2. Background Information on the Community


Population

Anna is situated at the crest of the Dallas-Fort Worth metro area, with a total population of 6.1 million people. On
a percentage basis, Anna has been the fastest growing city in the North Central Texas region over the past four
years. The City of Anna population has undergone an exponential growth rate in the last decade from 1,225 in
2000 to an estimated 8,568 within the “city limits” and 14,160 within a five-mile radius in 2009.

Our 57 square miles provides our city with ample room for planned growth and the ability to incorporate new
proposals for expansion into our long term strategy - to become the newest center of economic expansion in the
North Texas region.

Please describe how the population is distributed

Our population is currently distributed evenly throughout the city, coinciding with our major thoroughfares, such
as State Highway 5, FM 455, and Interstate 75. Established plans for growth account for even distribution in
expansion zones – making infrastructure development economically feasible and expedient for both the city and
for third party partners such as Google.

Median household income

The median household income in Anna is $60,977 placing our area at approximately 14% above the reported
national median income level, which creates an environment conducive for households to desire enhanced
internet services, and to have the financial resources to subscribe to those services.

Number of housing units

There are 2734 housing units within the city limits, and up to 3000 more in the surrounding area - with an
additional 500 or more projected to be added each year for the next several years.

There are 2553 single family homes in the city limits and an additional 139 manufactured homes.

Our estimates indicate that only 30% of our community even has access to broadband internet – a number we
hope to rapidly improve in the near future. If DSL was removed from this calculation, it would be a significantly
lower number, and our citizens and business leaders are calling for progressive change.

It is estimated that the majority (25+%) of households who have access to broadband internet are active
subscribers, although this again includes DSL customers. Most customers we have interacted with are moderately
to strongly dissatisfied with their service performance or the monopoly of choice that exists.

Terrain

Overall description of terrain

Our terrain is comprised of the gentle rolling prairie that North Texas is known for, and we are excited about the
flexibility our terrain provides for future growth.

Percentage of plains

The City of Anna and surrounding areas are primarily plains/prairie (approx. 90%) with very gradual grades that
create large open areas that are prime for development and highly favorable for the installation of a fiber optic
network.

Percentage of rolling hills

The remaining topography of our area (approx. 10%) consists of several areas of rolling hills, which pale in
comparison to the challenging construction locales in other areas of the country.

Anna, Texas has no mountains, and therefore does not have the challenging construction environment of
mountainous terrain as would other potential locations – resulting in significant reductions in cost and more rapid
installation processes for the Fiber Optic Network.

Average annual highest temperature

Our summers are warm, with an average annual highest temperature of 93 degrees (F).

Average annual temperature

The average annual temperature for the City of Anna is a comfortable 62 degrees (F).

Average annual lowest temperature

Our winters are milder than many other areas of the country, with an average annual lowest temperature of 31
degrees (F). Our winters present a far more favorable natural environment for construction, installation, and
maintenance of fiber optic equipment than would be available in nearly any other location in the country.

Anna receives less than 8 inches of snowfall on average per year – affording little delays to major projects.

Average amount of rainfall per year

Anna, TX has an annual overall precipitation rate of 41 inches per year, mostly accounted for by rain in the warmer
months. In the cold weather months an occasional “wintry mix” is typical that may not necessarily classified as
snowfall in our precipitation calculations. We are also fortunate to have over 235 days of sun per year.

Average amount of hurricane or tornado activity in a year

Anna is located far enough inland that hurricanes are typically downgraded to tropical storms/depressions by the
time they reach our area. Tornados have occurred in the Anna area in the past, but frequency of tornadic activity
that results in any damage to property is extremely low.

Colleges and Universities

The City of Anna is currently in discussions to bring a college extension campus to our city – a plan that will boost
jobs in this sector and others as we become an educational hub for our region. Additionally, Collin College and
Grayson County Community College are both within ten minutes of Anna, and provide educational opportunities
to our residents.

