Overview

Feature Introduction
As a decision of lowest priority, directed shift is performed after all handover decisions
and is the last resort to adjust traffic onsite.
Directed shift handover is performed only in specified cells and is applicable to dualband networking (co-location site of 900M and 1800M cells) and areas with dense
traffic. For example, in the case of co-location site of 900M and 1800M cells, operators
wish to migrate MSs around BTS from 900M cells into 1800M cells. Although probably
outweighed by 900M cells in terms of signal strength, 1800M cells still have sufficient
signal strength to ensure speech quality. In this case, directed shift handover can be
used to migrate traffic into 1800M cells to realize traffic balance on dual-band network.

The specific descriptions are as follows:

Relation with Power Control: Power control scope cannot conflict with related
threshold of handover decision algorithm in this feature, and power control takes
precedence over handover decision. That is, power control is performed first, and if
power control does not work, handover is performed.

Relation with PBGT in Decision Criteria: The parameter MaxForceHoDiff defined in


this feature must be less than reverse PBGT handover threshold to avoid ping-pong
handover between cells.

Technical Description
Target MSs near BTS are generally selected for directed shift handover because speech
quality can be ensured for them due to good network coverage around BTS. Therefore,
MSs with small PathLoss and small TimingAdvance (TA) are forcedly handed over to
adjacent cells to ease the traffic load in current cell in directed shift handover.
Directed shift handover is allowed when the PathLoss of MS is less than MaxLossThs
and TA is less than MaxTAThs. When MaxTAThs is set to 63, only PathLoss is used as
directed-shift handover criteria; when MaxTAThs is set to 150, only TA is used as
directed-shift handover criteria.
Directed shift handover is triggered in the following conditions:

The level of target cell must be MaxForceHoDiff higher than that of current cell.

The PathLoss of MS must not be larger than MaxLossThs and TA must not be
larger than MaxTAThs.

Directed shift handover decision is made based on the following two formulas:

In formula (1) PathLoss refers to the path loss of certain MS in the serving cell obtained
by calculating the average value of downlink levels acquired in measurement reports;
MaxLossThs refers to the path loss threshold of directed shift handover.
In formula (2) TA refers to the TA of certain MS in the serving cell; MaxTAThs refers to TA
threshold of directed shift handover.
The strategies used to select target cells for directed shift handover are as follows:

The target cell must be the specified cell of the serving cell.

The maximum level difference between directed shift cells must be larger than
MaxForceHoDiff (which can be a negative value) to restrict directed shift handover.
MaxForceHoDiff must be less than reverse PBGT handover threshold to avoid pingpong handover between cells.

The resource reservation threshold HoForceRes of directed shift is used to monitor


traffic in target cell so as to avoid cell congestion. Directed shift handover can be
performed to the target cell only when the available resources in the target cell are
greater than HoForceRes.

Criteria 1: The average level of target adjacent cells must be larger than the
minimum incoming handover level.

If over P (that is, parameter HoForceP) in N (that is, parameter HoForceN) PathLoss and
TA values meet formulas (1) and (2) at the same time in the measurement results of
certain MS in the serving cell, directed shift is allowed in adjacent cells
(IsHoForceNCell=Yes) and target cell selection criteria are met, then directed shift
handover is performed.
