Human Rights Alert Filed Report with the UN Alleging Human Rights Violations in
Los Angeles, Large Scale Fraud in Computers of the Courts

Los Angeles, April 19 – Human Rights Alert, Los Angeles County, California based NGO, filed its submission [1]
[2] for the first ever UPR (Universal Periodic Review) of the Human Rights record of the United States by the
United Nations. The report alleged serious Human Rights violations in Los Angeles County, the hallmark of which
are large scale false imprisonments – including, but not limited to: (1)The Rampart FIPs – thousands of victims of
the Rampart corruption scandal (1998-2000), which were left falsely imprisoned to this date; (2) Numerous
inmate held under record that are blatantly false and misleading by the Los Angeles County Sheriff’s Department,
and (3) Attorney Richard Fine – held for over a year in solitary confinement in a case where no warrant was ever
issued for the arrest, and no judgment, conviction, or sentencing was ever entered by the court. The other hallmark
of alleged Human Rights violations in Los Angeles County involved real estate fraud cases by the Court. Combined,
the report alleged racketeering by the judges of the Los Angeles Superior Court, which is patronized by US
agencies, which discriminated against the region of Los Angeles County, California, effectively treating it as an
extra-constitutional zone.
The report highlights the central role of unvalidated case management systems (CMSs) and online public access
systems in the precipitous deterioration of integrity in state and US courts, in jails, and in financial
institutions. The report called upon the international community and the US to establish goals and time frames for
enforcement of the law on the courts and the justice system itself, through publicly accountable validation
(certified functional logic verification). International monitoring of the US justice system was called for, as
essential for stopping the deterioration of Human Rights conditions in the US.