Major Hospitals/Health Care Facilities

Plans are currently underway to construct a new hospital facility in our city within the next several years. This
would provide a very strategic opportunity to create a health care facility that would have one of the most
expansive local fiber optic networks in the country, right at its front door. Equipping our medical facilities in this
manner would not only directly benefit our citizens, but would serve as learning environment for new ways that
ultra high speed data transfer could be used in a medical environment. Anna would be proud to forge new paths in
this manner, and would invite medical and research personnel from around the world to participate in this
process.

The City of Anna not only provides Google with the most favorable environment in the nation in which to test its
fiber optic network in an unrestricted manner, but centering the project in Anna places the operations center of
this network within short distances of other mid and large scale markets. This provides Google with the
opportunity to rapidly expand its service offering once the initial trial period is over.

3. Collaborating on a Google Fiber Trial


In this section, we ask you to share how your community would work with Google to enable us to proceed quickly
and effectively.

to obtain as promptly as possible whatever information Google may require, and to resolve any problems
that may arise as quickly and effectively as possible.

If so, please describe the responsibilities and author that this individual will have:

POSITION TITLE: Google Project Manager

KIND OF WORK

Under direction, the purpose of the position is to assist in the planning, directing, management and review of the
activities and operations of the Google Fiber Optic Communications Project. Employees in this classification perform
professional and supervisory work. Position is responsible for the administration of assigned areas; coordinates city
services and tasks among city departments and outside agencies; provides support to City Manager. Performs related
work as required.

EXAMPLES OF WORK

ESSENTIAL FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed
within this classification. It is not necessarily descriptive of any one position in the class. The omission of an
essential function does not preclude management from assigning duties not listed herein if such functions
are a logical assignment to the position.

- Acts as the City Liaison between Google and the City of Anna.
- Manages the planning, operations, and installation of the Google Project.
- Attends all City Council meetings. Attends, participates, and conducts high level internal and external
meetings; represents the City with outside agencies, i.e. is the liaison between the City of Anna and Google.

- Conducts one on one meetings with city staff, and consults with department and division heads, to review
assigned projects, resolve personnel issues, and to gather pertinent information.
- Responds to and resolves citizen inquires and concerns; negotiates and resolves controversial issues;
responds to City Manager, City Council and city management team in a timely manner.
- Interprets and administers State Laws and City Ordinances; implements City and Council policies.
- Represents the City Manager.
- Negotiates professional services.
- Facilitates communication between City Manager and department directors.
- Interacts and meets with the public within the city offices or in the community on a daily basis.

MARGINAL FUNCTIONS

While the following tasks are necessary for the work of the unit, they are not an essential part of the
purpose of this position and may also be performed by other unit members.

Performs some complex clerical work, securing office supplies, delivering documents, etc. as needed.

MINIMUM QUALIFICATION REQUIREMENTS

Master’s degree in Public Administration, Business, or closely related field; supplemented years (5) years previous
experience that includes work in municipal government; or an equivalent combination of education, training, and
experience.

Describe any current or planned programs in your community to accelerate and expand adoption and use of
broadband Internet access:

The City of Anna has already established as part of our master plan, the visionary goal of a large fiber-optic
network throughout the city. As we advance into this preferred future, the city leadership, both governmental and
commercial is hospitable to the concept of forward thinking urban planning, site planning, trenching, etc that
aligns with the evolving culture of our citizens. Since the available area for this type of development is expansive
and unalterable changes to the physical landscape have yet to begin, a variety of construction environments can
be comingled for maximum case study profitability as Google examines additional expansion throughout the
country.

Additional reasons you believe that Google should select your community for this project:

Existing Regional Infrastructure Expansion

The State of Texas will be constructing a new “outer loop” highway system that will further encompass the Dallas-
Fort Worth Metroplex. The germinal location for this project will be the City of Anna. As part of the process of
respecting our natural environment and attempting to minimize disruption, it would behoove Google and its
successive constituents of the fiber optic network to install the network as part of this construction program.
Furthermore, this crossroads of values, benefits, and chronology creates an exigency for the installation of a long
haul fiber backbone around the Dallas - Fort Worth metroplex, resulting in a wide scale laboratory setting for
Google in one of the most expansive and economically robust geographic regions in the nation.

