plans to have a resolution at its
March 7 meeting to install a carbon filtration system to help treat
the TCP 1,2,3 and TCE found in
Wells 7 and 9 at the North Church
Street Water Treatment Plant.

well at the request of Mayor Phil
Garwood on Friday, Feb. 19. Garwood said he spoke with each
council member for their opinions, and all agreed to shut down
the wells. However, Carew said he
was the one to call for the shut

No school district will see a decrease in state aid

Gov. Christies 2016 budget address.
Where would state aid stand? was
the question on everyones mind. If
state aid went down considerably, how
hard would it hit the school districts
bottom line?

same administrators were able to
breathe a sigh of relief when Christie
announced that his budget proposal
would actually increase state aid to
schools and, more importantly, wouldnt reduce aid to any school district.

though that increase is only very minimal.
While we certainly could have used
more help from the Garden State, its
comforting to know we wont have to
kick in more money out of our already
thin pockets.
So two thumbs up to Christie for
paying attention to one of the most important aspects of life here in New Jersey our public schools.

Moorestown is closing wells and buying
water from New Jersey American Water
because our well water is tainted by two industrial solvents: trichloroethylene, (TCE),
a degreaser for metal parts, and 1, 2, 3,
trichloropropane, (TCP), a curing agent for
polysulfide polymers the standard
sealant for virtually all aircraft fuel tanks
and bodies since the 1950s, according to
Wikipedia.
These two chemicals are not naturally
occurring; they are man made. How did
they come to be in our well water? Ask
yourself, what business in our community
would be likely to use large quantities of
the chemicals described above? I can think
of one: Lockheed Martin.
Lockheed Martin (NYSE: LMT) is a global aerospace, defense, security and advanced technologies company with worldwide interests. It is the largest defense contractor in the world, and it employs 116,000

people worldwide. It is also the largest employer in Moorestown, and in all of South
Jersey. In January 2015 it reported net sales
for the fourth quarter of 2014 at $12.5 billion.
Back on Aug. 21, 2014, the Philadelphia
Inquirer reported on Lockheed and a TCE
pollution suit in the township, A federal
judge in Camden has dismissed a lawsuit
in which two Moorestown couples alleged
that their families were exposed to health
risks and a loss of property value because
of underground contamination caused by
a toxic chemical spill at a plant now owned
by Lockheed Martin
Judge Jerome B. Simandle said no evidence was presented to show that the concentrations of TCE and perchloroethylene
(PCE) vapors found in the Wexford neighborhood across from the plant "pose an imminent and substantial endangerment to
health or the environment.
Julie LaVan, the Moorestown lawyer
who represented the two families, was
quoted saying, "It's an unfortunate situation that there are contaminants and
chemicals located on the plaintiffs' properties and neighboring properties, and the
judge decided, based on all the evidence,

that the levels don't harm the health of people or the environment."
If you Google Lockheed Martin and
Moorestown, you will be taken to the
Lockheed Martin website, where there is a
History of the Borton Landing Road facility.
Here is an ominous quote from the page:
During its history, the site used chlorinebased solvent chemicals in metal parts
cleaning operations. The site also stored
fuel oil in underground storage tanks to
feed the boilers Sampling conducted
under the direction of NJDEP over the
next two years identified 15 areas of concern (AOCs) at the site, six of which did
not require further action. A cleanup plan
was submitted to the NJDEP and approved
in 1992.
The solvents are not named in the history.
The Moorestown Sun articles on the pollution of our wells never mention a possible source of the TCP and TCE contaminants, because our township officials dont
speak of it.

Council approves ordinance on further

asbestos removal at old library

Town council approved an ordinance on second reading Monday, Feb. 22 to set aside $160,000
$152,000 of which will be borrowed to be used for the removal
of asbestos from the old library
building. With this addition, the
library demolition costs increased by about 20 percent, to

