If you don't enter Australia while your 417 is still valid, you can apply for a new one at a later date.
You will have to pay a new Visa Application Charge, but that is the only penalty.

You can only apply for Australian citizenship if
you have been living in Australia on a valid visa
for four years immediately before applying which
must include the last 12 months as a permanent resident. You must not have been absent from
Australia for more than one year in total in the 4 year period, including no more than 90 days in the
year before applying. Getting the permanent visa is by far the hardest part of the process - without
having held a permanent visa for at least the 12 months before you apply, it doesnt matter how long
youve been in Australia.

There are only two ways to get a permanent visa:
1. You can qualify for a permanent skilled immigration visa. For all but one of Australia's skilled
immigration visas, you must have qualifications in an occupation on the SOL or the CSOL and you
must either pass the points test (only occupations on the SOL or on the occupation list of one of
Australias states or territories are eligible for a points tested visa) or have sponsorship by an eligible
employer. The single exception to needing a CSOL occupation is a Regional Sponsored Migration
Scheme (RSMS) visa which has no specific list of occupations but you must have qualifications in an
occupation requiring a degree, tertiary diploma or trade qualifications and sponsorship in that
occupation by an eligible employer in a regional area (NOT Sydney, Newcastle, Wollongong,
Brisbane, the Gold Coast or Melbourne).

2. You can apply for a Partner visa on the basis of a genuine and continuing relationship with an
Australian citizen or PR. After two years on a temporary Partner visa, you will be granted a
permanent Partner visa if the relationship is still intact.
As a young high school graduate with no further education/training, option 2 is your only possibility.