Existing Near Term Local Infrastructure Expansion (< 1 year)

The City of Anna is about to undergo a major alteration to the main traffic artery through the heart of the city.
FM455, is about to be completely expanded. This will present both a challenge and an opportunity. The challenge
will be to complete the project as quickly as possible with as little disruption to the economic and biological
environments of our city. The opportunity for the City of Anna and for Google is the fugacious period of time to
install the required equipment for a fiber optic network in a concomitant manner to the existing disruption. This
transportation project aligns the core components of the fiber optic network with the most profitable access to the
residential and commercial areas of the city, and poises the network for future expansion.

Accessible Network Lines in Close Proximity

One of the main North-South trunks lines for the Dallas-Fort Worth Metroplex parallels Highway 75, and there are
other trunks running North on Highway 5 to FM455 and South on 5 from Van Alstyne to our Northern
border. Access to multiple service providers and significant bandwidth is available, allowing Google the experience
of working with multiple other potential providers – which would prove invaluable when attempting to expand
into additional areas of the country.

Lower Financial Barriers to Entry in Our Real Estate Market

The City of Anna provides Google with the opportunity to acquire significant amounts of developable land, far
below the price points that many other locations in the country would ever be able to boast. Additionally, the City
of Anna has an established pattern of cooperation with local land owners, who are receptive to growth potential in
the city and transactional dialog pertaining to their holdings, either for change of ownership or right-of-way
purposes.

Taxing Structures and Unrestrictive Regulatory Fees

The taxing structures and rates in Texas are significantly divergent from many of our compatriot states in the
nation. Property tax is the main driver, allowing Google to experience a particular model of economic factors that
would prove exceedingly beneficial for future expansion. Additionally, the State of Texas, regional Counties, and
the City of Anna itself, are, as a whole, less restrictive than alternate sites in the nation. Particularly in the case of
the City of Anna, Google would quickly find that regulatory fee structures are entirely supportive in nature, as the
city has taken a pro-business stance in the implementation of fees and associative permits. Installing the fiber optic
network in our City/Region would provide the lowest cost to Google of nearly any other location in the country –
allowing for greater learning potential and less initial financial impact for the corporation.

Varied Quality of Existing Infrastructure

The City of Anna provides an excellent learning opportunity in the area of synthesizing the process of installation
and operation in an environment in which the infrastructure spans an expanse of chronology of over 100 years.
With a conglomeration that is now planned in a strategic fashion – Anna offers newly constructed homes, older
th
homes from the mid and late 20 century, and very old homes from the early 1900’s. Our infrastructure
hybridization provides ample room for experimentation and a representative view of the stratum that would be
faced in other established communities throughout the country.

4. Your community’s support

Have you performed any outreach, study, or analysis regarding support in your community for this type of trial?

Based on our intentional interactions with the community (see description below) we have been able to assess
that there is overwhelming widespread support in our community for the installation of a fiber optic network by
Google. Our residents, business leaders, government officials, and educational institutions are all fully supportive
and excited about this visionary project.

Describe how you ascertained or plan to ascertain the level of community support for this project (e.g. surveys,
public hearings, meetings with community groups, etc.)

The City of Anna solicited direct responses from the community through mass communication, meetings with
community groups, personal interaction with business leaders, and social media. These efforts were encompassed
under the branding of “Our Future… Faster”. The City of Anna has an established strategic relationship with the
Chamber of Commerce as well as the Economic and Community Development Corporation(s) – each of whom
contributed to the gathering of support and resources for this project. By leveraging those relationships, our
Google RFI work-team was able to distribute mass communications to several hundred business owners in the
area, sponsor an informational business luncheon, and garner signatures from business and community leadership
for a petition of support for the Google Fiber Optic Network in our community. Additionally, the city has gathered
support from residents and organizations through the use of our city website, newspapers, Twitter, YouTube, and
the OurFutureFaster.com blog. All of these efforts were conducted in less than one month from the date that our
City Council first approved the submission of the RFI to Google.

If possible, describe your community’s level of support for this project.

