. We also
desire to encourage and equip existing churches to multiply themselves, influencing near and far with
the gospel of Jesus Christ.

4.5 GIVE AWAY TOOLS AND STRATEGIES

We freely give to the Body of Christ the tools, strategies and resources God has entrusted to us. For
example, our training curriculum, the various languages and products of the JESUS Film, our global
information tracking system, our online training and coaching tools, and our relationships and networks.
All these all available for the Body of Christ to use toward the fulfillment of the Great Commission.

DESCRIPTIONS

5.1 CHURCH OR FAITH COMMUNITY

The primary outcome of the ministries of GCM is a missional, multiplying, healthy, and sustainable
church or faith community that has:
a.

Ten or more followers of Jesus Christ who:

Obey the Great Commandment (Matthew 22:36-40; Mark 12:29-31) and
the Great Commission (Matthew 28:18-20)
Practicing Acts 2:42-47
Walk and witness by the power of the Holy Spirit
Invest their time, talent, and treasure in building Gods Kingdom
Draw people to Christ through word and deed

b. Recognized spiritual leadership (Acts 14:23)

c. Ability to sustain, govern and multiply itself (Act 16:5, 15:41)

5.2 SHAPE AND SIZE

The above description distinguishes a church or a faith community from a discipleship group, a followup group, or a cell group that is not missional and multiplying. It has a sense of identity and permanence
that is not characteristic of transient small groups. It also provides a measurable indication of whether a
church or faith community exists.
As GCM, we are committed to various expressions, sizes and shapes of churches and faith communities,
as long as they are committed to the Lordship of Jesus Christ and His Great Commission. We also
believe that there is no one model of church planting. As long as the pure Gospel of Gods Kingdom is
preached to those who desperately need it, and as long as the Kingdom of God is built and
multiplication is taking place, we value and support churches and faith communities of any size and
shape as well as the multiple models used to establish them.

5.3 CHURCH PLANTING MOVEMENT (CPM)

Movements may have dierent characteristics in dierent contexts. Yet what is common to all church
movements is the evidence of the Spirit of God working supernaturally through His church and
extending His Kingdom. Such evidence includes:
1.
2.
3.

Renewal and the increased fruitfulness of existing churches

Planting and multiplication of new churches among the unreached peoples of the
world
Churches demonstrating the love of God and making a righteous impact among the
people they serve.

A church planting movement is four generations of churches or faith communities developed in a

specific target area within 36-48 months, resulting in more than 100 interconnected churches. When
churches are able to multiply up to four generations, raising up leaders and other resources from
within, as well as governing themselves, then the church planting movement is locally sustainable.

5.4 RECOGNIZED CPM LEADER

GCM recognizes a CPM leader who has:
1.

Successfully completed a church multiplication training process such as Multiplying Churches

and Communities (MC2) or an approved equivalent

2.

Established a church or faith community

3.

Selected and sent at least two new church planters from the newly established church or faith
community to engage new target areas with church planting

4. Has practiced building a church planting movement for a minimum of six months

5.5 RECOGNIZED CPM COACH

GCM recognizes a CPM coach who has:

1.

Successfully completed the GCM coaching training

2.

Actively coaching at least five church planters

3.

Practiced coaching for at least a year and has successfully produced at least two CPM leaders

STRATEGIES AND PROCESSES

While the message of the gospel and the nature of the church remain the same across cultures, ministry
strategies and approaches can vary. The following are some of the key strategies and processes of GCM:

6.1 TRAINING AND COACHING

While we have flexibility to apply other approved training processes that lead to rapid multiplication
of healthy churches, MC2 is the main training process of GCM. The MC2 training process integrates the
vision of GCM, essential principles from the development of the New Testament Church, CCCs win,
build, send multiplication model and best practices we have learned from church planting
organizations.
MC2 is a simple and transferable training process designed to equip church planters in the essential
principles and steps of building multiplying church movements. As outlined in the diagram below, the
training has 80 hours of content divided in four distinct 20-hour phases known as engage, establish,
equip, and expand.