$600,000.
At the previous council meeting, township engineer James
Ruddiman assured council there
wasnt much that could have been
done earlier to find the asbestos,
as it was found two feet underground and destructive testing
would have had to been done,
which would have been an additional cost regardless.
There was no way to see this
coming, Mayor Phil Garwood
said. Were stuck with this.
The original contract awarded
to Meco Demolition Inc. in October last year was for $421,000. The
township initially put aside
$10,000 for asbestos remediation
because it expected to find asbestos in the floor tiles and the
fire doors, according to Ruddiman.
We set aside $10,000 for known
asbestos, and another $2,000 for

the
investigation,
Councilwoman Lisa Petriello said.
The project was delayed due to
more asbestos being discovered
in the adhesive tape used to glue
the ceiling tiles to the roof and behind the walls. Council approved
a $70,000 change order to remove
the asbestos in December, and official demolition started in early
January.
Following the remediation and
demolition, additional asbestos
was discovered in a two-foot area
on three sides of the basement
wall, and the entire basement
wall on the fourth side. The contractor said it could remediate the
asbestos for $159,412.96.

to be found without the township

Fire District elections see approval

of commissioners, budgets and a new roof

The Moorestown Fire Districts
No. 1 and No. 2 unofficial results
are in. Both saw the election of
two fire commissioners and the
2016 annual budget approval, as
well as the approval of a question
for District No. 2 on replacing a
roof.
The budget for Fire District No.
1 was approved 87-32. The budget
totals $2.08 million to be raised by
taxation, a $27,557 decrease from
last year.
The total budget appropriation
this year is $2.16 million, a
$108,357 decrease from last year,
primarily due to general operating expenses decreasing and the
completion of debt service on an
$860,000 general obligation bond
that was approved by voters on
Dec. 28, 2002, to make improvements to the primary fire station
where administrative operations
are housed. The final payment
was made in 2015.
I feel very good about the
budget being passed, Christopher M. Chesner, administrator
for District No. 1, said.

According to Chesner, the department has stayed below the 2

percent cap and has never exceeded it.
We have to stay within the 2
percent cap from the prior year.
We have never exceeded the 2 percent cap since that was enacted
on us. We have money in cap
bank if ever needed, but at this
point, we dont need to use it,
Chesner said.
Incumbent Fire Commissioners Peter R. Bowman and Bradley
J. Kenney were re-elected with
108 and 111 votes, respectively.
Both were running unopposed.
Bowman, a former fire commissioner, filled the unexpired
seat of Howard Schuster who
passed away in 2015. Kenney has
been a fire commissioner since
2013.
There were no cuts to the department, according to Chesner.
In 2017, Chesner said a question
to voters would be on the ballot
asking to replace an engine the
following year. However, the department has enough money in
its capital reserve to pay cash for
it, so it wouldnt have to go out for
a bond and affect taxpayers.

The Fire District No. 2 budget

was approved 107-20. The budgets
total revenues were $1.37 million,
which includes the amount to be
raised by taxation of $729,833, an
increase of $14,310 as compared
to the prior year, within the allotted 2 percent levy cap. The proposed tax rate increased onetenth of a cent to $.085 per $100 of
assessed valuation.

The 2016 budget reflects the
capital lease purchase agreement
for a new fire apparatus, approved in last years fire election.
The new fire apparatus is replacing a 1991 Pierce Squirt. The delivery of that vehicle is expected
during the summer.
Fire District No. 2 also asked a
question for the authorization to
replace the existing lower roof of
the Lenola Volunteer Fire Station
for a cost not to exceed $115,000.
The question was approved 11517. Funding was provided from
unrestricted reserve fund balance.
For Moorestown Fire District
No. 2, incumbents Jaqueline
Grant and William Ruggiano
were re-elected for the two open
seats, winning over challenger
Brandon Thompson. Grant received 128 votes and Ruggiano received 101, while Thompson received 32 votes.
Grant has been a commissioner for the district for 21 years.
This will be Ruggianos second
term as a commissioner, as he
was elected in 2013.
The results are unofficial as of
now. The county will send the department a certification of the official results through the mail.