Our citizens are very excited by the possibility of being selected as the test location for the Google Fiber for
Communities Project. We have incorporated some of their responses from our blog in this RFI:

Dear Google: The City of Anna is the perfect Fiber Optic Trial site. Not only can we consider ourselves the fastest
growing city in the Dallas area, but we are also extremely diverse in both urban and rural capacity. Anna is located
in a high-producing county (Collin) and our city growth continues to provoke developer interests. I believe this will
provide the best cross-sectional testing and thus will be the best trial site in Texas. (Sandra D.)

Yes we would be excited to be offered the opportunity to have a trial site here in our City of Anna; we are in one of
the fastest growing cities as well as in the fastest growing county (Collin). Please forward on to everyone you know

The City of Anna would be a great place for Fiber Optic Cable. The trend in North Texas has been to move north for
many years. Anna is located the farthest north of any other Collin County city. Collin County has experienced
residential and commercial growth like no other city in Texas. Anna has tripled in size in the 21st century. As soon
as the market turns around, you will continue to see Anna grow. Anna has 3 out of 4 exemplary schools and a
forward thinking city that embraces growth. This would be a great trial site! (Billy D.)

I am very excited to see Anna going for a project of this magnitude! Anna is a town of contradictions. We are
rooted in history but future looking. We are a small town with big town ideas. We live a fairly simple way of life but
have a large population of technology savvy citizens. Anna has the opportunity to bring the past and the future
together in a way that make the technological advances of the last 15 years seem SLOW. Anna is primed to become
the next great city in Texas. Google Fiber Optic would push Anna far ahead of any other town and offer its citizens
and businesses the ability to connect to Our Future Faster than other cities around us. Anna is poised and ready to

is the perfect place for Google to test this advanced technology. Residents across the region would benefit greatly

I agree, bringing (RFI) to our hometown of Anna will be really great for the residents who already live here and who
will hopefully make this their new home choice in the future. By having RFI now, while the community is not fully
developed, will allow easier installation and fewer headaches for all of us who live here now. Also this will draw
attention to potential businesses/corporations to move into Anna. Without RFI, companies will not even consider
relocating to our wonderful town. So I say, bring it on!!!! (Dan)

I can’t wait! Being an IT guy most of my life is based on the internet. I work at home often and have all kinds of
issues with the junk internet connection we have now. All my phones and data rely on my internet connection.
There have been many times I have had to use my cell modem to work. That is brutal! Please o please let’s get
some fiber in Anna! Maybe fios will come in on it and I can ditch dishcrapwork service too! (T.)

The city of Anna would be the perfect place for Google to implement fiber optics. We are a growing community, but
not yet so large as to be cumbersome to add fiber optics. For me personally, I will be waiting anxiously to here the
outcome, and will be one of the first to jump on board. (Vickie)

Please choose Anna, TX! If I had gigabit bandwidth, I would create a web server and make all my multimedia
content accessible to me where ever I was. With Picasa you could easily upload all your photos for sharing in real
time. With Google Docs, we could cloud all of our docs online without the need for redundant backups at home. I
live in a neighborhood just outside of Anna (Sheffield Farms) so include those! (S.J.)

The City of Anna, TX has the vision to accomplish everything that Google desires in this process and more. Our

determined that a fiber optic network is key to that future. The human capital that we bring to the table in Anna
not only provides a wealth of resources from the IT industry, but every other required category of commerce that
would be necessary to the successful implementation of this test site. Our strengths as a community are rooted in
our abilities to thrive in difficult times, and to extend our impact beyond our stature so that we may give more to
our world as a community than we take from it. The issue of ensuring our continued success via the Google Fiber
for Communities project has rallied our citizens and sparked excitement about accomplishing what we know to be
our desired destiny. The opportunities that are uniquely afforded to Google by locating in Anna, Texas include
extremely low regulatory fees and restrictions, available/affordable resources, geography that is designed for
success, and nearby access to large population bases among many others. Due to the low availability of high speed
internet access and the minimal selection of service providers,

Google would address a critical need in the lives and businesses of our residents. By partnering with the City of
Anna, Texas, Google would jump start a reality that is already in motion, gain invaluable experience that would