STRATEGIES AND PROCESSES

(CONTINUED)

6.2 BUILDING INTERNAL COLLABORATION

Internal collaboration with other ministry departments of CCC will enable us to learn from one another,
maximize resources, increase fruitfulness, and fulfill our common organizational mission. Examples of
internal collaboration:

Using the JESUS Film for intentional church planting

Churches launching movements on university campuses
Students involved in church planting and church leadership
College graduates equipped to transition from campus movements to marketplace or
church movements
Marketplace leaders mobilized to coach and resource leaders of student movements
and church movements
Strategies of FamilyLife, GAiN, Athletes in Action, etc. used to help accelerate church
planting movements

6.3 PARTNERING WITH LIKE-MINDED ORGANIZATIONS

In order to be a catalyst for planting an additional five million churches and faith communities by the
end of 2020, like-minded churches and mission agencies established the GACX (a global alliance for
church multiplication) in 2011. GACX is a growing movement that creates an environment for churches
and mission organizations to learn from and influence one another, to identify global priorities, to
partner together in practical ways, and to track our global progress together.
GACX members are committed to prioritize Gods Kingdom above their own organizations. In GACX we
also realize that we cannot fulfill the Great Commission alone. So by cultivating our spiritual unity, by
giving and receiving resources, and by encouraging and supporting one another, we intend to increase
our mission eectiveness and bring glory to God.

6.4 PRACTICING MULTIPLICATION

As every living thing multiplies, the church is commanded and expected to reproduce and multiply
(Genesis 1:28; Mk. 4:8; John 15:16). Spiritual multiplication was the model of the first-century church
(Acts 2:41; 2:47; 5:14; 6:7; 9:31). Also, Paul instructed Timothy to multiply (2 Tim. 2:2).
Hence, in order to realize the dream of establishing five million churches and faith communities by the
end of 2020, the intentional practice of multiplication is key for GCM and our partners. In order to see
locally sustainable churches, we insist that churches need to plant at least four generations of churches.
The fourth generation being great granddaughter churches.

Below is a way to view spiritual multiplication up to four generations during a four-year period:

6.5 DEVELOPING NEW TOOLS AND STRATEGIES

In order to increase ministry eectiveness and accelerate church multiplication we will develop and
utilize digital strategies, which can be shared with the Body of Christ. Some recent examples are iShare
and Nuvo. The iShare system is a web and mobile interface designed to help CPM practitioners record,
map and share their ministry activities. Nuvo is an online version of the MC2training process that
enables group interaction and learning. Additionally, we will work with partners on the development of
digital evangelism and discipleship tools through the Abishai Initiative in order to collect ministry
activity information and visualize it in the iShare system.

STRATEGIES AND PROCESSES

(CONTINUED)

6.6 ENSURING LOCAL SUSTAINABILITY

We are committed to seeing the development of locally sustainable churches and faith communities.
Healthy movements are based on financial resources primarily mobilized from within, not flowing from
outside. However, financial partnerships with other countries may be considered in the following
conditions:

If the local ministry is in a hostile environment

If there are no or few local believers who could fund the work

For unique or unexpected opportunities

There are opportunities for unprecedented harvest and matching local funds

For field-testing of new strategies and tools

6.7 MEASURING RESULTS

Measuring results is critical for GCM. Measuring results is how we can assess our fruitfulness, improve
the quality of our strategies and processes, and use information to make informed decisions. iShare is
the web and mobile-based technology solution we use to track our global progress. The key
measurements in GCM are the number of:

11

1.

Recognized CPM leaders

2.

Recognized CPM coaches

3.

Churches and faith communities established along with their geographical locations and
generational connections

GLOBAL PRIORITIES
There are innumerable opportunities for GCM to contribute to the development of Gods Kingdom.
However, we cannot do everything and we must prioritize. While we must be willing to follow the leading of
the Holy Spirit and understand and seize God-given opportunities at any time, the following priorities will
inform the opportunities GCM will pursue:

Nations with an unreached majority

Urban centers of influence
People groups that are unengaged, unreached and least reached
Places where the harvest is plentiful and the workers are few
Believers who want to be discipled and mobilized for the Great Commission

LEADERSHIP AND STRUCTURE

Consistent with CCCs global structure, GCM has global, area, and national teams who are responsible to
provide overall ministry direction in their respective geographic scope. Providing overall direction includes:
training and coaching leaders, developing strategies and processes, raising and allocating financial resources,
partnering with churches and mission agencies, and empowering local teams to fulfill the mission.
In addition, each team has a responsibility to coach a team in its immediate organizational relationship. For
example, a global team coaches area teams, and the area team coaches national teams, and the national team
coaches local teams. The coaching relationships are intended to provide encouragement and feedback,
strengthen accountability, increase learning, identify and multiply best practices, and develop leaders.

OPPORTUNITY FOR INVOLVEMENT

Despite the many challenges we face in the world today, God is working powerfully in every nation changing
lives and building His Kingdom. God is calling us for something extraordinaryto help establish additional
five million churches and faith communities. Also, the Holy Spirit is uniting the Body of Christ more than ever
before; creating an unprecedented opportunity to preach the Gospel among every tribe, tongue, people and
nation.
Therefore, we encourage you to prayerfully consider being a significant part of this unique global vision.
Together we can make a big dierence for Jesus. Here are some ways you can be involved:
