NOTICE INVITING TENDER FROM EPC CONTRACTORS FOR SETTING UP 1

MWp SOLAR POWER PLANT.

A- INTRODUCTION:
Central Electronics Limited is a Public Sector Enterprise under DSIR (Deptt. of scientific &
Industrial Research) of Ministry of Science & Technology, Govt. of India. For setting up a
ground mounted grid tied solar power plant for 1 MWp capacity (with operation &
maintenance for 2 years), price bid is invited from those EPC (Engineering, Procurement &
Construction) Contractors who are the authorised system installers of M/S Sunpower
Corporation (USA) for supply, installation & commissioning using 327 Wp high efficiency
modules with mono crystalline back contact technology of M/S Sunpower Corporation
(USA).
B- PRE-QUALIFICATION CRITERIA & DOCUMENTS REQUIRED:
1- M/S SUNPOWER CORPORATION (USA) make high efficiency back contact mono
crystalline modules of 327 wp (each) having 20% or more efficiency are to be
used in the proposed solar power plant of 1 MWp.
2- The EPC Contractor must be an authorized system installer of Sunpower
Corporation for supply, installation & commissioning using 327 Wp high
efficiency modules with mono crystalline back contact technology of M/S
Sunpower Corporation (USA).
3- The copy of document showing said authorization from Sunpower Corporation
for system installer of Sunpower Corporation for supply, installation &
commissioning using 327 Wp high efficiency modules with mono crystalline back
contact technology of M/S Sunpower Corporation (USA) must be furnished with
the bid.
4- The bidder must furnish an authorization issued by authorized signatory of
Sunpower for bidding in the referred tender.
5- The price should be quoted in Indian Rupees along with supply of material,
installation & commissioning with 2 years operation & maintenance with all taxes
on CIF basis to be shown separately in the price bid.
6- The bidder should have experience in installation & Commissioning of grid tied
solar PV plant using Sunpower make high efficiency modules.
7- The bidder must submit TUV certificate confirming efficiency of said modules to
be supplied.
8- The project should be completed in 4 months from the date of signing MOU.

D-Scope of Work:
1) To prepare the Detailed Project Report and submit to CEL within 15 working days
of signing the MOU for setting up 1 MWp grid tied solar power plant.
2) Final Site Survey and Lay out Planning.
3) Engineering, Design & Development of solar photo voltaic (SPV) Power System.
4) Supply of 327 Wp high efficiency Sunpower make modules (as per above
specification and BOS (balance of system) to the site.
5) Installation and Commissioning of SPV Power System of 1 MW capacity up to AC
Distribution Board for connecting to the power Grid.
6) Arrange training for the staff/operators for operation of Solar Power Plant.
7) To ensure satisfactory performance of the systems during warranty period as
well as during the operation & maintenance period for 2 years which will be
counted from the date of commissioning of the entire project.
8) Submission of O&M Manual including Technical Data, Specifications, Drawings,
BOQ, preventive Maintenance (on completion of project).
9) The party shall be responsible for the safety of all its employees/workers etc
(including workmen deployed by Contractors engaged by the party) during
execution of the project.
10) The CONTRACTOR shall use material and equipments of one of the best quality
in the world in Solar Power Plant.
11) The State-of-the-art photovoltaic technology with worlds highest efficiency Solar
panels manufactured by M/S Sun Power (USA) shall be used for the purpose of
more generation of Power occupying minimum space of land (3.5 acre).
12) The approximate generation per annum shall be 1.75 Million units per MW.
13) The control room & service station shall be constructed at site by the party at
their own cost.

Operation & Maintenance:-

The CONTRACTOR shall look after proper functioning of the Solar Power Plant
(including operation and maintenance) during the warranty period of 2 years at their
own cost.

Warranties:-

The CONTRACTOR should submit the following warranties after commissioning of

project:
1) The Project shall have a warranty of 2(two) years from the date of installation
and commissioning and handing over of the entire project of Solar Power Plant
to CEL. The Comprehensive warranty shall include free of cost repairing and free
replacement of parts.

2) The warranty of Sun Power make modules shall be for 25 years for replacement
of defective modules due to manufacturing defects or poor workmanship of the
manufacturer. The warranty for wattage shall be more than 92% for a period of
Ten (10) years from the date of commissioning for of rated power at STC and
more than 85% of the rated power for up to 25 years.
3) During the warranty period of 2 Years, the CONTRACTOR shall arrange important
spare parts for immediate replacement and depute personnel for preventive
maintenance of SPV system as well as on breakdowns, as and when required.
G) Inspection & Testing of Materials:CEL or customer can inspect the materials/equipments before the dispatch of the
same. The CONTRACTOR shall make arrangements for testing of
materials/equipments, if required by the CEL/customer. Such testing shall be as per
International standards.
H)

Commissioning

The Project shall be commissioned within the stipulated time as mentioned. The
specifications of material used, including installation and commissioning should be in
accordance with International quality standards. On completion of the project, the
CONTRACTOR shall also furnish a Certificate of Undertaking that the Power Plant has
been commissioned as per standard of National /International requirements.
I) Penalty clause.
If the contractor fails to complete the said work within the stipulated period due to
the reason, not beyond the control of the party, the penalty @ 0.5% of contract
value per month for the delay of one month or part thereof, subject to the maximum
of 5% of the contract value shall be applicable.
J) Terms of Payment.
The payment term shall be applicable on the back to back basis in the following
manner:
1) 10% of the project cost as mobilization advance against submission of BG
equivalent to amount of advance. In case of delay in execution of project, the interest @
14% per annum shall be charged.
2) 30% of the project cost against receipt of solar Modules at site.
3) 30% of the project cost against receipt of balance of system at site.
4) 20% of the project cost after installation and commissioning.
5) Balance 10% of the project cost after handing over the project and connecting the
power plant to the Grid against submission of Performance Bank Guarantee of
equivalent amount of 10% of project cost valid up to 2 years.

K) Completion Time:
The period for completion of project shall be maximum 4 months from the date of
issue of work order by CONTRACTOR.
L)

EMD/Security Deposit:-Earnest Money for the value of Rs 30 lacs in the form of BG

or DD in favour of CEL, Sahibabad shall be deposited by the contractor at the time of
submission of bid which shall be converted in Security deposit shall be refunded
after successful completion of the project.

M) Other Information:

CEL reserves the rights to accept/reject any offer at any stage of the process and/or
modify the process or any part thereof or to vary terms at any time without
assigning any reason.

with required documents at the office of General Manager, SPV-Marketing, CONTRACTOR,
Site 4, Industrial Area, Sahibabad, Ghaziabad, 201010 (UP)
