Admin Law, law on Public Officers and Election Law

Who among the candidate to your mind gave the most doable
program of governance? Give your reasons.
Basically all program of governance by each of the candidates are
doable, of course they cannot say something that is beyond the commerce of
man. The real question is who has the ability to produce these platforms to
reality, meaning who has the ways, means and heart to do it and who can
perform as promise. "Anybody can talk about what they will do. But at the
end of the day, who can you really trust to implement what they will do.
But what platform of government are the presidential candidates offering?
This, of course, differs for each of them.
Roxas:
Three freedoms
"First is the freedom of hunger, and that is essentially concerned with
job generation particularly in the agriculture sector. He talks about foreign
investments in manufacturing and bigger government investments in
infrastructure for the agricultural sector," he said.
"[There is the] freedom from fear talking about safety nets on health
issues and peace and order, improve policing.
And the freedom to dream which goes towards in improving the capacity of
individual citizens and families to actually aspire for their dreams, such as
expanding the K-12 and CCT [conditional cash transfer] programs."
Poe:
Heart in governance
Meanwhile, presidential candidate Sen. Grace Poe is running on a
platform of "putting heart in governance" or bringing back the government
closer to the people.
"True kailangan ng track record, true kailangan ng galing. Pero she's now
pairing it up with puso, heart in governance. We need a government that
empathizes with its people, that sympathizes and feels what the people are
feeling," said Valenzuela City Mayor Rex Gatchalian, spokesperson of Poe.

Gatchalian added Poe also has plans on achieving inclusive growth,

improving competitiveness, and has constantly pushed for the fight against
drugs.
"Our economy has expanded rapidly, but it's now time to give that trickledown effect a bigger push. In terms of education, she's been batting for inschool feeding programs or free lunch box programs for all public school
students to combat malnutrition inside the schools," he said.
"She has vowed to declare drugs as a national security threat. And improving
competitiveness, the ease of doing business registering businesses and
synchronizing national laws to make sure that it's conducive for businessmen
to set up businesses, especially for our small and medium enterprises."
Binay:
Higher economic growth
As far as the vice president is concerned, Gary Teves, former Finance
secretary and current UNA treasurer, said Jejomar Binay wants to continue
higher economic growth by investing more in infrastructure and ensuring
that action is taking place quicker.
"We first have to generate more resources externally by inviting foreign
investors and making sure that environment is really conducive to foreign
investments," said Teves.
"We were amending economic provisions of the Constitution to allow foreign
investors to invest in areas that have been disallowed or limited land,
public utilities. He will also emphasize on inclusive growth, and provide
emphasis on health and education."
Duterte:
Fight vs. crime and corruption
And what are the top priorities of Rodrigo Duterte's platform of
government?
"Our top three would be 24/7 fight against crime and corruption, which is the
core of Mayor Duterte's and Senator's Cayetano's campaign. Second we
promote the development of our economy by tying this up with our advocacy
on federalism, which is regional development," said Duterte's spokesman
Peter Lavia.

"The last is we should have equality before the law and give equal
opportunities for everyone."
He added that Duterte wants to push for the proper implementation of laws.
"Kaya yung sinasabi niyang fight against crime, drugs and corruption
may pinagmulan yun. Exhibit A ang Davao."
Duterte promises free irrigation to farmers if elected president.
Santiago:
Job creation, poverty reduction
She is also pushing for the proper enforcement of laws while
recognizing due process, electoral and political reforms, and fighting
corruption.
All of the programs of these candidates are doable and achievable,
however it will depend on these candidates on what to prioritize because as
to my understanding many of these platforms will not be possible if we first
did not addressed the problem in corruption and crime, everybody knows
that this so called core problem of Philippine governance is the one thing
that suppresses our economy Graft and corruption. Solving graft and
corruption will bring about a 360 degree turn in our economy. Keeping our
country safe and free from conflict in all sorts will not only be harmonious for
local people but also will open doors for foreign investments. I like Grace Poe,
I believe that she will not be a part of these corruptions; however we need a
President who will not only be a part of corruption but also will initiate a fight
to the existing one. I believe Senator Grace Poe does have the moral
ascendency but still lack the capability to be an effective President as of now.
For me its only Rodrigo Duterte who can deliver these promises, as he have
said he have Davao as an exhibit A for this, his cursing and way of talking
about things maybe questionable as well as his iron fist stance against those
violating the law but I think we need this type of leadership which can
implement the law. We have very good legislations here in the Philippines,
maybe the best in Asia but what we lack is proper implementation, we a
need a President who will make sure that these laws are implemented and
corresponding punishments are imposed so that the evil few will be
suppressed for the benefit of the many that are good.