Spring has sprung at the Rec

The Moorestown Department of
Parks and Recreation has gone
through a metamorphosis of sorts
over the last three years. In addition to coming home to the
Church Street Recreation Center,
the department has also begun to
reach outside of the long-standing
idea that recreation was only
youth sports. This spring, the department is pleased to offer not
only youth sports, but also arts,
crafts, cooking and general fitness.
As parents, we are always looking for new things for our children
to experience and try. This spring,
the department is pleased to offer
a full complement of programs
from Arts and Crafts with Sophia
Geiger and Handbuilding with
Cynthia Britton. A one-day bread
baking workshop and a four-week
course will be offered for children
interested in the finer points of
baking. Baker Diane MacFeeters
and chef Katie Sklarow will engage and excite budding chefs and

bakers. These recreational activities offer children an opportunity

to explore different areas of interest that may ignite a creative
spark.
For those children interested in
sports programs, the Tumbling
Tots program is a favorite beginner program for our youngest
Recreation Nation members. Amy
McNamara leads children and
parents through fun activities that
promote motor skill development
as well as rhythm and coordination.
The Recreation Girls
Lacrosse League has opened the
field to second graders this year.
General introduction and instruction will be given to introduce
these young ladies to the finer
points of the womens game. Tennis lessons are another favorite in
spring and will be offered for
everyone ages 5 through adult.
For those who are interested in the
game or just need some brush up
skills, this is the best program
around. Offered outdoors at Maple
Dawson Park, tennis lessons are
available to all who are interested.

There are many programs that

are offered for older children, too.
The new volleyball clinic for
grades five through nine will be
available beginning in March. For

girls fundamental skill development through drills and play. For
teens and adults, the Yoga for Beginners course starts its new session on March 3. This, in conjunction with Boot Camp and Balanced Athletics, offers our adult

water at levels that just might exceed the maximum contaminant
level allowed by law.
If we can buy all the water we

need, we should do so, and not

proceed with the interim or the
elusive permanent solution.
Instead, the Town Council and
township manager Scott Carew
should direct attorney Anthony
T. Drollas to find out from Lockheed Martin and the NJDEP, the
chemical names of the solvent
chemicals in metal parts cleaning
operations connected to the
areas of concern in Lockheeds
Moorestown history.
If they
match the ones that are in our
water, we should sue for damages.

Department of Environmental
Protection in October 2014 after a
small amount of TCP 1,2,3 was
found in the water. In June 2015,
Well 7 was reopened when it tested as a non-detect.
However, since then, the TCP
1,2,3 tested again in Well 7, and
residents and township officials
also grew interested in the levels
of TCE found at the sites. Due to
the concern of residents and officials, the township decided it
would take action by reclosing
Well 7 and finding a temporary
treatment solution until a permanent solution is ready to be in-

stalled.
Garwood also said Moorestown
has not been in violation with its
water; it continues to meet state
and federal drinking water standards.
Township utilities engineer L.
Russell Trice recommended the
township hire Calgon Carbon to
install a pair of carbon filtration
tanks to filter and take out the
contaminants over an expected
period of 12 months. Trice said it
would cost $341,800, which includes an installation fee and a 12month rental fee at $11,400 per
month. For a discounted price of
$171,400, the township also has
the option to buy the equipment
after the rental period.
If council approves the resolution, the tanks could be in place
four to eight weeks later and up
and running two weeks after in-

stallation. The township will not

turn those wells on until the temporary treatment is in place, according to Carew.
To compensate for the well
being closed, the township is getting its water from New Jersey
American Water, as it did last
year. Carew hopes when the wells
are up and running, the township
will be able to avoid getting water
from NJAW later in the year, thus
eliminating additional costs.
With the wells up and running, there might be a time where
we are using our water when we
normally would be using NJAW
from a water purchasing standpoint it may have no impact on
the budget at all, Carew said.
The next town council meeting
is scheduled for March 7 at 7:30
p.m. in Town Hall, with a 7 p.m.
workshop.

Council, after doing research
and asking additional questions,
came to the conclusion this was
the best solution for now. If council were to go out to bid for another contractor or lower bid, there
was no guarantee the bid would
be lower and there would be additional costs for demobilization
and remobilization.
If we vote no, we delay the

project by potentially months and

The adult choir and soloists will

and organ. Glenn Rodgers is the

This oft-performed oratorio
evokes the emotion and drama of
the heart-wrenching statements
of Christ from the cross. This performance is possible through a
bequest from the estate of Claire
Regn, a longtime faithful member
of the alto section of the choir.
The church is at the corner of
Camden and Pleasant Valley avenues and its meets the standards
set by the American Disabilites
Act for general access. Admission
is free, the public is most welcome
